3 gas line contracts move Old Settlers Park buildout along Three projects to reroute and expand gas lines associated with the Old Settlers Park buildout project will move forward after Round Rock City Council approved the contracts with Atmos Energy at its Nov. 7 meeting. About the project The Old Settlers Park buildout project began in September to renovate and expand the park. It is funded by 2023 voter-approved bonds and includes features such as a new Lakeview Pavilion. Work for the project started with the Lakeview event area, and construction will begin on the new tennis and pickleball courts in December. What’s next? Three contracts with Atmos Energy Company

Round Rock package theft program active Round Rock residents can utilize Opera- tion Front Porch for secure package pick up through Dec. 20. About the program Operation Front Porch is a free program to help prevent package theft by allowing residents to ship items to the Round Rock Police Department at 2701 N. Mays St. in Round Rock. Pick up is available 8 a.m.-5 p.m. Monday-Friday and 10:30 a.m.-12:30 p.m. on Saturdays, while the program is running. The details Packages must be under 50 pounds, and the person picking up the package must have their name on the mailing label.

Hope Alliance, Yellow House receive $1.3M Two Williamson County nonprofits—Hope Alliance and the Yellow House Foundation—will receive funding after county officials approved an American Rescue Plan Act update Oct. 29. The federal act provides emergency funding for various government bodies, according to a White House fact sheet. At the county meeting, commissioners updated how to spend Williamson County’s ARPA dollars. Round Rock arterials get $3.5M in maintenance work Round Rock City Council approved $3.5 million in funding Oct. 24 for the 2023 Arterial Street Maintenance Program with a contract with Cutler Repaving. The update

TxDOT breaks ground on $4.5B I-35 construction TxDOT broke ground on its I-35 Capital Express Central project Oct. 30, which falls under the roughly 800,000 miles of roadway maintained by the agency statewide. The project will add two nontolled high-occupancy-vehicle lanes, stretching about 8 miles from Hwy. 290 to Hwy. 71. The $4.5 billion infrastructure project will also lower the main lanes from Airport Boulevard to Lady Bird Lake and remove the upper decks, making room for a separate city of Austin initiative to add deck plazas. The agency also outlined bicycle and pedestrian improvements, including 19 miles of a new shared- use path, as well as bike-pedestrian-only crossings constructed at Third Street, Fourth Street, 15th Street, 41st Street and 51st Street in Austin. Looking ahead Crews have already begun work to reconstruct needed. Director of Public Works Michael Thane said the maintenance should provide seven to 10 years of longevity for the roadways once completed. About the program Round Rock has two street maintenance programs—one for neighborhood roads and one for arterials, which are major roadways. Over the last 10 years, the city has spent $25 million for the arterial street maintenance program and $35 million for the neighborhood program. Work on the latest street paving projects will begin in December and complete in spring 2025.

Heritage Trail West spiral ramp now open A spiral ramp that connects the lower and upper parts of Heritage Trail West is now open for public use. What is it? The ramp, which overlooks Memorial Park, is a part of the ongoing Heritage Trail West project, a 1-mile addition to the Brushy Creek Trail system, which will link the west side of Round Rock to the city’s downtown. Other project features include: • a 10-foot wide trail from Chisholm Trail Road to Mays Street; • a pedestrian bridge with overlook to Brushy Creek; • and improvements at Bathing Beach Park, Chisholm Trail Crossing Park and Memorial Park. The road work will improve segments of Creek Bend Boulevard, Bass Pro Drive, Smyers Lane, Mays Street, Deep Wood Drive, Hidden Valley Drive, Bowman Road, Tiger Trail and Chandler Creek Trail. This maintenance involves removing a layer of old asphalt to replace it with fresh surfacing, along with repairing damaged pavement, curbs, sidewalks and driveway approaches where

and widen the Martin Luther King Jr. Boulevard bridge, with the next segment of construction to begin near Lady Bird Lake, from Holly Street to Hwy. 71, in early 2025. Construction along the entire corridor is not expected to be complete until 2033, but TxDOT has broken it down into smaller contracts. As segments get contracted out, drivers should expect road closures. According to TxDOT, three lanes will remain open in each direction at all times.

City considers resident zoning preferences Round Rock community members joined the city’s Planning and Services Department at an open house Oct. 29, to share their thoughts on possible changes to downtown mixed-use zoning. Some context The current zoning designations allow for limited commercial, office and residential use. Stipulations vary amongst three zones, but build- ing height is limited to three stories or lower in the core historic district, east of Mays Street and in residential areas. The zoning west of Mays Street, approaching I-35, allows for building heights of four, six or eight stories. Some possible building types residents consid- ered at the open house are multistory residential buildings with ground floor commercial space, retail shops with a sidewalk cafe, outdoor event spaces and townhomes.

H-E-B Greenlawn to get $13M renovation A Round Rock H-E-B store will undergo a $13.3 million renovation beginning in February 2025, project information listed with the Texas Department of Licensing and Regulation shows. Per the TDLR filing, the H-E-B store located near the intersection of Greenlawn Boulevard and Louis Henna Boulevard in southeast Round Rock will receive several upgrades. Project information states the renovation is scheduled to conclude in November 2025. The focus of the renovation includes: • Demolition and redesign of main entrance • Remodeling of restrooms, pharmacy and store floor • Replacement of cooler cases, walk-in coolers and freezers

Construction for Fire Station 10 to begin in March The city of Round Rock registered a project to build Fire Station 10 with the Texas Department of Licensing and Registration in late October, although no construction contract has been brought to City Council yet, according to a city staff member. The project is slated to begin in March and wrap up in June 2026, per the filing.

Filmmakers, actors push to expand Texas lm incentive program

Some Texans are advocating for funding that does not uctuate each legislative session. “[Under] the current program, every two years, you have to go back and essentially reapply,” Fred Poston, executive director of the Texas Media Pro- duction Alliance, told Community Impact. “If you have a successful television series, it could take many years. If in two years, the program changes... that’s critical to the success of that project.” For a production to qualify for TMIIIP funding, at least 55% of the cast and crew must live in Texas and at least 60% of the work must be done in-state, according to the Texas Film Commission. Grants cover 5-20% of a project’s expenses, with an extra 2.5% incentive available for projects located in economically distressed areas.

Texas must overhaul its lm grant program or risk losing major productions to other states, “Yellowstone” showrunner Taylor Sheridan and Houston-born actor Dennis Quaid told the Texas Senate Finance Committee Oct. 9. Sheridan said money ultimately determines where television series and lms are shot. The Fort Worth-raised writer, director, producer and actor has lmed several shows, including “1883,” “1923” and “Landman,” in the Lone Star State. But without Texas’ multimillion dollar lm and television production grant, crews would “just go make a bad version of Texas in New Mexico” instead, Sheridan told Texas senators. “These networks... cannot and will not nance a lm without an incentive—they will not do it,” Sheridan said. “I have lost shows because we were maxed out here.” Last year, lawmakers invested $200 million in the Texas Moving Image Industry Incentive Program, up from $45 million for the previous biennium. The program oers grants for movies, television shows, video games and other productions completed primarily in Texas. But $200 million still may not be enough, lawmakers learned Oct. 9.

For every dollar of grant funding, TMIIIP grantees have spent $4.69 in Texas. Since the program began in 2007, projects have injected $2.52 billion into the state economy and created over 189,000 jobs, state leaders said.
