H-GAC regional plan backed by $140B

After incorporating public feedback from surveys and the third round of public meetings, H-GAC will provide a public draft project list slated for late 2026.
The Houston-Galveston Area Council is drafting a long-term blueprint for transportation investments through 2050. Residents across H-GAC’s planning region— including Brazoria, Chambers, Fort Bend, Galveston, Harris, Liberty, Montgomery and Waller counties—shared feedback during public meetings in July and August. At least $140 billion in local, state and federal funds are expected to be allocated over the next 25 years for projects part of the 2050 Regional Transportation Plan. H-GAC officials said the community’s perspective is critical to ensuring investments address key needs, such as population growth, sustainability and overall quality of life. Harris County alone is projected to see a 39% population increase by 2050, according to H-GAC data, creating additional demand for reliable infrastructure and expanded mobility options. “Community feedback is at the heart of this plan,” H-GAC Assistant Transportation Director Allie Isbell said. Several road projects currently underway in the Spring and Klein areas and listed in H-GAC’s plan through 2045 include the widening of the Grand Parkway from three to six lanes from Kuykendahl Road to Holzwarth Road. H-GAC officials have roughly $4.2 billion in funds allocated for projects to improve mobility along the I-45 north corridor. The H-GAC also lists $487 million in allocations to improve the Hwy. 249 corridor in Spring. The potential improvements include road repairs, congestion mitigation and active transportation needs.

Klein ISD received a “B” rating for both the 2023-24 and 2024-25 school years in the Texas Education Agency’s accountability ratings for school districts statewide. The ratings were released Aug. 15 after a legal battle that began nearly two years prior. Texas schools are rated on an A-F scale based on three criteria: student achievement, school progress and closing the gaps. “We’re proud of the academic growth these results represent for our students and educators,” Chief Academic Officer Anthony Indelicato said in an Aug. 14 KISD news release. “We will continue working hard to ensure a bright future for all of our learners in KISD.” Klein ISD earns ‘B’ in 2024-25 TEA A-F ratings

Across the state, most school districts and campuses maintained or improved their A-F ratings between the 2023-24 and the 2024-25 school years. Of the 1,208 school districts across Texas, 24% received a higher rating, while 64% kept the same rating and 12% received a lower rating, TEA data shows. “Year over year, our schools have gotten better across the state for our kids,” Texas Education Commissioner Mike Morath told reporters Aug. 14. Texas school districts last received ratings through the A-F system for the 2022-23 school year in April, according to prior reporting. Since the A-F system’s launch in 2017-18, KISD has received five official ratings due to three years of State of Disaster declarations.

Klein ISD could add virtual, hybrid programs Klein ISD could add virtual and hybrid courses or potentially convert a campus to remote learning by the 2026-27 school year after the district’s board of trustees voted Aug. 11 to research the possibility. What’s happening? In May, Texas lawmakers approved Senate Bill 569, granting public school districts and charter schools the option to consider adding virtual or hybrid courses, according to Texas Legislature Online. The bill also provides grant opportunities for districts that pursue adding these courses. “[I’m] excited for this possibility to be able to advance this,” board President Rob Ellis said. How we got here In July, district leaders met with KISD’s District Instructional Development Council about SB 569, according to Aug. 11 meeting documents. The

Michael Koma, owner of Beem Light Sauna in Vintage Park, said opening his rst business has been a lengthy process. Koma said the most tedious process was the site’s construction. “There’s always dierent things that come up that you’re maybe not expecting,” Koma said. “And we had to work through construction in an existing retail area. If you’re going through things like grinding oors, you have to be conscious of what you’re going to do, and when and how you’re going to do it.” Koma said it took seven months to nd a business location that t his needs, but the 2,200-square-foot building is expected to open in early September. He said the last step is the re marshal inspection, which he expects to have completed in two to three weeks. Similarly, Little Wolf Designs owner Elizabeth York highlighted the challenges of renovating a preexisting building. Her business took roughly ve months to open. Formerly a storage room for veterinary equipment, York said it took manpower to renovate and remove the junk left behind in the building. Due to challenges with her budget and dealing with contractors, York said she and her husband John York renovated the building themselves. “It took us a while, but at least we knew the quality of work was going to be meeting our expectations,” York said. Both York and Koma said they advise future business owners to thoroughly research any contractors they plan to hire to avoid delays and conict.
Prospective business owners in Texas can follow these steps to get started:
Scott Jeansonne, director of the Environmental Public Health Division for the Harris County Public Health Department, said there were some signicant statewide changes to food safety permitting implemented during this year’s legislative session. As a result, public health ocials are updating local regulations to comply with state statutes for small businesses, dened by the U.S. Small Business Administration as any for-prot company with fewer than 50- 250 employees, depending on industry. Per Senate Bill 1008, the HCPHD and other local health departments can no longer charge higher than the state health department for a permit, Jeansonne said. Another update shared for approval with the Harris County Commissioners Court on Aug. 26 includes plans to extend temporary food vendor permits from 14 days to one year. Jeansonne said House Bill 2844 requires all permits and food truck inspections to be performed by the state health department. The bill promotes regulatory consistency across the state to reduce barriers for small mobile food vendors, according to the nonprot Texas Policy Research. The Harris County Fire Marshal’s Oce also made signicant updates Jan. 1 to the Harris County Fire Code to require business owners to get a permit from the Harris County Engineer’s Oce before making substantial changes.

Consider looking at area zoning ordinances. 3 Finance the business: There are several options to fund a business, including an owner’s own savings, bank or micro loans, federal loans and crowdfunding. 4 Register the business: Sole proprietorships and partnerships need to register and le the business name with the local county clerk’s oce. 5 Analyze tax responsibilities: The potential tax responsibilities include taxes from federal, state and local tax authorities. 6 Research required business licenses and permits: Necessary licenses, permits, certications, registrations or authorizations vary depending on the business. 7 Investigate employer requirements: If planning to employ sta, there are federal and state employer requirements.

Chief Todd Mitchell with the Harris County Fire Marshal’s Oce said the department handles commercial inspections. Mitchell said nal inspections can take up to two weeks, but delays arise when a business doesn’t meet safety requirements.
Jeansonne said his division within the public health district inspects temperature checks, structural components and overall cleanliness for: • Restaurants • Grocery stores • Schools serving food A key delay business owners often face is the nal inspection with the HCFMO prior to opening. Mitchell said HCFMO sometimes has delays due to a high number of inspections, but the majority of delays are from poor oor plan designs. Mitchell said the HCFMO’s website lists information on oor plan and construction requirements needed to attain a certicate of occupancy from the HCFMO after the inspection. “The code book is out there. It’s not a secret. So the playbook is there. That’s exactly what our inspectors are inspecting; plus they have their approved set of plans,” Mitchell said.
