Warren said the THCA is pushing for two main methods of addressing the shortage. First, he said a long-term pipeline needs to be established to help connect nursing students to facilities. Additionally, he said he is advocating for the Texas Legislature to permanently increase the Medicaid base rate for nursing homes, which he said has not been done in 10 years.

Between January 2020 and September 2021, Texas saw a reduction in the workforce of roughly 10,000 employees in the nursing home sector, according to the Bureau of Land Statistics. Harris County alone saw a reduction of more than 900 employees over that time. The health care industry as a whole saw a reduction in jobs at the start of the pandemic but has largely recovered.
