OTHER HIGHLIGHTS PEARLAND On June 13, Pearland City Council passed the rst reading of an ordinance that would restrict the city from entering into contracts with any council member and any business in which that person has a substantial interest. Council Member Joseph Koza on June 27 proposed an amendment to the second reading. Under the amendment, the city would not be able to authorize a contract with a current or former council member or a business they have a substantial interest in unless the member abstained from the vote, City Council agreed the contract is in the city’s best interest, and the vote passed with a three- quarters majority. City Council unanimously voted to postpone the second and nal reading to July 11. Pearland City Council will meet at 6:30 p.m. July 11 and July 25 at 3519 Liberty Drive, Pearland. Harris-Brazoria Counties Municipal Utility District annexes new Pearland planned development

PEARLAND Harris-Brazoria Counties Municipal Utility District No. 509 has added more land to its service area. Pearland City Council at its regular meeting June 13 unanimously passed a resolution that greenlights the annexation of a planned development at the intersection of Hwy. 35 and Bailey Road into Harris-Brazoria Counties Municipal Utility District No. 509. “This will add the 110-acre residential planned devel- opment at Hwy. 35 and Bailey Road that was recently approved,” Deputy City Manager Trent Epperson said. “There’s not a city rebate for this annexed area as a part of the MUD.” The planned development needed a zone change, which was granted at the March 28 City Council meeting. The property from Hwy. 35 to the Burlington Northern Santa Fe Railroad along Bailey Road was rezoned from heavy industrial to a planned development district. The project, which is expected to add 450 residences to the area, is moving forward, and groundbreaking is anticipated to take place by the middle of 2023, LJA Engineering Project Manager Katy Harris told Community Impact Newspaper in an April email. According to City Council agenda documents, the land needs to be annexed into the Harris-Brazoria Counties

Municipal Utility District No. 509 because there is not an adequate waterworks, sanitary sewer or drainage system in place for the population expected for the residential homes in the planned development. Harris-Brazoria Counties Municipal Utility District No. 509 will be tasked with constructing and maintaining those systems. The cost of extending those services is roughly $13.32 million, agenda documents said. Harris-Brazoria Counties Municipal Utility District No. 509 was rst created in 2007 to support development of Riverstone Ranch near Hughes Road and has expanded to several developments since, Epperson said.
