Incumbent COMPILED BY DANICA LLOYD As a result of the 2020 census, Texas gained a new congressional district to accommodate the region’s population growth. The 38th congressional district has a population of about 767,000 and encompasses parts of Cypress, Tomball, Spring, Jersey Village and west Houston neighborhoods. Ten Republicans and three Democrats will be on the ballot in the March 1 primary election.
