Williamson County’s population has grown by 20% in the past five years, positioning it as one of the fastest-growing counties in Texas and the United States. Cities like Georgetown, Cedar Park, and Round Rock consistently rank among the nation’s 100 fastest-growing cities, highlighting the rapid growth and expanding communities in the region. This growth necessitates exceptional coordination to maintain timely and effective emergency services for ESD9 residents. - U.S. Census Bureau
The primary goal of an ESD (Emergency Services District) is to provide timely emergency services, especially in rural or underserved areas. In Williamson County, fire and emergency resources are managed by municipalities, creating service gaps. Round Rock denies new gas rate increase Round Rock residents will not see an increase on their gas bill until at least April, after City Council’s vote Jan. 9 to deny Atmos Energy Corporation’s proposed base rate increase. The details Atmos’ letter of intent showed a proposed base
rate increase of about 14%. The increase would raise residential customers’ monthly bills by about 9%, or almost $8. This was Atmos’ rst attempt to increase base rates since 2018. Since then, the company has used six temporary rate hikes. The update Councils’ vote e ectively postpones the gas rate increase until April 20. Gas utility providers must le their rates with the Railroad Commission of Texas. Outside city limits, the commission sets the price a utility company can charge.

Round Rock ISD ocials are con- sidering how to implement a new controversial reading and language arts curriculum provided by the Texas Education Agency ahead of the 2025-26 school year. What you need to know RRISD shared in a December release that administrators are weighing how to imple- ment the new curriculum, Bluebonnet Learning. Bluebonnet will replace the Amplify, Carnegie and Eureka cur- ricula for elementary school-level language arts and reading, math for kindergarten through eighth grade and algebra 1. In November, the new learning materials were approved by the State Board of Education, but not without controversy. As previously reported by Community Impact , critics say the inclusion of Bible stories in the curricula are inappro- priate for public schools and could isolate students, while proponents of the curriculum assert it will help close student achievement gaps and reduce teacher workloads. What are the options? School districts are able to modify Bluebonnet Learning

materials to suit their needs, so RRISD administrators are consid- ering how best to alter the reading and language arts curriculum to suit students in the district. Per the release, this modi- cation could include removing Bible-based lessons and activities, or increasing the overall diversity of characters and content of stories covered. The math curriculum does not include examples drawing from Christianity, according to the district. In the release, it says that the district will slowly implement the math curriculum.

Round Rock ISD administrators shared that the balanced budget adopted for scal year 2024-25 is projected to actually turn a surplus of about $8.2 million. This comes as the district expects to close on the $9.3 million sale of a 7.5 acre property at 17 Cypress Blvd., Round Rock, Chief Financial Ocer Dennis Covington said Jan. 16. What you need to know In a January board meeting, RRISD expects budget surplus after land sale
Covington shared an update that showed there were several areas in which expenses were a little higher than originally projected, he said. Still, the district is projecting about $460 million in expenses and $468.28 million in revenue, creating the surplus. The details The district is projecting just under $21.75 million in additional state revenue compared to the budget adopted in June, in light of local property tax collections being about $33.9 million lower than projected for the total year. This amount is subject to change as the district continues collecting property taxes, Covington said.
Higher costs The district saw increases in expenditures across several areas as of Dec. 18, including stang and incentives: Additional revenue from sale of Cypress property $9.3M

Ocials with the Baylor Scott & White hospital system celebrated doubling its Round Rock hospital’s capacity at a ribbon cutting ceremony Jan. 13. This comes just two years after BSW broke ground on the expansion project, which added to the total number of beds at Baylor Scott & White Medical Center-Round Rock. In the last ve years, the hospital has observed a 30% increase in hospital and clinic visits, and a 40% rise in newborn deliveries, according to the hospital system. The ceremony marked partial completion of the project, which still has a few smaller pieces to be done. Round Rock hospital expands
Why it matters
The expansion comes as the area is experiencing high levels of growth, Williamson County Judge Bill Gravell said. “The reality is, we have over 4,000 new residents a month moving into Williamson County, Texas,” Gravell said. “We have over 700,000 residents. We live in one of the fastest growing regions, not only in America but in the world.” With some small parts of the project left to complete, the expansion is expected to reach nal completion by the end of 2026, said Jay Fox, Austin-area president for BSW.
Ocials marked the doubling of capacity at Baylor Scott & White Medical Center-Round Rock on Jan. 13. Strategic growth The ve-story project doubled capacity for patients at the hospital and also includes: • An expanded emergency room
• A new neonatal intensive care unit • An expanded labor and delivery unit • New procedural areas • Additional operating suites • Updates to common areas • Laboratory and pharmacy expansions

side are part of a larger $1.9 billion transportation master plan, which was updated in 2023. A closer look Creating additional capacity along constrained roadways is one issue the city is taking head-on, as right-of-way-constrained streets like Gattis School Road and Red Bud Lane enter dierent stages in the widening process. A constrained roadway means there is limited room on either side to widen it, and some designs must be recon gured. One of the ways this will be done, Pohlmeyer said, is by removing the center turn lanes from sections of the road, such as on Gattis School Road. Gattis School Road and Red Bud Lane will be constructed out to six and four lanes, respectively. Projects underway are what Pohlmeyer said are “ultimate sections,” or as wide as they will be able to be built. He said they will accommodate the city’s projected build-out of 270,000-330,000 residents.

The big picture The 13 road projects set to be completed over the next ve years make up a collection of extensions, connections between existing roads and widenings to allow for increased trac capacity, said Michael Thane, director of public works. He said the timing of these projects comes in anticipation of growth in the city’s northeast and addressing constraints in the southeast. Another factor is the availability of funding secured by city ocials, said Gerald Pohlmeyer, the city’s capital improvement program manager. “The council that we have now has put a high priority on getting funding to build out a number of these arterials,” he said. “We knew development was going to continue to come. As long as we can build out these arterials, it should keep our level of service close to where it is now.” The $293 million in road projects for the city’s east
