Shenandoah to provide water and sewer to Tamina by 2027

Residents of Tamina will receive water and sewer services from the city of Shenandoah by 2027 following interlocal agreements among the city, Old Tamina Water Supply Corp. and Montgomery County. The city will not need to spend tax dollars on the improvements, accord- ing to the agreements. An interlocal agreement between Shenandoah and Montgomery County nalized in December states the county will provide $21 million in American Rescue Plan Act funding to the city of Shenandoah to improve the existing water and sewer infrastructure and extend connections to Tamina beyond what was initially planned in 2022. “Commissioner [James] Metts, this was your idea, when that ARPA BY KYLEE HAUETER & JESSICA SHORTEN

The community also does not have an operating well or a water system that can provide adequate re protec- tions, according to ocials. Previous Community Impact reporting stated a majority of the homes and businesses in Tamina use older septic tank systems to dispose of waste. The plan to provide services to the community will bring water lines and hookups to every home in the community and create a clean sewage system, according to the agreement. Per the agreement, Shenandoah has until Dec. 31, 2026, to construct the facilities. Once the system is functional, Tamina residents will be charged the same amount that Shenandoah residents pay for their water and sewer services, according to the agreement.

Without your leadership, those folks would not have water and sewer coming forward,” Precinct 3 Commis- sioner James Noack said at a Dec. 20 Commissioners Court meeting. “This is a life-changing event for them.” The Tamina community, which was founded by freed slaves in 1871 following the Civil War, has been trying to get public sewer services since 1999, according to ocials. Tamina was awarded a grant to install a sewer system in the early 2000s and tried to partner with Oak Ridge North to construct it but was not able to come to an agreement, according to previous Community Impact reporting. In March, Shenandoah agreed to

extend water and sewer services down Tamina Road in 2023, mark- ing the beginning of the process to provide resources to the entire community. The extension is slated to use $713,700 of Shenandoah’s $740,000 in ARPA funding, but this alone would have only supplied a few households, ocials said in 2022. State Rep. Steve Toth, RConroe, said at a special Shenandoah City Council meeting Dec. 28 that the water and sewage system in Tamina is in disrepair. “When it rained, you would literally have human waste running down the streets,” he said. “It would be egregious and wrong for Tamina to continue to be without sewer and water out there.” The interlocal agreement states the sewage system in place is unsanitary.
