Woodlands Water Agency overhauls infrastructure

“Infrastructure does not last forever,” WWA General Manager Erich Peterson said. “If we delay the infrastructure renewal projects too long, we open ourselves up to potential problems with the systems that deliver these essential services.”

The initiative was launched by the Woodlands Water Agency in partnership with the San Jacinto River Authority to address water infrastructure needs in The Woodlands. The WWA manages the 10 municipal utility districts that serve The Woodlands.

Ever since the Fed lowered the Fed Funds rate in September, interest rates in general have been rising. One explanation might be that the bond market had gotten out ahead of the Fed having seen the 10- Year Treasury Note falling to near 3.60% while the Fed Funds rate was still well over 5%. But strength in the economy has investors wondering if the Fed will actually lower rates over time as aggressively as expected. Another possibility is that the yield curve is normalizing. Most of the time short term rates are lower than long term rates. Perhaps we are seeing a process that will end up with the Fed lowering short term rates while longer term rates move higher steepening the yield curve. There is also a more concerning reason that interest rates are moving higher while the Fed is easing. MONTHLY COMMENTARY

Montgomery County to review current library policies During an Oct. 22 regular meeting, in a 3-0 vote, Montgomery County commissioners moved to form a new committee that will review and revise the current county library policies and bring back new policies to a future court for approval. Precinct 2 Com- missioner Charlie Riley was absent. The gist The committee will be made up of representatives from County Judge Mark Keough’s office and Precinct 1 Commissioner Robert Walker’s office, alongside Precinct 3 Chief of Staff Evan Besong. The committee will be advised by the county’s attorney’s office. The court also approved a stay against all actions of the book reconsideration com- mittee, which includes placing any future actions of the committee on hold until revised policies are in place.

No funds slated for Grogans Mill widening The Woodlands Township board of directors took no action on a proposed future widening of Grogans Mill Road between Woodlands Parkway and Research Forest Drive at the Oct. 21 meeting. What you need to know Director of Intergovernmental Relations Todd Stephens presented to the board a timeline of the project being discussed by the Houston-Galves- ton Area Council, a regional planning organiza- tion. The project was first proposed in H-GAC’s 2035 Regional Transportation Plan in 2007. In 2015, Montgomery County Precinct 3 officials conducted a South Montgomery County mobility study, where the project was also identi- fied as a future need. The 2045 Regional Trans- portation Plan, adopted in April 2023, continued the project recommendation with an estimated fiscal year of 2025, according to the agenda. The board voted 6-1 to not take action on a proposed resolution opposing the expansion or to request the project’s removal from H-GAC’s list of planned transportation projects. There’s a cost associated with the potential project, but there is no funding currently that is obligated or tied to this project directly,” Stephens said at the Oct. 21 meeting. Alden Bridge Sports Park renovations planned The Woodlands Township board members on Oct. 21 approved funding for the first phase of its planned Alden Bridge Sports Park renovations. The overview The renovations at Alden Bridge Sports Park are estimated to cost $17.8 million, with Phase 1 set to cost $9.8 million. Conroe ISD looks to expand Teacher Incentive Allotment program

Conroe ISD is examining its Teacher Incentive Allotment program and how it might be able to grow the program to oer higher pay to more qualifying teachers. CISD teachers did not receive a raise in 2023-24. In the spring, the district was granted approval from the Texas Education Agency for a total of 267 teachers to receive designation through the program after completing a three-year process. The TIA was created by House Bill 3 in 2019 as part of the 86th Texas legislative session and signed by Gov. Greg Abbott. The TEA website states the program’s goal is providing outstanding teachers an accessible pathway to a six-gure salary. According to the TEA, the school of a teacher

TIA programs include:

3 designation levels based on teaching eectiveness: Master, Exemplary or Recognized $3,000-$32,000 in state funding for each designated teacher Prioritization for high-need and rural campuses 90% of state funding from the program must be spent on teacher compensation on the designated teacher’s campus
