Bexar County institutes burn ban The Bexar County Commissioners Court approved a ban on outdoor burning in unincorporated areas of the county Oct. 29. What you need to know Due to extremely dry conditions and critical fire weather conditions, a burn ban has been instituted for 90 days, or until either the Commissioners Court or the Bexar County Fire Marshal’s office determines the hazard no longer exists. Under the ban, private residences in unin- corporated areas of the county are restricted to burning household waste only if no trash collection services are available. Animal control changes proposed in San Antonio San Antonio interim Animal Care Services direc- tor Michael Shannon recommended changes to create additional safety measures regarding loose and roaming animals throughout the city Oct. 15. Long story short A series of measures were proposed during the meeting, such as increasing fines for repeat offend- ers, sterilization of pets found free of restraint, and implementation of a pseudonym program to protect the identity of people filing dangerous dog affidavits. According to a study conducted by ACS in 2019, the city has nearly 34,000 loose and roaming dogs in the streets at any given time. Of those dogs, 87.2% and 96.5% have owners. Addi- tionally, the San Antonio Animal Care Services 2023 Strategic Plan noted that only 30% of owned animals in San Antonio are sterilized. “This is a people problem, not a dog problem,

Zero-interest small-business loans now available The city of San Antonio, in partnership with the nonprofit organization LiftFund, is providing 0% interest rate loans for small-business owners. The gist

The Zero Percent Interest Rate Loan Program offers flexible small-business loans of $500 to $100,000 at 0% interest, and is designed for small-business owners and aspiring entrepreneurs who are either based in San Antonio or intend to relocate to the city. Businesses intending to hire at least one full-time position in the next 12 months are also able to apply. Alma Valdez Brown, LiftFund senior business development officer, said the loans are for busi- ness owners who do not have access to loans and credit through commercial sources like a bank. Caitlin Cowart, San Antonio economic devel- opment manager for small business, said the City Council has earmarked $2 million over the next two years for 0% interest loan buydown, and Wells Fargo has supplemented the program with matching funds. “We know that access to capital is one of the greatest needs for small-business owners,” Cowart said.

NEISD grows in emergent bilingual students The North East ISD board of trustees received the yearly bilingual and ESL, or English as a second language, program evaluation during its Oct. 7 meeting, which showed a continued increase of students enrolled in the emergent bilingual programs. The overview Presented by Alicia Alvarez-Calderon, senior director of the NEISD Bilingual and ESL program, the evaluation showed that as of the 2023-24 school year, the bilingual and ESL programs account for roughly 20% of the district’s student enrollment. Additionally, Alvarez-Calderon presented the average scores for each grade level from the Texas English Language Proficiency Assessment System, which assesses the progress of emer- gent bilingual students in learning the English language. The scores showed that out of grades

NISD adds associate degree program Northside ISD officials discussed an upcoming associate degree program with Alamo Colleges during its Oct. 22 meeting. Long story short Through a previous agreement with Alamo Colleges, district officials designed a program that will encourage first-generation college students to attain an associate of arts degree. Superintendent John Craft said this pro- gram would be slightly different from other magnet programs offered by NISD because it would target underrepresented students who wish to be on a college track. Put in perspective Craft said this program is important to help San Antonio youth gain a better advantage in the job market and earn higher wages.

1-12, almost every grade met state expectations, with first and sixth grade students falling slightly under the state’s target average. The evaluation also showed a marked improvement from dual-language students in the State of Texas Assessments of Academic Readiness end-of- course exams, with every grade level surpassing state averages in all test categories.

NEISD combats vaping with campus-led campaigns In an effort to reduce student vaping, the North East ISD board of trustees discussed measures to combat the issue, including educational sessions and campus-led campaigns. New Loop 1604 overpass installed The Texas Department of Transporta- tion nished work on a new bridge over Loop 1604 in North San Antonio connecting Blanco Road, part of the Loop 1604 North Expansion project. The whole story Trac shifts onto the new Blanco Road overpass as intersection work continues, according to TxDOT. A temporary bicycle and pedestrian bridge is also in use.

San Antonio to Boston nonstop ights begin As of Nov. 11, Delta Airlines is oering non- stop service from San Antonio International Airport to Boston Logan International Airport. What you need to know Flights between the two cities will be oered daily and will continue year-round. Flights will depart from San Antonio for Boston at 2 p.m. and will depart from Boston for San Antonio at 9:15 a.m. According to a statement from Delta, the new ight is the only nonstop service between the two cities. Other Delta Airlines destinations from SAT include Atlanta, Detroit, Los Angeles, Minneapolis-St. Paul, New York-JFK and Salt Lake City. Some context This comes after American Airlines received federal approval in October for direct San Antonio to Washington DC ights to the Reagan National Airport. American Airlines expects to have the nonstop ight ready in the coming months, according to a news release from the airline.

The I-35 Northeast Expansion Central project broke ground in 2022, with the goal of expanding I-35 from Loop 410 to around FM 3009. This is one of three large projects making up the Northeast Expansion project, with the entire project expected to be completed around 2030. San Antonio City Council voted Sept. 12 and the Commissioners Court voted Oct. 8 to approve the memorandum of understanding. The stadium would accommodate about 7,500 people and is part of the overall ballpark project, which lays out four phases of private development downtown. “We’ve been trying to energize and redevelop downtown for some years. By moving [the stadi- um] to a more dense location, there’s opportunity for businesses to develop around the ballpark,” District 10 council member Marc Whyte said. The San Pedro Creek Development Authority, a new government corporation, will oversee the development and management of the district. The developer is planning for four phases, but only two are agreed upon. It’s estimated the first two phases will create $575 million in taxable value. Construction of the ballpark will begin after breaking ground on Phase 1 and is expected to be completed in time for opening day in April 2028.

Whyte said it’s an integral part of the MOU that the funding for this project will not be taken from general funds or increase residents’ property taxes. “This [project] would have been a nonstarter if it would have taxed our general population, or if we would have been using general funds,” Whyte said. Instead, the SPCDA will issue funds through bonds granted only if the developer breaks ground. Cohen said developers are ready to break ground. “The initial phase of private development is ready to get underway, [and is required] before

there can be issuance of debt to build the ballpark,” Cohen said. Funding will also be granted from the Houston Street tax increment reinvestment zone, which is an instrument used to support economic devel- opment and building infrastructure within a set geographic boundary. The bonds include a pledge of revenue from the Houston Street TIRZ and would be primarily repaid through team proceeds and taxable private development near the stadium.

In 2022, Designated Bidders purchased the Missions from “absentee” owners. Composed of 30 owners, the group includes local civic and busi- ness leaders, San Antonio Spurs alumnus David Robinson and family, and Ryan Sanders Baseball. Cohen said the group is composed of local owners dedicated to maintaining San Antonio’s 136-year baseball tradition. The purchase by Designated Bidders includes a professional development license, which requires ownership to provide ballpark facilities that meet certain criteria. Nelson W. Wolff Municipal Stadium, the Missions’ home since 1994, received the lowest rating of all MLB stadiums and required major renovations to conform to these standards. Cohen said the renovations needed to bring the stadium into compliance with MLB standards required a heavy investment. “It doesn’t make economic sense to put the required resources into an old facility that would have a short shelf life,” Cohen said.

Local government officials, team ownership and developers are still negotiating multiple aspects of a final agreement. This includes an economic development agreement to be completed in 2024. A team lease, a developer agreement and a TIRZ funding agreement are estimated to wrap up in 2025. The first two phases of private development will be guaranteed by the Missions and consist of a two-year rolling line of credit as well as a second line of credit from a subset of the ownership. Designated Bidders’ equity contribution of $34 million represents approximately 86% of the funding for the stadium, with the remaining 14% to be taken from the Houston Street TIRZ. Bonds will be issued no later than November 2025.
