Cibolo residents to pay more property taxes Cibolo residents can expect to see an increase in taxes paid in fiscal year 2023-24. Despite a decrease in the tax rate—approved by Cibolo City Council on Sept. 12—residents with an average home value of $334,500 will pay about $104 more than the previous year. By the numbers The tax rate for FY 2023-24 was approved at $0.4699 per $100 valuation, which is a decrease from the FY 2022-23 rate of $0.4835 per $100 valu- ation. The average Cibolo home value in 2023 was $334,500, which was up $31,000 from the previous year average of $303,500, according to city staff. Budget explained The FY 2023-24 budget will raise $1.4 million more in property taxes than the previous year with $684,393 coming from new properties added to

The general fund is expected to have $17.64 million in revenue and about $18.89 million in expenditures. With transfers, expenditures and revenue are anticipated to balance out. However, homeowners can expect to pay more in taxes due to the increase in appraised house values. The average taxable homestead value is $269,403, which results in an average tax increase of $77.35, according to city documents. Changes in taxes vary based on property value.

The general fund in the FY 2023-24 budget has estimated revenues of $23.3 million and estimated expenditures of $23 million, leaving the city with an increase to the balance by the end of the fiscal year, according to the budget. Overall, about $58.6 million in total revenue and $62.2 million in total expenditures is expected. City Manager Wayne Reed said each dollar the city collects is shared between city departments. “Roughly half of every dollar is just for public safety,” Reed said.

As work is underway on the I-35 North East Expansion Central proj- ect, road closures and other traffic delays rotate weekly as the Texas Department of Transportation adds the elevated lanes to I-35. According to the TxDOT website, the left lane of the southbound frontage road of I-35 from Retama Parkway to Old Austin Road will be closed for temporary pavement, striping, barrier, column and cap work. The closure is expected to last through Dec. 30. This closure is in addition to the closure to install the structures for the elevated lanes from Arcadia Drive to the bridge at Olympia Parkway, which began in August and is expected to be completed early next year. The project will include 9.5 miles of elevated lanes with three lanes going each direction, northbound and southbound. Turnaround lanes will also be constructed for emergency vehicles to access. Dig deeper Work on the NEX Central project began in 2022 with the expectation that work will be completed in 2027. The central project is one of three projects that make up the I-35 NEX project, which runs from north of FM 1103 to Loop 410 South. The first phase of the south project is set to start in late 2023 or early 2024, while the north project is slated to open for bids in 2026. Completion of the I-35 NEX project is expected in 2028. The background
Area home counts Development proposals called for multifamily housing on part of the former Northcliffe Golf Club, which is surrounded by single-family neighborhoods.
In 2022, developers brought to City Council their first request to change the zoning for the planned development district to apartment/ multifamily residential. Their proposal included about 220 units developed as fourplexes. Residents expressed concern because the number of proposed units was larger than the number of homes in some of the surrounding communities, according to local homeowners associations’ data. Developers retooled the proposal and brought it back to council on Feb 28. On April 25, the item failed to get approval from a supermajority vote— or six of the seven council members that are required due to property owners’ protests. Developers scaled back the project plans two more times but residents remained concerned about dense development and abiding by the Unified Development Code. Mayor Ralph Gutierrez said the issues would have been addressed following the rezoning approval.

Schertz polling location to be closed for election Guadalupe County voters will not have a central polling location for the Nov. 7 election. The Guadalupe County office located on Elbel Road is closed for renovations. Commissioners approved in February an office space allocation form that relocated county departments housed in the closed building to the Guadalupe County Services Center located off FM 78. On July 11, commissioners also approved a construction manager at-risk contract with Tejas Premier Building Contractor to oversee the renova- tion of the Elbel Road building. Commissioners will work with the contractor on the timeline, project scope and total cost of the project. While other services will be available at the Guadalupe County Services Center on FM 78, the center will not serve as a polling location.
Schertz voters to pick 3 council members During the November election, council places 3, 4 and 5 will be on the ballot, which are held by Jill Whittaker, Michael Dahle and David Scagliola, respectively. No incumbents have submitted appli- cations to be on the ballot, meaning the city will have three new council members following the canvassing of the votes. Eight candidates will be on the ballot, with the Place 4 Council position making up half of those candidates. Should a candidate not receive the majority vote, the election will result in a runoff where the top two vote-getters will be placed on the ballot. New members of the City Council will be sworn in following the canvassing of votes. Elected officials will serve through Novem- ber 2026.

Veterans Day Ceremony Each year, the cities of Schertz, Cibolo and Selma partner with The Chamber (Schertz-Cibolo-Selma area) to honor area veterans. The event this year will be hosted by the city of Selma at the new Heroes Memorial, which completed construction in May. Couple opens Grampie’s Neighborhood Pizzeria Kristen and Aaron Grat work to make authentic New York-style pizza at Grampie’s Neighborhood Pizzeria, which opened Aug. 17 in Cibolo. “My whole career, I have been wanting to have my own place,” Aaron said. “And I knew that when I did it, I wanted it to be a pizzeria.” On the menu Aaron attributes the success of Grampie’s—named for his Italian grandfather—to passion. “Every day we make the dough fresh, and the big dierence is [we use] New York water,” he said. The restaurant’s ltration system mimics the water quality of that in New York, which helps the pizza have a more authentic taste, Aaron said. Popular menu items include Grampie’s Favorite, which is a specialty pizza topped with meatballs and a layer of shredded pepperoni. Pizza is also available by the slice all day.
The Grampie’s Favorite ($19.99) is one of the more popular pizzas at the restaurant, according to the owners.
