Mayor seeks revised budget to lower taxes Mayor Eric Johnson requested lowering the property tax rate further than originally proposed for fiscal year 2023-24. In early August, City Manager T.C. Broadnax proposed a $4.63 billion budget, with a property tax decrease of about half a cent. What happened Johnson requested a revised proposal to provide more property tax relief to be voted on Sept. 20. The previous proposal lowered the tax rate from $0.7458 to $0.7393 per $100 valuation. Despite the reduction, most homeowners would see a tax increase as property value growth is estimated at 10.5%, according to an Aug. 17 memo from Council Member Cara Mendelsohn. The details Mendelsohn suggested a no-new-revenue rate,

Richardson ISD officials are planning to hire 36 new campus security officers who will mostly focus on elementary schools to comply with House Bill 2, which requires armed guards at every Texas school. Digging in To fund the effort, districts have received $15,000 in state funding per campus, which equals about $825,000 for RISD per year, along with a 28-cent increase in the state’s safety and security allotment per student that brings it to $10 per student. The expected cost for RISD is about $2.4 million. The new security officers, who will be stationed at various RISD elementary cam- puses, will not replace already existing school resource officers. To do so, she suggested: • Removing “ghost” positions that have been left open or are unlikely to be filled • Resetting each department’s budget to the same amount in FY 2022-23, unless it has grown by more than 50% in the last five years • Removing funding for programs not in the domain of the city

Financial assistance open for utility bills Qualified residents can receive financial assistance for utility bills through Dec. 29. The big picture The state is providing financial assistance through the Low-Income Household Water Assistance Program and the Low-Income Home Emergency Assistance Program. Via a partnership between Dallas Water Utilities, Dallas County and the state, some customers may receive up to the total amount due to reconnect their service, avoid disconnection, or to pay a bill. To qualify, homeowners and renters must: • Be at or below 150% of Federal Poverty Income Guidelines • Have at least one occupant be a citizen or qualified immigrant

Dallas ISD STAAR scores increasing gradually Dallas ISD students’ scores on the newly redesigned 2023 State of Texas Assessments of Academic Readiness showed year-over-year improvement in most subjects, but still lag behind the state average, according to the Texas Education Agency.

The breakdown DISD fifth grade math students surpassed the state average by one point, with 80% approaching grade level. The lowest performing math grade, seventh, saw only 40% of students approaching grade level, compared to 61% across the state. DISD scores for reading and science in grades five and eight improved slightly or stayed about the same. Reading increased the most in grade six, up eight percentage points from 61% in 2022 to 69%, but were still below the 75% state average.

La Vista Drive gets speed humps

Officials to study Abrams Road traffic in Lakewood Dallas officials commissioned a traffic study on Abrams Road throughout the next year. What’s happening City Council approved a contract with the consultant Lee Engineering during council’s Aug. 9 meeting. The contract includes plans to study traffic on Esperanza Road from Spring Valley Road to the southbound service road of North Central Expressway. The study is scheduled to start in September this year and be completed by Septem- ber 2024, a city spokesperson said. Both Abrams and Esperanza roads have a “disproportionately high rate” of vehicle crashes, according to city council documents. The study is meant to evaluate safety and identify engineering improvements that could assist in reducing the number of severe crashes on the two roads.

To calm vehicular traffic and speeding, city officials put in 12 speed humps along La Vista Drive from Live Oak Street to Gaston Avenue. The corridor’s speed limit is 30 mph. About 65% of the total cost is being allocated toward the Abrams section, the spokesperson said. White Rock Lake Park amenities, such as its dog park, that didn’t exist when the most recent plan was created in 1999. The master plan will not include dredging, which is the removal of sediments and debris from the bottom of the lake. Many east Dallasites have said that is a crucial element in maintaining White Rock Lake. Dredging is a separate project with its own task force, Blackmon said. City ocials are looking for ways to fund the project, including the upcoming $1 billion bond program.

Typically, a master plan is a graphic representa- tion that shows the subject’s physical elements with a proposed build-out, Neeley said. The representa- tion usually comes with a report summarizing the plan, detailing needs and providing guidelines. The purpose of the plan is to “maintain the integ- rity of the lake” so everyone can use it and enjoy it without being “overwhelmed by so much devel- opment,” said Richard Stauer, a project manager with Dallas’ Park and Recreation Department. He noted restaurant development around the lake, which many community members oppose, as one thing that would need to be included in the plan for it to happen in the future. Community members can expect the new plan to detail whether that would be acceptable as well as activities that aren’t allowed on the lake anymore. In addition, the new plan will incorporate new

The process includes researching the lake’s previous plans, assessing the lake’s physical condition, soliciting community feedback and designing the new plan while preserving the lake’s history. Dunaway Senior Engagement Manager Philip Neeley said his team of seven working on the project is consolidating previous plans while bringing them up to date with the state of the park. When city ocials plan updates, historic restoration and new park amenities in the future, those plans will need to tie back to the new master plan, Neeley said. “We’re not wiping the marker board clean and starting over,” Neeley said. “This park has been a living beacon for close to 100 years. We’re trying to be stewards for it.”

His expertise has led to appearances in movies and television shows, Neinast said. “I’m just doing what I’ve done my whole life,”

Neinast said his father then showed him the lms, and that began a lifelong passion.
