Stakeholders use data to address Harris County’s criminal justice systemchallenges BY DANICA LLOYD Local agencies areworking together to improveHarris County’s criminal justice system—a system experts said is overwhelmed with a backlog of cases and discrimi- nates against low-income residents and people of color. Harris County Commissioners Court created the Jus- tice Administration Department in 2019 to identify solu- tions and facilitate meaningful changes to the system.

“We’re looking at addressing the necessary systemic changes that need to happen [based on] data [and] best practices so that violence can be stopped, the trauma from that violence can be addressed, [and] the reduction of racial and economic disparities can also be addressed all while attempting to minimize crimi- nal justice exposure as much as possible,” JAD interim Director Ana Yáñez Correa said. Since its inception, the JAD has created public dash- boards with data on the jail population, county trac stop demographics, caseload data for private indigent defense attorneys, and crime trends comparing Harris County to other counties across the country.

FEATURED IMPACT EXPANSION Rick Rice Park acquired 4.2 acres from CrossPoint Community Church in December. Ocials unveiled an updated concept master plan for the existing park and the newly purchased land in February. “We are pleased to announce our new plans for the park,” said Barry J. Kaplan, the president of the Interstate Municipal Utility District’s board of directors, in a press release. “Our goal is to create a distinctive park for people to enjoy, and we look forward to oering new amenities as we expand the park.” The MUD’s Land Development Division designed a multiuse space that is similar to New York City’s Central Park. Located in an grassy eld, it will be a spot tailored for picnics and kite ying. Sporting events and other gatherings can also be held in the space. The Metropolitan Transit Authority of Harris County will be closely monitoring the eects of their new electric vehicles in 2022 as part of the county’s new sustainability initiative. The METRO board of directors approved the purchase of 20 electric buses at the Nov. 18 board meeting, as previ- ously reported by Community Impact Newspaper . METRO will source the buses from Nova Bus, a contract that will cost them an estimated $22 million. METRO’s ultimate goal for their sustainability initiatives is to only purchase 100% zero-emission buses by 2030, according to Monica Russo, public information ocer and media specialist for METRO. The plan for sustainability has been one that has been in the works and a top priority for METRO for several years, according to METRO board member Christopher Hollins. “The plan continues to be in motion. We are still

building it. We are still thinking through it with the team, but even prior to this being formalized in the way that it has been, METRO has been a leader in this space, whether it is conserving water, whether it is recycling, whether it is conserving energy. We want to do that for our own organization,” Hollins said. METRO hopes to have the buses in their possession by late 2022 and roll them out as soon as possible. Despite the buses being electric, they should not appear any dierent from the normal buses that customers currently ride. The ticket prices will not change and the way the electric buses drive is only slightly dierent from the current buses METRO uses. The only major dierence is in the way that the buses drive, meaning that METRO drivers will require some extra training. Even before these plans were set into motion, METRO has previously been doing work to study the environmen- tal eect transportation has had on the city. “We have been looking at environmental impact for several years. We actually did a memorandum of under- standing with the Environmental Defense Fund a couple of years ago to help us get some direction and some addi- tional information and data,” METRO’s Chief Innovation Ocer Kimberly Williams said. The METRO board of directors also approved carrying out a contract with Creative Bus Sales for the purchase of 10 new electric paratransit vans and chargers at the Jan. 27 meeting for $3.1 million, another element of the county’s new sustainability plan. “We want to be a role model for other transit agencies, and to set a standard for the city of Houston and for this region,” Hollins said. The newly formed program aims to provide district leadership the tools they need to positively influence policy making, according to a district statement Jan. 31. The 18-month program aims to help participants learn how to advocate for education-related public policy. for a new emergency KATY ISD Two longtime Katy ISD educators, Steve and Elaine Robertson, will have their names displayed at the district’s newest elementary school. The school was named Steve and Elaine Robertson Elementary School at a Jan. 24 meeting. Together, the Robertsons have worked in public education for 64 years. Both educators retired from KISD in 2020. Located at 7400 Innovation Drive, the new school will provide enrollment relief to Bryant Elementary School.

KATY ISD Five campuses in Katy ISD will be getting new portable classroom buildings after the board approved the purchase of 12 of the buildings at a Jan. 24 meeting. The buildings, which cost $81,036 each, will go to five campuses throughout the district, including Leonard Elementary School, McElwain Elementary School, Adams Junior High School, Mayde Creek Junior High School and WoodCreek Junior High School. The portables will cost $972,432 with an additional $144,000 for furniture and $399,120 for technology. KISD documents said the buildings will support enroll- ment growth and special programs. Officials said they are reused for decades and that KISD has some portables as old

District purchases emergency generator KATY ISD The board of trustees at Katy ISD approved the $451,278 pur- chase of an emergency generator for Cinco Ranch High School at a Jan. 24 meeting. Officials said the unexpected expense is needed after the original

generator—which was installed when the school was built in 1999—failed. “​The emergency generator at Cinco Ranch High School has failed and is extremely cost prohibitive to repair due to its age,” said Nathan Fuchs, KISD’s executive director of mainte- nance and operations. “We currently have a rental generator on-site ... until a new generator can be installed.” The funding source for the

generator is the district’s fiscal year 2021-22 general operating fund, and district officials said they will work to offset the unexpected expense. “From a financial perspective, we are going to cover that in this budget— but I am going to bring up a budget amendment next month to replenish that budget because a $450,000-some- thing [purchase] like this is not expected,” Fuchs said.

The 16 vehicles were going to be replaced but will now be classified as permanent additions for use when a main vehicle is being repaired. The request was made due to supply chain shortages, according to county documents. HARRIS COUNTY In a split vote, Harris County Commissioners Court approved on Feb. 8 a $1.3 billion budget for the next seven months as well as a preliminary $2.15 billion budget for the following 12 months. It includes $1.38 billion for justice and safety programs. The fiscal year 2022-23 budget and tax rates will be finalized in September. Two commissioners, Tom Ramsey of Precinct 3 and Jack Cagle of Precinct 4 in Katy, opposed the budget.
