Prosper residents can expect to see higher water and wastewater bills starting Oct. 15. At their Sept. 16 meeting, Prosper Town Council members approved an ordinance raising residential water and wastewater rates as part of adopting the 2025-26 fiscal year budget. The new rates include: • Water: $88.53 to $94.01 per 13,000 gallons of water—a 6% increase • Wastewater: $72.70 to $83.69 per 7,000 gallons of wastewater—a 15% increase Although rates are increasing, town staff said the new rates will “compare well” with nearby cities. Town staff are projecting rate increases for the next few years, including a 13.77% increase for water and 17.96% increase for wastewater. Prosper council increases water, wastewater rates

build last year. Once the plant’s expansion is complete it will increase efficiency and save costs, officials said. Construction of the plant is expected to be completed by early 2028.

“We’ve been trying to absorb those costs as we can. We do expect, at least for the near future, to have to increase those.” Additionally, Landrum said the town is also facing higher costs for the areas new water plant, which Prosper and Celina partnered to

Celina could call November 2026 bond Celina officials appointed a committee to determine what projects could be funded through a possible bond election at a meeting Oct. 14. More than $447 million in projects are under consideration, but city officials aim to fund no more than $400 million through bonds. What’s next? The committee will begin meeting in the winter or spring of 2026, according to city documents. It will make a recommendation for how the different projects could be funded at the council’s regular meeting in July 2026. At its regular August meeting, council could vote to call a bond election for Novem- ber 2026.

Prosper council approves 775-home neighborhood Prosper residents can expect to see a new hous- ing development off Parvin Road following council approval of a zoning change. The 374-acre development will include 775 single-family homes across two tracts. The details At an Oct. 14 meeting, Prosper Town Council members voted to approve a zoning change for the Prosper Oaks housing development, with council member Marcus Ray voting against the decision. The applicant, Toll Brothers, asked for a zoning change that would rezone the property from an agricultural designation to a planned development with single-family designations. The east side of the property will include 275 single-family homes, and the west side will include 500 single-family homes for residents 55 years and older, according to town documents.

Mike Boswell, vice president of land develop- ment for Toll Brothers, previously said the western section would help meet the need for senior living communities addressed in Prosper’s comprehen- sive plan. What they’re saying Ray said that despite changes to the develop- ment, he still struggles with the density and layout of the housing development. CISD sees bilingual student growth

There are 54 total languages spoken by CISD families. Some of these languages are Telugu, Spanish, Hindi and Urdu. In the 2024-25 school year, the district had 121 newcomer students, which are students who have recently immigrated to the United States. CISD had 78 newcomers at the elementary level, 24 in middle school and 19 in high school, according to the meeting presentation. Students came from varying countries, including but not limited to: • China • Colombia • Ecuador • France • India • Korea • Malaysia • Mexico • Nigeria • Pakistan • Ukraine • Vietnam

The number of students who are not yet proficient in English is continuing to grow in Celina ISD. Emergent Bilingual Coordinator Vanessa Hurtado-Jaramillo presented a bilingual program update to the board of trustees Oct. 20. Emergent bilingual refers to students who are acquiring the English language. In CISD’s dual language one-way program, students are classified as non-English- proficient and are learning Spanish and English at the same time, she said. Prekindergarten through first grade students have reading and language, science, and social studies taught in Spanish, while math is taught in English. CISD’s English as a second language program provides intensive English language instruction by certified teachers.

Prosper ISD started the process of determining new attendance boundaries as new campuses are constructed during an Oct. 20 board meeting. “While opening schools is [exciting] … this time also marks a time of hard change,” Deputy Super- intendent Bill McLaughlin said. “This process is difficult for many families.” The details The proposals come as new middle schools are built. These include Bridges Middle School and Watkins Middle School, which will both be completed for the 2026-27 school year. Students in Johnson Elementary will all attend Bridges Middle while students from Lilyana and Reeves Elementary will be split between Reynolds Middle and the new Bridges middle school. Students from Lilyana will go to Reynolds Middle if they live west of Coit Road or Bridges Middle if they live east of Coit Road. Students from Reeves Elementary will attend Bridges Middle if

Community feedback is wanted and oppor- tunities will be announced for the next month, Superintendent Holly Ferguson said. The board is expected to review the proposal in November.

Collin College, workforce leaders hone in on skills initiatives

New programming at Collin College specically targets workforce development, including special- ized training and courses aimed at enhancing the skills of professionals already in the workforce. Through state grant funding, the college has been able to oer professional development for several area industries, including manufacturing, nance, accounting, project management and health care, among others. The big picture Collin College ocials look to help any orga- nization that needs it, said Neil Matkin, district president of the college system. The college has teamed up with industries that have a smaller demand to oer training, rather than creating a credit-based program that can take longer to implement, he said. The training courses can quickly adapt to new technology—giving the college the opportunity to be exible, Matkin said.

“Collin College can deliver short-term, laser focused training for employer groups that support their immediate needs,” he said. The college has also made upgrades for its health sciences programs to boost health care careers. In April, Texas Workforce Commission ocials awarded four grants totaling $1.35 million to Collin College to cover the cost of customized training for employees at 13 businesses located in the area. The grant comes from the commission’s Skills Development Fund, which helps businesses train existing or new employees for high-demand jobs in elds such as health care, accounting and

Celina’s park system is taking shape as ocials work on the city’s biggest park project yet, Wilson Creek Park. The 100-acre project broke ground in September and will anchor the city’s expanding park system, setting the tone for more than 700 acres of future planned parks across the community. “We’ve acquired hundreds of acres of parkland,” Celina City Manager Robert Ranc said. “We’re ready and have that parkland when growth dictates the development of the parks.” Wilson Creek Park is being built in four phases with the rst phase set to cost about $11.87 million funded through bond funds. Another park under construction is the 29-acre Ousley Park planned for downtown. Six other parks are included in the city’s future plans. The city could call a bond election in 2026 to help pay for some of these park projects. In current bond proposals for the potential election, $20 million is designated for parks.

The context

Walsh said Celina strives for its residents to have a park within a 10-minute walk or half-mile drive. According to the Trust for Public Land, only 7% of Celina residents live within a 10-minute walk. There’s demand for that park system growth, Mayor Ryan Tubbs said. “We’re denitely trying to cater to all of the young families, as well as be a destination for those that don’t live here,” Tubbs said.

Steve Walsh, Celina’s Parks and Recreation director, said the most successful communities are like three-legged stools. One leg is public safety, another is education, and the third is quality of life. Parks are important components to that third leg, he said. Celina exceeds the national average amount of 10.2 acres of parkland per 1,000 residents, according to the National Recreation and Park Association.

La Finca serves Mexican cuisine, locally roasted coee In 2020, Lee and Patricia Gonzales opened La Finca Coee & Bakery in Frisco, but when they opened a second location in Prosper in 2023, they added an important word to the business name. “Here, we are La Finca Coee, Bakery, Kitchen,” Lee Gonzales said. “We had a lot of confused and a protein choice of egg or chicken. “It’s amazing,” Gonzales said. “In the U.S., bacon and eggs are a staple breakfast. In Mexico, chilaq- uiles are your staple breakfast.”
