Prosper adopts Library Master Plan, looks to larger facility

Public library square footage per capita

The town of Prosper has a new roadmap to guide the future of its Community Library. Prosper Town Council members adopted a Library Master Plan during a March 11 meeting. The plan outlines a strategic vision for the library’s evolution by addressing the town’s rapid community growth, the current facility’s offerings and any future demands, according to the plan. It does not allocate funding for any specific projects but does make multiple recommendations for town officials to plan for in the future. Zooming in Council members last discussed the plan during a Jan. 14 meeting. The final version adopted on March 11 reflects their recommendations, includ- ing a request to look into other sizing options for a future library facility, Library Director Gary Landeck said. The three sizing options presented were:

• Option No. 1: Build a 72,000-square-foot facility that meets Prosper’s buildout requirements • Option No. 2: Build a 50,000-square-foot-facility with phased expansion • Option No. 3: Build a 33,000-square-foot facility with phased expansion Members of Prosper’s Library Board on March 4 unanimously recommended council adopt the master plan and concluded that a 49,000-square- foot facility is the absolute minimum size the town should consider, according to meeting documents. No final decision on the size of a future facility has been made. What comes next? Long range planning for the library will likely take place over the next year, according to a meeting presentation. The proposed facility will be part of the town’s bond committee discussions ahead of the November 2025 bond election.

Ice cream shop receives incentive funding Celina City Council approved a Chapter 380 agreement to bring Stella’s to 206 N. Louisiana Drive during a March 11 meeting. The details The agreement would allocate $75,000 from the city and the Celina Economic Development Corporation to Stella’s for infrastructure-related improvements, EDC Executive Director Anthony Satarino said during the meeting. The EDC will fund $25,000 in grants to the project with $12,500 being funded upon the business obtaining its certificate of occupancy. The remaining amount will be paid after a year of being in business. The city will fund $50,000 with half being paid upon the business obtaining its certificate of occupancy, and the remaining amount will be paid after a year of being in business.

Prosper cancels May 3 general election Prosper will not hold a general election on May 3 due to all three races being unopposed. Prosper officials formally called off the election with a Feb. 25 ordinance. What happened Three seats were up for election in the Town of Prosper—mayor, Place 1 and Place 4. The positions are currently held by David F. Bristol, Marcus E. Ray and Chris Kern, respectively. Bristol, Ray and Kern have filed to retain their positions and are unopposed by other candidates. The mayor and council members are elected at-large for three-year terms.

We have a duty to be good stewards of our schools, and I can help ensure a safe, prepared, positive learning environment for students, sta and teachers.

I am a lifelong Texan, long-time Prosper resident, mother of two high school students, and former teacher. As a product of Texas public schools and retired Prosper ISD educator, I’m running for school board because I believe that teachers belong at tables where decisions that aect the classroom are made.

I’m running for re-election to keep our school board balanced. Diverse perspectives strengthen our district. Serving PISD students is one of my greatest honors. The bond program includes items for new schools, purchasing land, safety and security upgrades as well as transportation and technology needs in the district. The bond would start the process of opening a second high school. The construction price tags include architectural design, engineering, furniture and inflation. District officials built 12% inflation into the proposals as the cost of construction has increased, CISD Superintendent Thomas Maglisceau said. Every facility built will be a comprehensive school equipped with fine arts and athletics, Maglisceau said. As the district opens more schools, CISD officials want every student to have the same experience and opportunities at every campus. Existing campuses will be evaluated for upgrades as new schools are opened, Maglisceau said. The bond projects will be split into two propositions. All items will be included in Proposition A , except an estimated $20 million for technology devices, which will be Proposition B . The district’s bond committee focused on what was needed for students in the district, Maglisceau said. Projects, such as a new administration building and the 14th elementary school, were not included in the bond program as bond committee members felt those projects could wait for a future bond program, district officials said. The operations center is a higher priority for the district as the current transportation building on the corner of Pecan Street and Preston Road is aging and becoming unsafe, Maglisceau said. The district is also running out of space for buses, he said.

The district already has portables at Martin Elementary School, which is only in its second year of operation, Maglisceau said. New campuses will alleviate the overcrowding at CISD schools, Maglisceau said.

CISD is projected to have over 22,291 students by the 2033-34 school year—triple its current enrollment numbers, according to high scenario estimations. The district is expecting to open its second high school by the 2029-30 or 2030-31 school year, Maglisceau said. In 2024, Celina topped the list of fast- est-growing cities in the nation with a population of 20,000 or more, according to the U.S. Census Bureau. Celina officials estimate the city’s popula- tion will grow to more than 100,000 people by 2030. “The growth is coming and it’s still going to come for a decade,” Mayor Ryan Tubbs said during a Celina Town Hall meeting. Roadways are a priority for the city as it grows and the city’s demographer does not expect growth to slow down anytime soon, he said. City officials are partnering with the school district to create roadways to the new schools, he said. “We do have tremendous growth here, and with that, we have to be able to provide exceptional services for all of our residents,” Tubbs said.

5 Teel Parkway Project: The town of Prosper is planning to add lanes to a section of Teel Parkway. Work will include new pavement for a four-lane concrete divided roadway and various improvements such as drainage work, a bridge over the Doe Branch Tributary, new signage and median landscaping and irrigation. Update: Town staff received a design plan update in February and are currently reviewing it. A Tribal Sanctuary On a Sacred Trail

American Bumblebee

The bumblebee does something most bees don't: buzz pollination, which involves gripping the plant with its legs and vibrating its whole body. If you eat blueberries, potatoes, or tomatoes— all of which rely on buzz pollination— you’ve got a bumblebee to thank. WHY IS IT SO BIG? The better to collect all that sweet pollen to feed its young. That fuzz is actually densely packed hairs, or setae, that trap pollen as the bumblebee floats from flower to flower. Its large body likely evolved to provide even more surface area.

DOES IT STING? Only if you mess with its nest.

HOW MANY SPECIES ARE THERE? Texas has between seven and eleven types. The most common is the American bumblebee, found statewide. North Texans might spot the brown-belted bumblebee, while those in the west are likely to see the Sonoran variant. The gentle giant is in trouble, though: Since 1974, popula- tions across North America have fallen by 46 percent. SCIENTISTS KEEP TABS, RIGHT? Austin’s Lady Bird Johnson Wildflower Center is one of several Texas orga- nizations partnering with Jacqueline Staab, the owner of Darwin’s Bee Dogs. Her German shorthaired pointers are trained to sniff out bumblebee nests for population surveys. “If we lose bees,” says Staab, “we lose Texas ecosystems.” —Rose Cahalan

INSIDE THE ADOBE walls of the Ysleta Mis- sion are clues to a deep history of acculturation that characterizes El Paso to this day. The Ysleta del Sur Pueblo tribe, more commonly known as the Tigua, established the mission in 1682, making it one of the oldest in Texas (much of the current structure was built in 1851). The Tigua arrivedherefromNewMexico,whichtheyfled after the Pueblo Indians there overthrew the

Spanish colonial system, in 1680, forcing Span- iards and Christianized Pueblos to seek safety elsewhere. The Tigua dedicated the mission to Anthony of Padua, patron saint of things that have been lost, whose figure stands atop the entrance; inside are blankets dyed in brilliant blues and reds and a statue of Kateri Tekakwitha, the Catholic Church’s first Native American saint. The structure, part of the El Paso Mission Trail, holds a mass every day. If you can, plan your visit for June 13, when the Tigua celebrate Saint Anthony with traditional dancing.
