Town Council approves election for PID No. 1 Voters will decide on a public improvement district, or PID, for the Flower Mound Ranch development in May after council approved the ballot measure Feb. 5. Prior to an election being called, council approved a resolution for the implementation of a PID. The district would be known as Furst Ranch Public Improvement District No. 1. The town’s charter requires certain steps for a PID to be created, including an election. If approved, the PID would be designed according to council wishes and discretion. The background Flower Mound Ranch, previously known as Furst Ranch, is located near the intersection of U.S. 377 and FM 1171, and is a planned, mixed- use development. A PID enables a city or town to levy a special tax assessment against properties

Argyle ISD board calls for $512M bond election Argyle ISD board of trustees approved calling a May bond election on Feb. 5. The $512 million bond package is the largest in the district’s history, board President Sam Slaton said. The details The bond addresses space needs at all grade levels, district technology updates, and adding a baseball and softball complex at Argyle High School. The bond, if approved, will maintain the current tax rate. Zooming in Projects include constructing a new middle school and a sixth elementary school. The bond also calls for renovations at Argyle High School and the existing middle school. The bond allocates about $38 million for capital improvements at Hilltop Elementary, The Sixth
LISD approves volunteer chaplains Lewisville ISD board of trustees approved a resolution allowing schools to accept chap- lains as volunteers. Candidates must meet the district’s volun- teer program requirements. Volunteers shall not be used to replace the position or functions of salaried professional or paraprofessional employees. The background The 88th Texas Legislature passed Senate Bill 763 in May, which amended sections of the Texas Education Code to allow school districts to use safety funds to employ chaplains as counselors without requiring certification by the State Board for Educator Certification. Districts were required to adopt or reject the policy by March 1, 2024.

After many Flower Mound residents opposed extending Kirkpatrick Lane, Town Council voted to not extend the roadway on Feb. 5. Council approved removing the extension from the town’s thoroughfare plan. A public hearing was held at the meeting, when council considered a request for a master plan amendment for the thoroughfare plan by changing the designation of Kirkpatrick Lane between Everett Drive and Garden Ridge Boulevard. The background At a meeting last June, several residents expressed concerns with the Kirkpatrick Phase 3 project, such as trac, costs and safety. Mayor Derek France said at the Feb. 5 meeting that 21 people who chose not to speak supported removing Kirkpatrick Phase 3 from the master plan. The details Council had four choices to consider and opted for Option 3, which called for removing the section of Kirkpatrick Phase 3 completely and changing the classication of the remaining sections of Kirkpatrick Lane between both Ever- ett Drive and Spanish Oak Drive and between Blue Sky Lane and Garden Ridge Boulevard to an Urban Collector, among other aspects. Tom McGuire moved to the River Walk Villas, located within the River Walk development, in 2018. The Villas are a collection of 97 single-family residences located at the northeast corner of the development, McGuire said, and after River Walk Food & Beverage took over, he has seen positive actions and improvements in a number of areas, including what has happened with the three new restaurants. “Although I’ve lived in Flower Mound for 25 years, I still know of many residents that have never explored The River Walk or eaten at the restaurants,” he said, adding he hopes people will give them a try. Retz said The River Walk’s location, which is o the beaten path, and residents’ negative perceptions of the previous restaurants have been a challenge to deal with. But he said his company listens to the community to see what people want and appreciates the positive feedback he receives now on the restaurants.
Retz said two of the three buildings that exist for restaurants are being used. A business planning to move into the third backed out. “We’re currently trying to gure out what we’re putting in that space,” he said, adding it likely will be an entertainment concept or retail space. The restaurants that were operating when Retz and his team came aboard received nega- tive reviews for their food and service, he said. Because of that, River Walk Social focuses on food quality and service. The business district is surrounded by a mix of homes mostly developed before the restaurants. Retz said his company has examined the green space north of the buildings and is working with Denton County ocials and Judge Andy Eads on a cultural arts center. Retz said plans are still being worked on for pickleball play on top of the parking garage.
River Walk Social sta markets the company on social media and plans to do more print advertising and focused marketing, Retz said. Town leaders have supported some measures that could potentially aid in attracting new visitors to the development, such as additional signage to better identify the development and direct visitors to The River Walk’s restaurant row, Demmitt said.

Melissa Demmitt, communications director for the town of Flower Mound, said The River Walk’s new restaurant concepts are helping to generate new energy and opportunity in the area. She said town hall leaders are excited about River Walk Food & Beverage providing additional local dining options to residents and visitors. Retz said Pennywise, an English pub, is set to open this spring. Sugar Fix, which will offer coffee, gelato and pastries, will open in August. Vinifera, a wine and charcuterie lounge, has not announced its opening date yet. Demmitt said The River Walk’s progress has been affected over the years by various factors, including bankruptcy, COVID-19 and a recent labor shortage. The River Walk allows for flexibility and versatility, such as residential, ground-floor retail with ofices above, and retail and ofice on the same block, Demmitt said.

Andrea Karina Cacho and her husband, Leonardo Gigante, opened Del Campo Empanadas when the demand for her empanadas outgrew what she could produce from her home kitchen. “I was on my neighborhood Facebook page, and a lady was selling pies,” Cacho said. “I said, ‘I would like to buy a pie and help her out.’ Then I said, ‘Oh! I can make empanadas!’” For the next two years, her home business continued to grow, and in 2020 they opened their rst Del Campo Empanadas in Fort Worth. They opened their second location in 2023 in Flower Mound. What’s in a name? Cacho said she chose the business name because “campo” translates to “countryside” in English. “I am from Buenos Aires, which is a big city, but my mom was born and raised on a farm,” she said. “My hap- piest childhood memories are when my father said, ‘OK, today is Friday, let’s go to the farm. Vamos al Campo!’” A long time coming Before Daneye Quigley became the business manager, she employed Cacho as a housecleaner. Their business and personal relationship has been intertwined since 2013. “We used to have coee at a little coee shop by my house and she [Cacho] said, ‘I’d love one day to have a place like this to sell my empanadas,’” Quigley said. On the menu Cacho grew up making empanadas, which she said is a staple food in Argentina. She created recipes for all the empanada llings, including Argentine-style beef, ham and cheese, spinach, pineapple cream cheese, Banutella and many more. “They bring spices, like oregano, from Argentina,” Quigley said. “Because of the geography of our countries, the oregano tastes dierent than say from Italy. Some- body from Argentina that grew up with these avors will recognize them.” Craving empanadas? Upon noticing their parking lot was consistently busier in the morning, Cacho decided to alter their hours where they would be open for breakfast at 7 a.m. and close at 6 p.m. “A good thing about empanadas is they don’t have a time of day,” Cacho said. “You can eat empanadas all day.” Del Campo Empanadas serves Argentinian fare in Flower Mound
