New laws that took effect Sept. 1 are addressing human trafficking in Texas. House Bill 3579 allows the Texas Department of Licensing and Regu- lation to close massage businesses suspected of human trafficking, per an Aug. 22 news release. Other similar laws affecting the TDLR include: • HB 2313 requires rideshare companies to provide human trafficking training to their drivers regarding awareness and how to report suspected trafficking. • HB 2016 prevents someone from getting a massage therapy license if they have been con- victed of, entered a no contest or guilty plea, or received deferred adjudication for sexual 2 new Texas laws tackle human trafficking

assault and aggravated sexual assault. Dig deeper There are nearly 9,000 illicit massage businesses, or IMBs, in the United States, according to nonprofit research and advocacy group Children at Risk’s March 2022 report. With nearly 700 of those IMBs in Texas, the group called Houston “undeniably prevalent” for having IMBs. The organization also cited the following: • Such unlicensed operations are fronts for prostitution, and many engage in human trafficking. • Law enforcement spends a disproportionate amount of time patrolling smaller cities, towns and suburbs. • IMBs were often located in or near affluent areas. • Most lease commercial space. • More than 900,000 children attend school within a mile of an IMB.

Harris County’s burn ban in effect until October A burn ban is in effect until at least October in unincorporated Harris County after commissioners approved a measure Aug. 8 citing extreme tempera- tures and continuous dry conditions. Fire Marshal Laurie Christensen said excessive heat conditions and a lack of rain have elevated various environ- mental levels that could cause potential forest fires. Quote of note “The burn ban is in place to reduce the potential of a devastating wildfire happening in our commu- nity,” Christensen said. Zooming out As of Aug. 8, Harris County’s average drought scale was 681, according to county officials. The Keetch-Byram Drought Index measures drought conditions on a scale from 0-800. Conditions between 600-800 have the potential to lead to intense, prolonged fires.

Commissioners raise vet staff salaries Harris County commissioners approved adjusting the base salary for key positions within the county’s Veterinary Public Health Division on Aug. 8, which includes animal control officers, technicians and veterinarians. The additional funding of more than $563,000 for the market-rate salary adjust- ments will be absorbed within Harris County Public Health’s current budget, Executive Director Barbie Robinson said. Going forward Commissioners will also consider adding three veterinarians to the county payroll, according to the proposed fiscal year 2023-24 budget that is up for adoption in September. Officials from the county’s public health services department recommended the addi- tional positions to improve shelter operations.

Fort Bend County warns locals of ongoing jury scam Fort Bend County District Clerk Beverly Walker issued a warning alerting citizens about an ongoing jury scam that has been targeting local residents, according to an Aug. 18 news release. The details

“Under no circumstances will the Fort Bend County District Clerk’s Office request sensitive information like Social Security numbers or credit card details over the phone.” BEVERLY WALKER, FORT BEND COUNTY DISTRICT CLERK

According to the release, these scammers have been making threatening calls to residents, falsely claiming the recipients have failed to report for jury service. The scammers then demand immediate payment of a fine under the guise of preventing a warrant for arrest. If residents receive calls of this nature, they should contact the sheriff’s office immediately at 281-341-4686 to file a report and seek assistance.

The scam involves identity thieves posing as rep- resentatives of the Fort Bend County District Clerk’s Office or the Fort Bend County Sheriff’s Office.

Harris County officials are proposing a $2.4 billion budget for fiscal year 2023-24, an increase of $200 million from the FY 2022-23 budget of $2.2 billion. Senate Bill 1750, a contested election bill affecting Harris County, went into effect Sept. 1 after the Texas Supreme Court issued a decision Aug. 22 deny- ing Harris County’s emergency motion to block the bill before the Nov. 7 election. Election responsibilities will no longer be under the discretion

of the Harris County elections administrator because SB 1750 eliminates the elections adminis- trator’s office, turning oversight to the county tax assessor-collector and county clerk’s office. Going forward The Supreme Court set a date for the oral argument on the state’s appeal for Nov. 28.

Breaking down the 14 state propositions on the Nov. ballot

Texas voters will find 14 propositions to amend the state constitution on the Nov. 7 ballot. Community Impact spoke with Brandon Rottinghaus, a political science professor at the University of Houston, to break down each proposition. Constitutional amendment elections give Texans “a window into the policy process” and a “chance to participate” in state affairs, Rottinghaus said.

SJR 87 What it’s asking: Proposition 10 would prevent medical and biomedical manufacturers from paying taxes on their tangible personal property, which the majority of businesses are currently taxed on. Officials said this exemption would strengthen Texas’ medical industry.

HJR 3 What it’s asking: The state’s National Research University Fund would be replaced with the Texas University Fund. Four universities—Texas Tech University, the University of Houston, the University of North Texas and Texas State University—would qualify for the research endowment. Roughly $273 million would be set aside for 2024-25.

House Joint Resolution 126 What it’s asking: This proposition aims to increase landowners’ rights to regulate what happens on their property and limit state or federal interference.

SJR 32 What it’s asking: This proposition would create the El Paso County Conservation and Reclamation District. Various counties and regions in Texas have similar districts, which tax local residents to support the creation and development of water services and other facilities.

SJR 75 What it’s asking: Voters can decide whether to establish the Texas Water Fund, which would support new and existing water projects across the state. The Texas Water Development Board would oversee the new fund.

Senate Joint Resolution 64 What it’s asking: City and county governments would be allowed to offer a property tax exemption to child care facilities. Rottinghaus said this would reduce property tax burdens on child care organizations, which many families rely on.

SJR 93 What it’s asking: This proposition would establish the Texas Energy Fund, which would finance the construction, maintenance and operation of electric facilities to ensure the state power grid remains reliable. The Public Utility Commission of Texas would oversee the new fund.

HJR 134 What it’s asking: This proposition would eliminate the Galveston County Treasurer’s Office. If approved, other county officials would take over the duties of the treasurer. All Texas voters can vote on the proposition, but it only takes effect if a majority of Galveston County voters authorize it.

HJR 132 What it’s asking: This proposition asks voters to prevent a wealth tax, which is based on a person or entity’s assets, from being imposed in the future. Texas does not currently have any form of wealth taxes.

HJR 125 What it’s asking: Proposition 8 asks voters to authorize the creation of the Texas Broadband Infrastructure Fund, which would help expand high-speed internet access statewide. The Texas Comptroller of Public Accounts would oversee the new fund.

HJR 107 What it’s asking: Voters can decide whether to raise the mandatory retirement period from 70-75 years old to 75-79 years old for justices and judges on appellate, district and criminal district courts.

HJR 2, from the second special session What it’s asking: Voters can decide to authorize a $100,000 property tax exemption for Texans’ primary homes; establish a temporary 20% limit on annual value increases for nonhomestead properties worth $5 million or less; require members of appraisal boards in counties of over 75,000 people to serve staggered four-year terms; and prevent funds allocated for property tax relief from going against the state’s constitutional spending limit.

HJR 2, from the regular session What it’s asking: Voters can approve a cost-of- living adjustment for many former teachers. To combat inflation, teachers who retired before 2001 would get a 6% adjustment, those who retired between 2001-13 would get a 4% adjustment, and those who retired between 2013-20 would get a 2% adjustment.

SJR 74 What it’s asking: This proposition would create the Texas Centennial Parks Conservation Fund, which would support the creation and improvement of state parks. The Texas Parks and Wildlife Department would oversee the new fund.

Texas has the highest rate of uninsured people in the country, according to the 2021 American Community Survey. In Houston, 1 in 4 people are without health insurance. Harris County’s population also continues to grow, making the county’s health system insucient in meeting current needs and future demands, HHS ocials said. Both hospitals are operating at over 90%-100% daily occupancy. Research by public health experts has found that low-income families face consequences when they are unable to access health care, including: • Uninsured patients coming in for late-stage diseases, including cancer

Hospital; expand the capacity of Ben Taub Hospital; and create new community clinics in precincts 2, 3 and 4. Harris Health President and CEO Dr. Esmaeil Porsa said the hospitals have failing infrastructure and the county population is rapidly growing. The system is mandated by law to provide health care services to the uninsured and underinsured populations, but also serves the entire county.

In November, Harris County voters will have to decide whether to fund a $2.5 billion expansion of the Harris Health System over the next 10 years in a move that could increase health care access for more than 1 million uninsured residents. New gender policy passes

A majority of the over 100 public speakers at the meeting condemned the policy, stating fears it would result in higher rates of domestic abuse, homelessness, drug abuse and suicide for transgender or gender-fluid students. “I’m very disappointed that this board is in a hurry to push through a policy that has clearly been shown that it has significant problems,” Trustee Rebecca Fox said. “We are taking money meant for children, and we’re going to spend it on legal fees.” Those who spoke in favor of the policy cited parental rights and said the policy would help protect their children.

A gender policy restricting how Katy ISD teachers and students discuss gender identity was officially passed by a 4-3 margin Aug. 28. The new policy requires teachers and staff at all schools to inform parents if their child asks to be referred to by pronouns that differ from their sex assigned at birth. “The policy does not require district staff to ask about ... sexual orientation or gender identity,” board President Victor Perez said. “That is something that schools should absolutely not be asking about, whether in the classroom or in a counseling session or in a survey.”

Katy residents can now travel on the partially reopened Greenbusch Road as a renovation project awaits action from the Fort Bend County Commis- sioners Court, county Communications Director Tami Frazier said. The details Despite the construction not yet being com- pleted on Greenbusch Road, the roadway is in a condition that allows it to be open to traffic until the project’s revisions are approved by Commis- sioners Court, Frazier said. The ongoing project between Gaston Road and Westheimer Parkway consists of replacing the two-lane asphalt road with deep ditches to a two- lane concrete road with a new bridge, according to county project documents. The cost of construction remains at $7.4 million, and the project is funded by a 2013 county mobil- ity bond.

Fort Bend Epicenter ocially opens its doors to local, national events The Fort Bend Epicenter, located at 28505 Southwest Freeway, Rosenberg, held a ribbon-cut- ting Aug. 18, and the multipurpose event center was unveiled. ‘The rent eats first’: Most Houston renters face cost burdens

Nearly 1 in 5 rental structures in Harris County received a “below average” grade, per the report. Approximately 25% of single-family homes in Harris County were rentals in 2021.
