Plan for commercial passenger terminal at McKinney National Airport moves forward with rezoning

“We have tremendous interest and are working with various airlines right now for service out of McKinney,” McKinney Mayor George Fuller said. Looking ahead Airport Director Ken Carley said if funding is secured for the project, which could cost as much as $70 million, the earliest the construction project could be put out to bid would be May 2025. Poten- tial funding sources include federal low-interest infrastructure loans and grant funding. The terminal could be operational as soon as the third quarter of 2026, Carley said. Announcements of any airlines coming to the terminal, as well as routes and airfares, would likely be announced about six months prior to the opening of the terminal.

McKinney City Council members unanimously approved a rezoning for a 280-acre tract of city- owned land the east side of the airport at a Dec. 3 meeting. City documents in the rezoning request state that the project proposed for the site will include a 45,000-square-foot passenger terminal. The project update comes less than two years after McKinney residents voted against a $200 million bond proposition that would have contrib- uted funding to the project. The specics The rezoning request includes converting the land from its current zoning designations—which allow for light manufacturing and industrial use— to an “airport district” zoning type. The proposed project would occupy about 60 acres of the lot and include a roughly 45,000-square-foot passenger terminal.

Sunset Amphitheater project sees site plan approval

spaces distributed through two parking struc- tures ranging from two to three stories tall and spanning over 1.6 million square feet total. The project by Colorado-based developer Venu will be completed in two phases, with the rst phase construction including the parking garages and the second phase including the amphitheater, city documents state. The facility is set to open its doors in 2026.

The developers of the Sunset Amphitheater are one step closer to breaking ground. McKinney City Council members approved a site plan for the 20,000-seat entertainment venue at a Nov. 19 meeting in a 6-1 vote, with Council Member Justin Beller voting against. Frisco ISD to open enrollment to out-of-district students

Frisco ISD is opening up some of its campuses for students who live outside the district—an ini- tiative that could generate about $6.75 million in revenue. Access Frisco will allow kindergarten through seventh grade students from surrounding areas to attend Frisco ISD schools starting in the 2025-26 school year. Opening campuses up for outside enrollment will help fill classrooms with low enrollment. The district has about 900 open seats available across all the campuses in the kindergarten through seventh grade window, said Albert Leal, FISD’s managing director of student services. Open campuses were selected based on

About the project The center will open with 90,000 square feet built out and 30,000 square feet reserved for future program expansion. Established health science programs—including RN nursing, diagnostic medical sonography and physical therapy assis- tance—will be expanded in the new facility. The facility will also create spaces for new programs, said Mark Smith, provost of the Collin College McKinney campus. expanding the grade levels for the program in future years. Opening enrollment is a growing trend, Leal said, with 12 neighboring districts offering open enrollment in some way, including Plano, Dallas, Coppell and Lewisville ISDs. The new students will fill spaces in schools that are under capacity. The program is designed to use the staffing that is in place and not require additional staff, said Esther Kolni, FISD’s general counsel. The district will consider expanding the grade levels for the program in future years, Leal said.

Collin McKinney Parkway moves toward completion A project to connect Collin McKinney Parkway between Lake Forest Drive and Hardin Boulevard is on track to be completed by the end of the year, McKinney city staff confirmed. The gist The project includes construction of Collin McKinney Parkway as a four-lane divided roadway between Lake Forest Drive and Tina Parkway, installation of traffic signals at the roadway’s two intersections at Lake Forest Drive and Hardin Boulevard, and roadway illumination. A two-lane portion of the roadway between Tina Parkway and Hardin Boulevard was completed due to an adjacent development, Capital Improvement Projects Manager Blake Sills said, bridging the con- nection from Lake Forest Drive to Hardin Boulevard. The $16.1 million project began in January 2023, and was funded by the city of McKinney.

Wilmeth Road project set to open in 2025 Construction on Wilmeth Road is set to be completed in early 2025 following various delays, Capital Improvement Program Manager Katie McKenzie said. The details Construction includes nearly 8,500 feet of roadway along Wilmeth Road, as well as three multilane roundabouts. The $25 million project, which broke ground in March 2022, has seen ongoing delays due to various conflicts with under- ground utilities. Work is underway on the roundabout at Wilmeth Road and Hardin Boulevard. The traffic pattern at the intersection will shift later this year to function as a single lane roundabout while work is completed in the center.

The update The construction work along the roadway is “substantially completed,” Sills said. Additional work by the contractor is expected to be completed prior to the road opening, he said, noting that remaining work includes replacing damaged concrete panels and adding pavement markings in addition to other miscellaneous tasks. The roadway is expected to be completed and open to traffic by the end of 2024, Sills said.

Both new additions to the property will be operated internally, as the business already has hospitality sta due to the existing event venue operations on the site. “We’re just going to transition all the sta and expertise... to run the hotel and the restaurants,” Bresnahan said. Work on the transformation project to the property is set to begin in early 2025, Bresnahan said, noting that he expects a multi-year construction process.

A $200 million mixed-use project is expected to bring a resort-style hotel and surfing lagoon to a site in south McKinney, according to a Dec. 13 announcement. The Cannon Beach project, which will also feature retail spaces with restaurants and family-focused entertainment offerings, is slated to attract 300,000 visitors annually. “We cannot be more excited to bring a beach paradise to McKinney,” developer Cole Cannon said in a news release. The project will feature a full-service resort-style hotel with a rooftop pool and event spaces, the release states. The project is centered around a roughly 4-acre surf lagoon that will host water- focused attractions. “Cannon Beach promises to offer something for everyone, from families and thrill-seekers to professionals and entrepreneurs,” Cannon said.

Fuller said city leaders have been collaborating for over a year to bring this project to McKinney, noting that the city needs more Class A office space and restaurants, and is “woefully behind” in total number of hotel rooms given the amount of events and amenities in the city. The hotel stays generate hotel occupancy tax, and visitors also contribute sales taxes, which contribute to the city’s general fund and reduce the property tax burden for residents, Fuller said. Michael Kowski, president and CEO of the McKinney Economic Development Corporation, said the developers and the MEDC had a mutual interest in bringing office space to McKinney as part of the development. Kowski also noted that no residential uses were included in the plan for the project due to the existing density of residences in the area. The MEDC-owned land was selected for the project largely due to its proximity to other destinations in McKinney, Kowski said, including District 121, Hub

The next update on the project is slated for early 2025 as negotiations for the project are ongoing, according to a statement from the MEDC. Consideration of the project’s site plan as well as formal incentive agreements are also slated for the beginning of the year. Following city and project officials finalizing the incentive agreement for the development, work on the project is expected to begin in 2025. The first phase of the project is expected to open in 2026, the release states. “This just provides yet another part of our story that we can tell people across the nation, across the world, about why McKinney is very special,” Kowski said.

“It’s a world-class facility that is tremendously unique. It will bring people from outside our city here to spend tax dollars in our community. That benefits everybody,”

McKinney will see thousands of homes added through the development of two special purpose districts planned in the northern part of the city. While a municipal management district, or MMD, has been established for Honey Creek, the developers of the Colmena Ranch project are negotiating with city leaders and considering the possibility of establishing an MMD for the project, according to a presentation at an Oct. 15 McKinney City Council meeting. As these special districts are planned and proposed, city ocials are working to align the projects with existing plans that will supply infrastructure for north McKinney. Special districts to spur development in north McKinney

There are dozens of types of special districts, said Michael Quint, who serves as McKinney’s executive director of Development Services. He noted that some common district types include MMDs, as well as Municipal Utility Districts, or MUDs, and Public Improvement Districts, or PIDs. MMDs can be formed by the state legislature or by the Texas Commission of Environmental Quality. There are two special districts currently in McKinney—McKinney Municipal Utility Districts 1 and 2. Together, these districts comprise the Trinity Falls community in the city’s northeast sector. The creation of special districts speeds up the development of a portion of the city, Quint said. Special districts can also cause leapfrog develop- ment, which is what occurs when development jumps away from a contiguously developed area. As a result, additional work to extend utility lines and other infrastructure is required. “What we thought we would be planning and developing 20 years from now, we’re developing now through the introduction of these districts,” Quint said.

The gist The Colmena Ranch development would span about 2,450 acres, city documents state, which would make it larger than any other existing or planned special district in the city. An initial land use plan for the site includes nearly 1,400 acres dedicated to single family housing. Other planned uses include amenities, commercial developments and ex use space for land uses such as multifamily housing or oces. The Honey Creek development, a project of Republic Property Group, will span over 1,650 acres and could include as many as 10,500 homes in a mix of housing types, city documents state. It will also include a minimum of 80 acres of land for commercial uses and other amenities. Republic Property Group Co-CEO Jake Wagner said the Honey Creek project will be north of $2 billion in value once completed. Diving in deeper Special districts are a nancing vehicle that allow developers to pay for large infrastructure improvements such as roads and water lines.

“These large projects require pretty signicant infrastructure that will serve those projects but ultimately, really are regional projects,” he said. “They serve areas around the project ... [and] open up parts of the city from the trac [and] utilities standpoint.”
