8 Three Empires Brewing Co. is slated to open this summer. Zoning for the 1,300-square-foot brewery, to be located on the corner of Fifth Street and Main Street in the historic Ford Building, was approved at a March 8 Frisco City Council meeting. The brewery itself will feature a small brewing and fermenting room, a “We really wanted to build a really nice neighborhood bar that had a beautiful scratch kitchen to give them good, quality food that was missing in this area,” co-owner Stephen Williams said. Diners can enjoy both alcoholic drinks and nonalcoholic beverages, such as mocktails and nonalcoholic beer, as well as “liquor breakfast” mimosas, bloody marys and wines. Food options include Cajun chicken pasta, Reuben sandwiches and more. PARKS $5 million Dominion Hike and Bike Trail project to open this fall

outlined in the master plan, accord- ing to city ocials. The Dominion Trail does not have an ocial address, and it can be accessed near the adjacent streets. There is no designated parking, but it can be accessed through street parking, Kim said. As a safety precaution, Kim said he is working with Geographic Information Services to conrm a physical address and mile markers for emergency vehicles to reach the trail. The Dominion Hike and Bike Trail will span along Panther Creek Park- way in Frisco, from Preston Road to Hillcrest Road, through the Dominion at Panther Creek neighborhood. “It’s an exciting project,” Kim said. “People can get around with this trail as an alternate route, maybe biking to [Professional Golfers’ Association of America] or Frisco’s other new developments.”

Dominion Hike and Bike Trail in Frisco will be opening fall 2023. The Dominion Hike and Bike Trail, a 1.2-mile project between Hillcrest Road and Preston Road, will be open to the public in October, Senior Park Planner Mike Kim said. The cost of the trail’s construction was an estimated total of just over $5 million, Kim added, with funding from city bonds voted on by citizens. The trail’s contracting alone costs $4.5 million, not including design and engineering, ocials said. The trail will consist of three “light- weight but strong” bridges, stone walls, handrails and a concrete trail, according to the trail’s nal plan. This trail is an “important, long connection in Frisco’s Hike and Bike Masterplan,” Kim said. Frisco has over 47 miles of trails throughout the city, with more

Since the first public discussions, Universal representative John McReynolds, Universal Parks and Resorts’ senior vice president of external affairs, has emphasized the company’s desire to be a good neighbor to Frisco residents. “We’re very proud of what we bring before you,” McReynolds said. “We think it is the right fit … something that I think the city of Frisco can be proud of.” Landscape buffers for sound and immersion, limited hours of operations, and more designs have all been agreed upon by Universal representatives, according to meet- ing documents. Universal is estimated to bring $3

Frisco is moving forward with plans for a Universal theme park, ending the two-month saga of public hearings, town halls and delayed decisions. Frisco City Council and the Frisco Planning and Zoning Commission approved the request to build a Universal Kids Frisco theme park during a March 7 meeting. “We want what’s going to make Frisco great,” planning and zoning chair Jon Kendall said. The council’s 4-2 vote followed a unanimous vote from the planning and zoning commission. Council members Brian Livingston and Laura Rummel were against it, with Rummel stating she wished to table the decision further. The specific-use permit sought after by Universal Resorts since its original Jan. 11 announcement will

million in revenue from city sales and property taxes to Frisco annu- ally in its first 10 years, according to a meeting presentation. “That [money] goes directly to the general fund,” Mayor Jeff Cheney said. “That goes to pay for police and fire; that goes to pay for the library; it goes to pay for all the city services.” While multiple residents were upset with the decision to move forward, the time council spent speaking directly to local residents should not be ignored, some Cobb Hill residents said. Residents in Cobb Hill, an area directly across from the theme park,

were heavily involved with discus- sions about Universal. The plan for Universal is unique, Commissioner and Cobb Hill resident Steve Cone said. In the end, the decisions are not about him, Cone said. “I will vote against my personal desires in favor of this project,” Cone said. The collaboration between Uni- versal and city staff, as well as Frisco residents, has transformed Universal Kids Frisco into a better project than when it started, Cheney said. Collin County Animal Services now oering foster program

services budget reports. The shelter has 60 dog kennels and some room for temporary wire kennels, Volunteer Coordinator Sara Jones said. Because dogs are not being adopted as often and the shelter’s intake numbers are remaining consistent, sta are using the temporary kennels more than they used to, she said. The shelter is looking for adopters, volunteers and foster homes. The fos- ter program was launched to prevent the shelter from reaching full capacity, Jones said. “[If] somebody doesn’t want to exactly adopt, they can help us in a way of at least taking a dog from here and clearing some space then,” she said. Amid increasing intake numbers at the shelter, Collin County Animal Ser- vices launched a new foster program in January for dogs and cats. The new program was launched shortly after the Frisco Citizen Bond Committee recommended placing a $5 million bond item on the May 6 ballot that would fund a municipal animal shelter. The item did not make it to the ballot after Frisco City Council decided against the recommendation. On Feb. 20, Collin County Commis- sioners Court directed the planning board to examine the county’s needs for a potential bond election. Commis- sioner Cheryl Williams recommended the board consider animal services for a potential November bond. Since 2019, the shelter has seen a decrease in adoption rates while processing a similar amount of ani- mals each year, according to animal

Schwertner also highlighted SB 7, which would “level the playing field” between dispatchable and renewable power by providing incentives for companies to create new dispatch- able energy. Schwertner said senators were working closely with the Texas House to pass the reform package.

The March 9 announcement came about two years after Winter Storm Uri devastated Texas and revealed issues with the state’s power grid in 2021, which lawmakers and energy regulators are still working to fix. The first bill in the package, Senate Bill 6, would create the Texas Energy Insurance Program. Sen. Charles Schwertner, R-Georgetown, said the program would add 10,000 megawatts of energy—enough to power 7.5 million homes—to the state power supply. Schwertner said the program would provide backup power for the state, similar to the generators people buy for their homes. Texas needs its own backup generator that can be
