Celina buys former downtown restaurant for community space

Celina has purchased the downtown property formerly home to The Forge 1912, a family-owned steakhouse, according to a Jan. 27 city news release. The restaurant, located at 132 N. Louisiana Drive, closed last summer. City ocials plan to turn the property’s rear patio into a “exible community space capable of supporting downtown events, public gatherings and placemaking initiatives,” aimed at enhancing the downtown experience for residents and visitors, according to the release. Mayor Ryan Tubbs said in the release city ocials are excited about the opportunities the space will create to support the community and plan thoughtfully for

New retail along tollway remains under review Plans for new retail and restaurant space at the intersection of Dallas Parkway and Frontier Parkway remain on hold due to questions from Prosper Planning and Zoning commissioners about the project’s components and long-term vision. What you need to know The commission tabled the preliminary site plan at its Jan. 20 meeting for the second time to allow the applicant more time to incorporate the commission’s feedback. The 34.6-acre property is currently planned to include a mix of restaurants and retail, including a pharmacy with a drive-thru, smaller retail and restaurant buildings and a larger retail space. Commissioners first tabled the proposal at their Dec. 16 meeting for the applicant to incorporate commissioner feedback. However, the applicant made no changes to the site plan and submitted a
$28M project to begin this spring in Prosper Prosper residents will see more roadwork on First Street. The details At its Feb. 10 meeting, Prosper Town Council approved three items tied to the project to widen First Street from the Dallas North Tollway to Coleman Street. The work will expand the existing two-lane road into a four-lane road. Prosper Senior Engineer Lindy Higginbotham said construction on the $27.79 million project is scheduled to begin in April and projected to wrap up in November 2027. Prosper Town Council approved a $21.29 million construction agreement with Mario Sinacola & Sons Excavating Inc. for the project, along with a separate $408,815 contract for materials testing.

Sagar Pelaprolu, developer for the project and managing partner at Urban Heights, said the team has worked with city staff for the past 17 months and made several revisions to their proposal to be more community-focused. “We are not trying to build what’s easiest here,” Pelaprolu said. “We are trying to build what is right for Prosper today while positioning for the growth ... in the coming years.” The preliminary site plan is expected to go back before commissioners at their March 3 meeting.

Celina City Council was scheduled to consider a request from Ewing Buick GMC to rezone roughly 20 acres in the Dallas North Tollway Overlay District to allow for a car dealership at its Feb. 10 meeting. PISD extends top leader’s contract
CISD receives ‘A’ rating for financial integrity Celina ISD officials have received an A from the Texas Education Agency for their financial management and transparency during the 2023-24 school year. The district’s board of trustees reviewed the rat- ing with Chief of Business Resources Melissa Kelly during a Jan. 20 board meeting. The rating uses lagging data, so the score for the 2024-25 school year is based on data from the 2023-24 school year, Kelly said. The overview The Financial Integrity Rating System of Texas, also called FIRST, is issued by the TEA. It measures the quality of a district’s reporting and manage- ment of finances to hold the district accountable for its financial management. The rating is based on a number of factors, including: • Revenue against expenses

Prosper ISD officials have extended the superintendent’s contract. PISD’s Superintendent Holly Ferguson will remain in her position until 2031, according to a new contract. The district’s board of trustees approved Ferguson’s extension in a 4-1 vote. Trustee Garrett Linker voted against the new contract. What we know Ferguson’s tenure was extended by a year, according to the Prosper ISD communica- tions team. Her current contract ran from July 1, 2025, to June 30, 2030. Full contract details, such as salary, will not be publicly available until July when the contract goes into effect, according to PISD officials. Ferguson joined PISD in 1998. She was appointed superintendent in July 2020.

Within the 20 indicators scored, CISD lost points on the number of days of cash the district had in its fund balance. Similar to a savings account, a district’s fund balance is meant to hold the amount of money necessary to run the district for 75 days, according to the TEA. Kelly explained the district had about 57 days when submitting the district’s data, but CISD officials continue to add to its fund balance every year.

Once fully built out, Raymond Community Park will include tennis and pickleball courts, baseball fields, batting cages, multipurpose fields, a playground and a community garden. Prosper officials broke ground on the park in January 2024. The project has faced delays and cost increases due to inflation, construction timing and field sod issues, Parks and Recreation Director Dan Baker said. Since December 2024, Town Council has approved five funding increases for park upgrades, including improved trails, infrastructure and lighting with more to come for a water well and pumps for operations. Baker said the park will open in phases, noting the tennis and pickleball courts opened for daylight use in January as the first completed amenities. Baker said the playground and trails are expected to open in late February, followed by the lighted multipurpose fields and baseball fields in late spring or early summer. In September, Town Council delayed approval of the project’s recent funding increase as council members had concerns about escalating costs and the project’s timeline.

The big picture
The park’s construction was also supported by a $950,000 donation from the Prosper Area Soccer Organization for lighting the multipurpose fields, which PASO President Robert Patrick said the organization partially funded using their member- ship fees. “If you don’t have lights, you can’t use the field,” Patrick said. “Any registration fees, any excess we have, it is the community’s money, so it’s simply going back in the ways that we think are most effective.”

Prosper officials recently approved raising several park fees and fines, which Baker said will help pay for operating and maintenance costs at Raymond Community Park and other town parks. Baker said future park expansion will likely require a new bond program and alternative funding strategies. “That’s it for now,” Baker said. “We know the athletic fields will be overrun again. We are so far behind on the number of athletic fields needed.”

Lancaster Hill Stables oers equestrian experience Julia Milligan describes her Celina business, Lan- caster Hill Stables, as being a boutique experience because she oers personalized horse riding lessons to her clients. “I tailor each lesson and schedule to the client and horse they’re riding,” Milligan said.
Lancaster Hill Stables, which is situated on 7.5 acres, features indoor and outdoor arenas, an 18-stall barn, eight turnout paddocks, indoor and outdoor wash racks and tack room. Clients’ horses are boarded onsite and Milligan rides each horse daily. Quote of note When Milligan purchased the land for Lancaster Hill Stables in Celina, it was nothing more than an open eld. Today, she looks at what it has become with a deep sense of gratitude and accomplishment. “I feel very successful every day. I’m grateful I’ve always had wonderful clients that have been sup- portive of me and the program,” Milligan said. “Even on a hard day, I still think I’m living the dream.”

Milligan established Lancaster Hill Stables in 2018 while renting a farm in Parker. She built the Celina facility from the ground up and relocated in 2020. What’s happening Milligan, who began riding at age 7, now teaches private lessons that cover walk, trot and canter work, as well as hunter-jumper techniques. Potential clients are given a trial lesson to make sure they are a suitable match.

The chain pizza restaurant offers signature and customized pizzas. A new Chick-fil-A is expected to open in Prosper, which will be the second location for the town. Cracker Barrel Old Country Store offers a variety of southern food options, including all-day break- fast and dinner entrees. Also coming to Prosper is J. Prosper’s locally-owned GoYaki serves Korean cuisine Prosper resident Brian Kim said when he opened GoYaki in his hometown in 2024, he wanted to share his culture by creating a menu and presentation style that was a bit dierent from other Korean restaurants. beef bulgogi plate and LA galbi plate. “People who can’t have spicy food always go for beef bulgogi or LA galbi because it’s avorful versus spicy,” Brian Kim said. “It has caught people’s attention.” A do-it-yourself ramen making station has been a big hit with children, Brian Kim said. Brian Kim said their Korean customers have a go-to menu item. “Koreans love spicy food and spicy pork bulgogi is [one of our spicy options],” Brian Kim said. “It tastes less like a business recipe and more like a homemade recipe.”

He said many Korean restaurants serve meals with multiple sides while others are more bowl- based meals where everything is mixed in one dish. On the menu Kim said he, his wife Jane Kim and his mother-in- law created the GoYaki menu using family recipes. A wide range of menu items are served in divided, bento-box–style dishes, allowing custom- ers, as Brian Kim puts it, “to experience Korean barbecue on a plate. Popular menu items are their
