TOWNSHIP Talk FROM THE BOARDROOM During its July meetings, The Woodlands Township Board considered several key initiatives and discussed a range of important topics. The Board held its second pre-budget workshop in July to prepare for upcoming budget sessions scheduled for August 18–22. The pre- budget discussion provided an early look at potential initiatives related to law enforcement enhancements, transportation services and park projects. The Board approved updates to its operations policy and 2025 meeting schedule to comply with new requirements under House Bill 1522. Meetings will move to the third and fourth Thursdays beginning September 1 to meet revised posting deadlines, and will still begin at 6 p.m. Chief Financial Officer Kellan Shaw presented the June financial report to the Board, noting revenues exceeded the budget by $3.6 million and expenditures came in $6.3 million under budget, driven by strong sales tax collections and departmental savings. County law enforcement agencies presented second quarter reports to the Board. Captain Rhyan Droddy with the Montgomery County Sheriff’s Office reported 314 hours of proactive overtime patrols in high-traffic areas such as Town Center, resulting in 11 arrests, arrests for “bank jugging” and the use of robotics. Lieutenant Jason Cearly with Harris County Precinct 4 reported ongoing efforts to address fraud and reduce property crimes, particularly in Creekside Park. Montgomery County Precinct 3 reported felony charges from child exploitation and drug seizures. The Board officially called the November 4, 2025, Board of Directors Election. Voting will be administered by Montgomery and Harris counties in accordance with state law. Applications for a place on the ballot will be accepted through August 18, with the deadline to file a declaration of write-in candidacy on August 22. Residents can view the meetings and materials online at thewoodlandstownship-tx.gov.

To offer a safe and convenient alternative, The Woodlands Residential Development Standards allow for virtual sales through online platforms, provided the guidelines below are followed: • Do not advertise your address publicly. • Item pick-up must be by appointment only, one buyer at a time. • All visitor parking must be in the seller’s driveway. • Signage is not allowed.

Safety is a top priority in The Woodlands, especially with a new school year underway. Drivers should slow down, stay alert and put down cell phones—fines can be issued for using devices in school zones. The Woodlands Township, Shenandoah and Oak Ridge North began discussing 2025-26 budget projections in July, with each entity projecting higher sales tax revenue but also expecting increases in some expenditures. The Woodlands held a budget initiative workshop July 23 for ‚scal year 2026, which runs from January to December. The discussion addressed items that could be funded from sources outside of the township’s base budget such as the reserve. Township President and CEO Monique Sharp said the reserve balance from FY 2025 is $105.7 million. “Reserve funds are good to fund one- time capital purchases, so not ongoing operations. But that is some money that could be spent on the capital initiatives,” Sharp said. Recommendations for those additional budget items included increasing the number of contracted law enforcement o•cers from 100 to 109. The total amounts discussed for law enforcement to fund additional o•cers and other department needs are: • $1.2 million for Montgomery County Sheriff’s Of™ice • $251,058 for Harris County Constable’s Of™ice In addition, the township board discussed increasing the hours for Alpha & Omega Mounted Patrol by $638,252 from 387 to 595 hours per week. Speci‚c costs for other initiatives were not discussed at the meeting for most other projects, aside from an estimated $3.5 million for fountain repairs. Oak Ridge North o‰cial approved a no-new-rev- enue tax rate of $0.4268 per $100 valuation for FY 2025-26, which would be a decrease from the rate of $0.4408 per $100 valuation in FY 2024-25, according to discussion at an Aug. 11 meeting. According to city documents, a public hearing will not be needed for a no-new-revenue tax rate. The sales tax revenue for FY 2025-26 is projected to increase by $3.38 million based on current trends, with property tax revenues ‹at at $1.22 million, city o‰cials said on July 28. Starting Sept. 1, a new state law will change how and when cities and counties must post public notices for meetings. House Bill 1522 changes the previous 72- hour notice requirement to three business days, meaning weekends and holidays no longer count toward the minimum posting period. The new law is intended to give residents more time to review meeting agendas and participate in local government decisions, according to the bill analysis. In preparation for HB 1522’s implementation, some local government entities in the area have shifted their meeting schedules. The Woodlands Township and Montgomery County Commissioners Court have changed their meeting dates to make it easier to comply with the law.
