Fulshear launches new online permitting portal Fulshear residents will now be able to apply for permits online. The details The new portal, which launched Nov. 10, allows residents, contractors and staff to interact in real time, track progress and reduce the number of manual steps, which have slowed things down in the past, City Manager Zach Goodlander said. According to a Facebook post, users can: • Apply for permits • Schedule inspections • Pay online • Upload documents While permitting review standards will remain the same, the system will be more efficient and consistent, Goodlander said. The previous pro- gram will remain available during the transition,

The appointment comes after Abbott signed House Bill 16 to add the two new courts Sept. 17,

Katy ISD demographic data shows rezoning may be needed in next decade

Katy ISD student enrollment KISD experienced continuous growth for decades before a dip in the rate. The district then saw two years of “unprecedented growth,” gaining more than 4,000 students annually following the pandemic.

Cates said. The study shows overcrowding in the north- west, necessitating potential rezoning efforts in the next decade at campuses including: • Youngblood Elementary, which is projected to reach a 332% capacity with three well-utilized schools that could fit within its current atten- dance zone • Nelson, Haskett, Katy and Stockton junior highs • Katy and Freeman high school zones, with Free- man’s largest cohort currently in kindergarten Moving forward Cates said as the district potentially rezones or builds new facilities to manage the imbalanced growth, the southern portion of the district is expected to see more capacity.

Katy ISD officials may have to face rezoning deci- sions in the next decade amid unbalanced growth across the district, a new demographic study by Population and Survey Analysts showed. Lower birth rates, competition from alternative education opportunities and changing migration patterns are offsetting the growth of 2,000 students annually brought by new housing, leading to fluc- tuating enrollment and localized strain on school facilities, demographer Susan Cates said. After years of growth, the student population is projected to decline beginning this school year. In the classroom Despite the overall decline in student population this year and projected flat enrollment for the next couple of years, the localized growth in the northwest quadrant presents a facility challenge,

Design contracts coming for LCISD’s $1.98B bond On the heels of the Nov. 4 election, in which Lamar CISD voters authorized $1.98 billion in bonds, ocials are recommending architecture and engineering contracts to move forward with building several new campuses. The next steps Trustees will discuss and vote on the Prop- osition A contracts at the Dec. 16 meeting, per district documents.

Katy ISD nears end of TIRZ at Katy Mills Mall Katy ISD is nearing the completion of a nancial partnership that began more than two decades ago through the establishment of a tax increment reinvestment zone. The taxing partnership has generated mil- lions of dollars in local reinvestment for the district, supporting construction, road and utility upgrades and infrastructure expan- sion. This approach reduces the burden on taxpayers and maintains long-term scal stability, Chief Financial Ocer Chris Smith said at the Oct. 27 board meeting. The outcome The arrangement generated $36.6 million in excess tax collections for the district, along with $2.2 million in interest earn- ings—a total of nearly $39 million reinvested back into KISD facilities, Smith said.

Trustees are set to vote on the rst batch of design contracts of the $1.9 billion set aside for campus construction.

LCISD superintendent named Texas nominee

KISD to add high demand workforce courses Katy ISD ocials have recommended 12 new courses for the 2026-27 school year, half of which were requested by the career and technical educa- tion departments. Sanée Bell, assistant superintendent of teaching and learning, said the oerings are based on market data of in-demand elds, including the district’s new utility detection program. “We have to prepare them for what they’re going to be walking into,” she said at the Nov. 17 work study meeting. “It does no good to prepare students for things that we did when we entered the world of work.” Zooming in The utility detection program is being launched in partnership with the leading provider, United States Infrastructure Corp., as experts have identied a critical shortage of trained technicians amid the growth of large-scale construction in the state. The district plans to integrate this program with its existing Commercial Driver’s License, or CDL, program in the next phase, Bell said.

Katy ISD’s Police Chief David Rider on safety, standards and community trust

With more than three decades of experience in law enforcement—most of it spent in school-based policing—David Rider brings both deep expertise and a student-centered approach to his role. In February, he stepped into his newest role as Katy ISD’s police chief after 15 years at neigh- boring Fort Bend ISD. Drawn by the district’s reputation and its proximity to his previous department, he said he saw both as strengths to build on and opportunities to expand safety initiatives districtwide. In a Q&A with Community Impact , Rider dis- cusses his career path, his goals for trust-building across the community and the lesser-known but essential work happening behind the scenes at Katy ISD Police Department—from 24/7 camera monitoring to a gift-giving program supporting hundreds of students. What led you to apply to the police chief position for Katy ISD? The chief’s job opened here and I was trying to help them nd a good chief knowing that I would be working alongside them being in FBISD. But as the process went on, I just felt a calling to come over to KISD. I was familiar with the department, because of our close proximity to each other, and I knew that there were some great things going on here but there were also some opportunities to really bolster the department and really help service the entire KISD community. After a lot of prayer, I just felt like it was the right thing to do for me and my family, and it’s been amazing ever since I got here.

What’s dierent about your role in Katy ISD compared to previous roles? During the COVID years, I was elevated to be on the executive team [at FBISD], which is equiva- lent to the cabinet at KISD. And so in addition to operating and running the whole police depart- ment, I was now working very closely with all the other district leaders. That gave me a really good perspective and insight on how other depart- ments within the district operate and the inner workings of being very close to board members and things like that that I normally wouldn’t have had that opportunity. I’m not on the cabinet [at KISD], but that experience that I had has helped me work with cabinet members here and board members here in a way that I wouldn’t have been able to do before. So my role as a chief, things that we focus on, things that we are invested in from a police department, that really doesn’t change much, but my ability to understand how all the other high level operations of the district work, I believe is very unique to what I’m doing here. What are you most proud of accomplishing since becoming Katy ISD police chief? As I evaluated my transition, I knew there were multiple priorities that I wanted to focus on, and the top priority was getting KISD [police depart- ment] to be an accredited police agency from the Texas Police Chiefs Association. This accredita- tion process is voluntary. It is not something that we’re required to do. To be accredited, we follow 174 best practices in Texas law enforcement. When we follow those best practices, it reduces risk to the district and the department. It ensures

that we’re protecting individual rights. It ensures that we are reviewing all the things that we’re doing on a regular basis and it just makes us a more professional police department, and that’s something that we’re proud to be able to tell our community about.

Police departments across the Greater Houston area have requested pay raises following an $832 million agreement by Houston City Council to raise police pay by 36.5% over the next ve years and Harris County commissioners approving a $81,000 pay increase for constables Sept. 9. First steps were seen in Montgomery County, which introduced a four-year plan in its scal year 2025-26 budget to increase deputy starting pay to $70,928 next year, with a goal of reaching a six-gure starting salary by FY 2028-29. Now, the Fort Bend County Sheri’s oce and local police departments have joined the trend, with both the county and city of Fulshear forming police salary committees, Community Impact reported. In Fulshear, the police department adjusted salaries about ve years ago, putting the city at the highest paid entry level in the county, Police Chief Kenny Seymour said in an email. The department created a performance-based step program to help employees advance through the pay structure. Currently, the starting salary for Fort Bend County deputies is $68,515, according to statistics provided by Fort Bend County Sheri Eric Fagan. That number is up 61.6% from 2015 and 24.4% from 2023, when the starting salary for ocers was $42,386 and $55,078.40, respectively, according to statistics from the sheri’s oce. “Residents should know FBCSO seeks to retain its workforce, particularly since many reside within Fort Bend County and call Fort Bend County home,” Fagan said. However, city of Katy ocials said they have not seen the same problems.

He said department officials would like to see added benefits including tuition reimbursement, shift and weekend differential, language pay, training officer pay, uniform allowance and special assignment pay. The sheriff’s office is also set to open its regional training complex in the spring, Fagan said. The complex aims to bring specialized training and professional development courses, which officials hope will attract more recruits.

Beyond salaries, Fulshear’s police depart- ment offers officers every other Friday, Satur- day and Sunday off, Seymour said. As city employees, Fulshear officers also get other benefits including health insurance, paid time off, six weeks of paid leave upon the birth of a child and tuition assistance. Additionally, officers receive fitness days for exceeding the minimum state requirements. Meanwhile, Katy’s police department is looking at 10 hour shifts to allow officers more time off, Chief of Police Bryon Woytek said in an email. However, Fagan said Fort Bend County’s benefits are “significantly lacking,” citing

Since June, Seymour said the city has already lost three employees to other departments, which he attributes to pay. For residents, public safety consistently ranks among their top priorities, along with mobility and other city services, especially for Fulshear, which is ranked one of the safest cities in the state, officials said. “Representing the title of one of the ‘Safest Cities’ in Texas is not an easy task—this has become our culture and what has come to be expected,” Seymour said. Both Katy and Fulshear officials said they have continued to add officers to keep up with population growth. Fulshear and Fort Bend County officials said they hope the pay committees will help to recruit and retain qualified officers.

Katy Boardwalk District to feature more single-family homes

Katy Boardwalk District will now see more single-family homes following a zoning change approved by Katy City Council on Nov. 10 in a 4-1 vote. Council member Rory Robertson cast the dissenting vote, citing concerns with lot sizes. The district, which is located near Katy Mills Mall, was initially slated to see 107 attached brownstone units, 13 patio homes and 40 villas, Pelican Builders representative Ethan Harvell said. However, Harvell said the new plan will feature “wider but shallower single-family lots” with the goal of creating floor plans with living areas on the first floor. “Our vision for development is to really execute the village-style single-family development that has been envisioned in the [planned development] boardwalk since its inception,” he said. The primary changes include no garages to face Kingsland Boulevard, new architectural standards and new fence standards, Harvell said.

Additionally, Sueba USA’s Boardwalk Lofts opened in 2021 featuring 319 multifamily units with a choice of 16 oor plans as well as a pool, spa, athletic center and a parking garage, Commu- nity Impact reported. Meanwhile, construction kicked o in April 2024 and is set to be completed next spring for the Boardwalk Square apartments by developer Sueba USA, which will feature 353 units.

The city of Katy broke ground on the Katy Boardwalk District in 2017 on the development south and east of Katy Mills, Community Impact previously reported. The development saw the completion of its roughly 2.5-mile trail system winding through 80 acres of nature preserve in 2023 as well as a $4.9 million extension of Katy Fort Bend Road from Kingsland Boulevard to Boardwalk Drive.

Construction on the single-family homes could begin as early as February in partnership with Highland Homes, Partners in Building and Autograph Homes, Pelican officials said. The Katy Area Economic Development Council predicts 14-15 million visitors could visit the boardwalk district annually, helping stimulate the city’s economy, according to the project brochure.
