Violence prevention center coming to Spring Harris County Public Health officials are prepar- ing to open a new community center in Cypress Station that will serve as a neighborhood hub to help reduce violence and crime in the area. “We want [residents] to achieve self-sufficiency and really adopt a pro-social lifestyle,” said Lupe Washington, HCPH’s director of the community health and violence prevention services division. “So if that’s helping them work through some of the trauma that they’ve experienced because of violence or gun violence, we are there to try and help meet those needs for the participants.” Digging deeper The new center, the RISE Empowerment Center, hosted a ribbon-cutting ceremony at the new facility June 3. Once staffing needs are filled later in the year, Washington said, the facility will open to the public.

Harris County commissioners unani- mously approved the appointment of Harris County’s next chief public defender, Judge Genesis Draper, a veteran public defender and criminal court judge, on June 12. Draper began this role July 7, replacing former Chief Alex Bunin, who will retire in December after serving 15 years in his position as the county’s first chief public defender, according to a June news release. Quote of note “I will be stepping into this role after 13 years as a public defender and now six years as a judge,” Draper said. “Those years have deepened my belief that justice depends on not just the law, but people being willing to defend it, and I appreciate the opportunity to do so.”

Cypress Station was selected for the new facility after county officials determined the area not only had high rates of gun violence, but also lacked resources such as transportation and programming. The team at the center will work to ensure residents get the necessary services, Washington said. Community outreach specialists are already engaging with individuals who are at the highest risk of being perpetrators or victims of crime and help them if they need access to jobs and medical or mental health services.

Klein ISD teachers to receive raises in 2025-26 school year law June 4, as previously reported by Community Impact. Nearly half of that funding will be spent on raises for educators and support staff, such as bus drivers, janitors and librarians. House Bill 2

Klein ISD teachers will receive raises ranging from $1,400-$5,000 as well as one-time retention incentives for the 2025-26 school year, which begins Aug. 4 for employees. What you need to know During a June 24 meeting, KISD’s board of trustees unanimously approved the employee raise package. “Our people are the heart of KISD,” board President Rob Ellis said via a letter sent to KISD employees that KISD provided to Community Impact. “The board is honored to show our sup- port and appreciation for our outstanding Klein employees by approving a competitive compensa-

KISD is expected to receive about $29.4 million in additional funding from HB 2, KISD Chief Finan- cial Officer Dan Schaeffer said during the school board’s June 9 meeting. About $17.3 million of the funding, or 59%, is earmarked for nonadministra- tor employee raises under the bill’s requirements, he added. Stay tuned KISD trustees also unanimously approved the fiscal year 2025-26 budget June 24. Total expenses in the FY 2025-26 budget are about 4% higher than in the FY 2024-25 budget, according to June 24 meeting documents. Harris County Precinct 3 is planning several asphalt improvement packages in the Spring-Klein area as well as new traffic lights to improve safety, traffic flow and mobility. The details Precinct 3 officials said the following asphalt projects are in the design phase: • Portions of Spring Cypress Road east of I-45 • Portions of Louetta Road between Cutten Road and I-45 • Portions of Hargrave Road near Hwy. 249 • Portions of Old Town Spring • Dowdell Road from Kuykendahl Road to FM 2920 Most projects will consist of reconstructing the surface material and scattered repairs where there are failures, but the Dowdell Road portion as well

as areas of Old Town Spring will be fully recon- structed, officials said. "Reconstruction requires that you remove the existing surface, base and subbase material and reconstruct the roadway from the ground up. This is done for roadways in very poor conditions," said Jeannie Peng, communications manager for Precinct 3. Construction timelines and costs have not yet been set. What else? Home inventory reaches 8-year high

During the first three months of 2025, 45% of Harris County households could afford to buy a median- priced home in Spring, compared to a countywide average of 34%, according to HAR’s Q1 Housing and Rental Affordability Report released May 8. In the first quarter, the median price of a home in the Spring area was $252,990, with a minimum qualifying annual household income of $78,800. Harris County’s median home was $325,000, and its minimum qualifying income was $100,400, according to the report. Out of the 19 submarkets within Harris County, Spring was tied for the third-most affordable area. Alief and Humble were the only two submarkets where more people could afford the median home price, HAR reported.

Electricity prices have risen sharply across Texas, and local residents are feeling the effects. In Texas, 160 companies offer homeowners insurance policies, which is a 20% increase compared to a decade ago, according to the TDI. In 2023, insurance companies sold more than 8.7 million policies in Texas, up 35% from 2013. Still, insurers are struggling in Texas, according to filings from multiple companies. In 2022, the San Antonio-based United States Army Automo- bile Association, or USAA, reported the first loss in its 102-year history. Other companies are limiting the policies they write in Texas, filings show. Texas insurance profitability Three times in the past decade, insurance companies in Texas paid out more money than they collected, resulting in a loss in certain years.

Texas has some of the highest home insurance premiums in the nation, according to the National Bureau of Economic Research. These rates and the resulting cost are leading many to forgo home insurance altogether. Laura Crain, president of Crain Insurance Group, which serves the Spring and Klein communities, said the problem is not only a Texas issue, but one that plagues homeowners nationwide. Texas uses a file-and-use system for home insurance, which allows companies to issue higher rates without state approval as long as they notify the state, per the Texas Department of Insurance. “They could just slide an envelope across the desk at [the TDI] and tell them, ‘This is what we’re charging,’ and then put that into practice immediately,” said Ware Wendell, executive director of Texas Watch, which monitors insurance practices in the state. It’s incumbent upon the TDI to challenge hikes that don’t comply with state law, Wendell said. Of the more than 2,300 rate filings the TDI reviewed in 2024, none were disapproved, according to the TDI. From 2022 to 2023, insurance premiums in Texas spiked 23%, compared to the U.S. average increase of 11%, according to S&P Global, which specializes in information and analytics around finance and business.

John Cobarruvias, a state consumer advocate, said he feels price increases from contractors are a cause for rising insurance costs for policyholders. Costs of repairing items such as roofs have risen over the past decade, he said, which in turn drives up the costs of insurance. To help solve the issue, Gov. Greg Abbott signed House Bill 2067 into law on June 20, which will require insurers to provide a reason for when they decline, cancel or don’t renew a policy.

Insurance companies have recently reported they’re facing risks, such as natural disasters and the lingering impact of the COVID-19 pandemic on lumber and building costs. Carriers have increased the premiums of their policyholders nationwide; however, the Hous- ton area has experienced dramatic increases as analysts deem the area “high risk,” Crain said. “We are in what we would consider more of a high-risk [area], because we see a lot of natural disasters, you know, we have the wind and hail, we have the hurricane, we have the flooding, we have all of these different events that do impact our insurance,” Crain said. “So we are seeing rate increases.” Like its predecessors, such as Winter Storm Uri in 2021 and Hurricane Harvey in 2017, Hurricane Beryl caused billions of dollars in damage last

According to a June 17 report from Rice University’s Kinder Institute of Urban Research, home insurance increases brought on by extreme weather events could add more than $15,000 to home costs. Experts in the report recommend data- driven infrastructure planning and accurate flood risk mapping to address climate risks across Harris County, where more than 20% of all housing units are in major flood areas. “The risk is going to continue to grow, and it’s really on us to figure out ... what we do with these spaces where we have so much infrastructure and economic investment and development in a place like Houston,” said Jeremy Porter, head of climate implications research at the nonprofit First Street.
