Area groups aim to aid the unsheltered

Lance Olinski said he founded Streetside Showers after encoun- tering someone experiencing homelessness using a bathroom sink in McKinney to get clean. The nonprot organization oers access to hygiene care through portable shower trailers, which are set up in McKinney and multiple neighboring cities weekly. “Getting clean is just a basic human need, it’s not a luxury,” he said. Since starting Streetside Show- ers in 2017, Olinski said he has seen growth in the number of people experiencing homelessness in McKinney. Olinski said he estimates that Streetside Showers serves over 200 unique individuals locally and conducts about 1,000 showers each year in McKinney. Streetside Showers is one of many groups working to serve the area’s homeless population through the McKinney Homeless Coalition, a collaborative eort between the city and over 30 local organizations.

McKinney leaders to contribute land, over $50M in incentives to Sunset Amphitheater project

The agreement lists the McKinney Community Development Corp. and the McKinney Economic Development Corp. as partners. The deal terms include: • A grant of $26 million to be used for parking infrastructure. • Partial reimbursement of the sales tax collected by the city for up to 16 years. • Partial reimbursement of the property taxes collected by the city for up to 16 years. The agreement, valued at about $50 million, also includes other reimbursements and waived fees. The deal also includes the $35 million project site, which currently owned by the MEDC.

Over $50 million in incentives are expected to be given to the developer of the Sunset Amphitheater, Colorado-based Notes Live, as the result of a development agreement approved by McKinney City Council members. The agreement was approved in a 6-1 vote at an April 16 meeting, with council member Justin Beller voting against the item. The Sunset Amphitheater, a $220 million open-air amphitheater with a 20,000-person capacity, was announced on March 12. The venue will be located on 46 acres at the northeast corner of US 75 and SH 121. The venue is expected to host a minimum of 45 shows per year, according to a presentation at the meeting. Bob Mudd, president and chief operating officer for Notes Live, said the company will work with either Live Nation or AEG as the operating partner for the venue. The estimated economic impact for the region totals $3 billion over the first 10 years.

Despite the estimated $3.9 million in ad valorem tax revenue that is expected to be reimbursed, the city still expects to collect $4.4 million in property tax revenue from the project over 20 years. Estimated property tax revenue to other taxing entities over the first 20 years includes: • $2.9 million to Collin County • $1.6 million to Collin College • $22 million to McKinney ISD Construction on the project is expected to begin Aug. 1, with an estimated completion date of May 2026, according to city documents.

Work to relocate city utilities along SH 5 is expected to begin in May following the approval of a construction contract for the work at an April 16 meeting. McKinney City Council mem- bers unanimously approved a roughly $15.8 million contract with ANA Site Construction LLC for the project as part of the consent agenda at the meeting. The background The Texas Department of Trans- portation has plans to reconstruct SH 5 in McKinney as well as in parts of neighboring cities. The project will include additional lanes in some segments of the roadway as well as other improvements. Ahead of the reconstruction work, city officials are working to relocate utility lines, including water mains and wastewater mains that would be impacted by the reconstruction effort. The utility relocations are expected to be completed prior to the begin- ning of work by TxDOT. City leaders award contract for SH 5 project

The details City staff received six bids for the project, with ANA Site Construction LLC submitting the lowest bid. The $15.8 million contract also included a maxi- mum price of about $19.8 million, pending any change orders. The work includes relocating over 23,000 feet of water distribu- tion mains and about 10,700 feet of wastewater collection lines, according to city documents. Acquisition of temporary and permanent construction ease- ments began in August 2022. The utility relocation work is expected to be complete by May 2026, according to city documents.

New hangar, US Customs facility to debut at McKinney National Airport

A new hangar and a customs facility broke ground at McKinney National Airport on May 10. The specifics Corporate Hangar 10 will span 40,000 square feet while the new U.S. Customs facility will be 3,200 square feet. The facility will allow for expedited processing for pas- sengers on international flights, according to a news release from

construction firm Swinerton. Diving deeper McKinney City Council mem- bers approved the issuance of $24.5 million in certificates of obligation for the project at a November meeting. The project is being completed through a pub- lic-private partnership between the city of McKinney and develop- ment firm Griffin Swinerton.

McKinney sta aim to ‘humanize’ communications

When Meredith Haynes took over social media communications for the city of McKinney in July 2021, she said her goal was to increase transparency and “humanize” city government communications. Communications and Media Manager Denise Lessard said when she joined the team 10 years ago, communications shared on the city’s Face- book page were formal and simple. Haynes said she and the team now aim to share useful informa- tion in a more engaging way, as well as to interact with commenters on social media posts. “Whether they’re asking questions, or just oering their own feedback, we really try to reach out to each one just so they know that there’s a person behind this account,” Haynes said. The big picture The city has social media pages on multiple platforms, including Facebook, Instagram and X, formerly Twitter. In 2023, the city saw more than 3 million impressions on Instagram. Haynes, the city’s digital communications man- ager, and a team of city sta members have won awards for incorporating pop culture and humor into social media content. The content is focused on sharing useful information, such as updates about city events or programs, road construction or weather notices. “We get a lot of comments saying, ‘I never knew government could be fun or interesting, ... and I’ve learned so much’ and that’s, to me, one of the highest compliments,” Haynes said.

Diving deeper Haynes has created content series, such as Trash Talk, a series featuring information about trash and recycling services. Videos in this series have featured information on what can and cannot be recycled, how to request a bulky-item pickup, and when and where to put trash and recycling containers on pickup day. “That [series] was where we rst noticed residents really responding and saying, ‘I had no idea I’ve been doing it wrong this whole time,’” Haynes said. Looking ahead Haynes aims to continue growing follower counts and engagement across the city’s social

McKinney voters showed favor for four out of the five bond propositions up for consideration on the May election ballot, according to official results from Collin County Elections. Over 6,000 McKinney voters cast ballots on the bond items. The four approved bond items total $449.5 mil- lion and are expected to fund a number of projects across the city, including a renovation project at the McKinney Public Works South campus, additional public safety facilities and a variety of parks and road projects. The failed bond item, Proposition B, would have allotted $36 million for the construction of a new municipal court facility. East Louisiana Street sees trac switch Trac patterns on East Louisiana Street have changed amid continued construction on the roadway. The $9 million project began in June 2022 and includes paving and pedestrian improvements on the roadway spanning from SH 5 to just east of North Murray Street, according to city documents. What’s happening Following the completion of the east- bound side of the road in May, a trac switch occurred to allow for construction to begin on the westbound lanes of the roadway. Westbound trac will be detoured along Virginia Street, Capital Improvement Program Manager Blake Sills said. Work on Louisiana Street is expected to be completed in mid-June, Sills said.

District invests $6.5M in security upgrades McKinney ISD leaders have approved security system refreshes for the district’s high schools and stadium. The district’s board of trustees approved a $6.55 million purchase of physical security upgrades through bond funds April 22. McKinney ISD will repurpose $2 million set aside in bond funds to invest in science, technology and art programs in the district. The district’s board of trustees approved reallocating $2 million from the 2021 bond program on March 25. STEAM education will be developed through an ongoing collaboration with district and campus leaders, said Amber Epperson, assistant superintendent of teaching, learning and accountability. Potential options for reallocating the bond funds include developing STEAM experiences for all students in the 2024- 25 school year, Epperson said. This may include the purchase of Lego coding sets, classroom virtual reality sets and coding robots, according to the presentation.

Utility conicts delay Wilmeth Road work Construction work on Wilmeth Road between Lake Forest Drive and Hardin Boulevard is now expected to be completed this summer. The $19 million project was originally sched- uled to be completed in March, according to city documents.

The details The work, which initially began in March 2022, has experienced delays due to conicts with underground utilities. Construction work was halted last fall when conicts with AT&T and Oncor facilities were identied, Capital Improve- ment Program Manager Blake Sills said. The contractor working on the project, Sinacola, has since identied an additional conict at the Hardin Boulevard intersection. The completion of construction is dependent on the relocation of underground utilities by Oncor, Sills said.

The McKinney Homeless Coalition evolved from the Mayor’s Task Force on Homelessness, a group established in 2019 to enable collaboration and information sharing between organizations serving local homeless individuals, Assistant City Manager Kim Flom said. The group considered ways to create a brick- and-mortar service center for people experiencing homelessness, Flom said. The initiative was halted at the onset of the COVID-19 pandemic. “There [was] city support to do something that continues to facilitate and improve our services to our unhoused population; we just weren’t sure how to do it,” Flom said. The coalition later sparked the creation of the Have a Heart, Give Smart program, an anti-pan- handling campaign. The city also offers a number of assistance programs that help prevent someone from losing housing, including rental assistance as well as property rehabilitation programs. In addition to the programs offered by the city,

The total number of homeless individuals has continued to rise in the McKinney area over the past four years. That is despite a roughly 18% decrease in the number of people dealing with homelessness in Collin and Dallas counties during that same time period, according to data from Housing Forward, the lead agency in addressing homelessness in Dallas and Collin counties. The 2024 point-in-time count, a federally mandated census of the homeless population, identified 239 people experiencing homelessness in McKinney. The count is conducted annually by volunteers on a single night in January, and the data is used by the U.S. Department of Housing and Urban Development when making decisions regarding funding for homelessness services. Paul Ballesteros, founder of Emmanuel Labor, said the count is not representative of the actual amount of people dealing with homelessness in McKinney.

the McKinney Police Department’s seven-person Community Services Unit works to serve homeless people as well as those experiencing mental health challenges, Police Chief Joe Ellenburg said. The Community Services Unit is actively working with about 200 homeless individuals, Ellenburg said.

Community organizations in the McKinney Homeless Coalition are working to address the needs of people who are homeless in McKinney. While there is no emergency shelter in Collin County, the Samaritan Inn is a “comprehensive homeless program,” Chief Development Officer Kellie Maynard said. The organization, founded in 1984 and located on McKinney’s east side, offers beds and resources to single men, women and families. The organiza- tion also offers the Gateway Apartments, a transi- tional housing program for qualifying Samaritan Inn graduates, such as Gregory Jolly. Jolly and his 6-year-old son Elijah joined the Samaritan Inn program after staying with friends and family but not being able to find stable hous- ing. After graduating from the program, the duo moved into the Gateway Apartments. “For those with children and families that really need help, … it’s the greatest place on Earth,” he said of the Samaritan Inn.

Olinski said the city would benefit from a day center that offers showers, access to social workers and other services for homeless people—a resource McKinney doesn’t have. Ballesteros also expressed a need for a local resource center, noting he would like to see overnight beds be available. “We would benefit from a 20-30 bed type shelter, where there was … a low barrier of entry but high accountability,” he said. While no plans have been announced for a shelter in McKinney, Flom said city staff are considering a pilot program that would offer local housing vouchers. Funding for those would be derived from projects involving the McKinney Public Facilities Corporation. “We’re trying to just be a bridge for some of those folks,” Flom said.

Other resources available locally include Emmanuel Labor, which aims to help those expe- riencing homelessness through outreach and the McKinney Emergency Overnight Warming Shelter. The shelter operated for 27 nights in late 2023 and early 2024, and served an average of 59 guests each night, Ballesteros said. The shelter saw a total of 1,518 overnight stays, which is a nearly 24% increase compared to the prior winter season.
