Commission considers restaurants, two hotels Frisco officials are considering plans for a new commercial development in the city. The project, called Preston Promenade in city documents, was taken up by the Frisco Planning and Zoning Commission at its meetings April 22

Frisco OKs $1M for signals, equipment Frisco officials approved more than $1 mil- lion in spending for street light installation and video equipment for police vehicles. The spending was approved by Frisco City Council on April 15. The details Local police are looking to upfit 37 new vehicles with in-car video systems. The total cost of these services, along with a five-year warranty, is $208,040. The company EARTC, LLC will install four new traffic signals for $917,205. When the work is complete, there will be one new traffic signal and three pedestrian hybrid beacon signals. Construction on these signals is expected to begin in May and be completed in 100 days.

The commission has final authority over plats and site plans. The site plan includes 166,638 square feet, which makes up about 10% of the property. If given final approval, the open space in the development will include amenities such as: • pedestrian monuments • raised planters

The development could include a convenience store with gas pumps and a drive-thru, a full-ser- vice carwash, nine restaurants, four office build- ings and two hotels. Three of the restaurants are expected to include drive-thrus. The project could sit on 12 lots on about 38 acres of land on the northeast corner of Preston Road and Panther Creek Parkway. What else? A preliminary site plan for the project was

Council denies permit for auto repair shop Frisco City Council denied plans for an auto repair shop in the Cobb Business Park at its meeting May 6. Jon Ferguson with Miller Minor Automotive, the applicant behind the plans, requested a specific use permit to set up shop near a residen- tial area. The council voted to deny the specific use permit after hearing from area residents who opposed the facility. The details If approved, the auto repair shop would have sat 250 feet away from the Meadow Hill Estates. Residents in the area said they worried about noise pollution and an increase in traffic if the shop became operational. City staff put together a map showing the number of people in the area who were opposed and in support of the project. According to city documents, 45 people were opposed and two were in favor.

Police to get new $20M parking garage The Frisco Police Department is set to get two new auxiliary buildings, a parking garage and a communications tower. Frisco Planning and Zoning Commission approved a preliminary site plan for the additions at its meeting April 22. The item was part of the commission’s consent agenda, which was approved unan- imously. The parking garage is expected to cost $20 million, according to a Texas Depart- ment of Licensing and Regulation filing. The details The additions to Frisco police head- quarters will sit on about 14.3 acres on the northwest corner of Parkwood Boulevard and Stonebrook Parkway. The land is currently zoned for office space and communications tower.

However, five people wrote to city officials in support of the project mostly because they said the company behind the request has a good repu- tation and Frisco needs more auto repair shops. What happened? Most of the City Council voted against granting the specific use permit, saying the proposed facility was too close to a residential area. Council members Brian Livingston and Bill Woodard voted against denying the permit. Wood- ard said he knew of other auto repair shops near residential areas that didn’t seem to be a problem for neighbors.

Future of potential Frisco arts center unclear after election

The two propositions that would have funded Frisco’s potential art center was denied by voters May 3. About 59% of residents voted against Proposi- tion A, which would have authorized the Eco- nomic Development Corporation to use proceeds of its sales and use tax, not property taxes, for a city-owned performing arts facility. About 64% of voters denied Proposition B, which would have authorized the city to issue up to $160 million in bonds to go toward the arts center. Quote of note “Some are asking ‘What’s next?’ for the pro- posed Frisco Center for the Arts. The simple answer is, we don’t know,” Mayor Je Cheney said in an emailed statement. “We need to discuss as a council. It will take time and, very likely, will involve more than a single discussion. We ask for patience and grace. Regardless of our personal preferences, please trust we will be measured

and thoughtful as we consider the future of this project.” Zooming out The new center was projected to potentially bring Broadway shows to Frisco, ocials said. It would also create a space for Prosper ISD students to use. Neither of the propositions would have ocially approved the Frisco Center for the Arts, just one of the funding sources for it. A council vote on the project itself was expected to come after the May 3 election. The vision for the Frisco Center for the Arts includes: • A 2,800-seat performance hall, capable of accommodating Broadway and large touring and community productions • A 300- to 400-seat community hall to be used primarily by PISD while also providing access to community organizations and events • Support spaces, rehearsal areas and visual arts

FISD pauses on closing Staley Middle School The future of Frisco ISD’s Staley Middle School is unknown as district leaders seek a second opinion from demographers. The district’s board of trustees discussed the campus closure April 14 during a regular board meeting. The board is expected to reconsider the school’s closure again in June. The outlook The demographer report is anticipated to cost $55,000, which would be covered under contingency funds for unexpected expenses, said Kimberly Smith, FISD’s chief nance and strategy o cer. District ocials have outlined two potential timelines for closing the middle school campus. If closed after the 2024-25 school year, then all Staley Middle School students will be moved to surrounding schools—Hunt, Trent and Grin

Frisco ISD receives ‘A’ accountability rating Frisco ISD received an “A” rating for accountability from the Texas Education Agency for the 2022-23 school year. The ratings were released April 24 after a two-year delay from a lawsuit involving more than 50 districts, including Frisco ISD as well as local districts Prosper and McKinney ISDs. “Accountability is important, we want to ensure our students are learning and growing, and we take that responsibility seriously,” FISD Superintendent Mike Waldrip said in a district news release. “But our district and campuses are more than a letter grade.” In FISD, all campuses received an “A” or “B” campuses except for three, which received a “C” designation—Christie, Rogers and Shawnee Trail elementary schools.
