Food banks see growing demand during inflation BY JAKE MAGEE, ANDY YANEZ & HANNAH ZEDAKER As prices for grocery store items, gasoline and other necessities rise and businesses struggle with sup- ply chain issues, food banks near the Pearland and Friendswood area said they are seeing high demand and dealing with other challenges in how they pro- vide meals to those who need food assistance. According to the U.S. Census Bureau’s Household Pulse Survey, 10.9% of residents in the Houston-The
HUNGRY FOR HELP In 2019, prior to the pandemic, Brazoria and Galveston counties had more than 87,000 people combined who were considered food insecure, according to the National Food Security Survey. The percentages of residents food insecure in these counties are equal to or lower than those in the state overall.

FEATURED IMPACT COMING SOON The Pearland Economic Development Corp. and Syzygy Plasmonics announced May 16 the company leased a 44,800-square-foot building at 3250 S. Sam Houston Parkway, Pearland, for its new headquarters, development and manufacturing facility. “We are commercializing technology that produces low- and zero-carbon chemicals, fuels and fertilizers at a reasonable cost,” Syzygy Plasmonics CEO Trevor Best said in a PEDC news release. “The facility at Pearland gives us space for testing, further development and product manufacturing while oering easy access to the highway system.” Syzygy Plasmonics was founded in 2018. The company has won awards for its technology, which is based on photocatalysis, a process in which light helps accelerate a chemical reaction. According to the release, Syzygy Plasmonics uses LED light led by renewable electricity to perform chemical reactions. The technology electries production of chemicals, including hydrogen and fertilizers. Syzygy aims to prevent a gigaton of carbon dioxide from entering the atmosphere by 2040, according to the release. “We’re excited about advancing energy
expansion, and we’re happy to have found a great space to grow in Pearland,” Best said. The PEDC and Pearland ocials have worked with Syzygy Plasmonics on relocating to the city from 9000 Kirby Drive, Houston, since 2021. TxDOT declares 2021 second-deadliest year for Texas roadways; traffic deaths up 15% over 2020

The Texas Department of Trans- portation sent out a news release in March detailing its findings that are part of a larger issue nationwide: Roadways are becoming increasingly deadly. TxDOT reported there were more than 4,480 deaths on Texas roads in 2021, only a little behind 1981, the deadliest year to date with over 4,700 deaths. Roadway deaths are also on the rise nationwide. Officials reported an estimated 20,160 people died from vehicular crashes in the first half of 2021, 18.4% higher than in 2020. Texas saw an increase of almost 15% from 2020-21. “Driver behavior is one of the causes but also one of the most important solutions,” Transportation Commissioner Laura Ryan said in a news release. “This is not blame. These are facts. We all have a role. TxDOT can do more, and we accept

OTHER HIGHLIGHTS PEARLAND On June 13, Pearland City Council passed the rst reading of an ordinance that would restrict the city from entering into contracts with any council member and any business in which that person has a substantial interest. Council Member Joseph Koza on June 27 proposed an amendment to the second reading. Under the amendment, the city would not be able to authorize a contract with a current or former council member or a business they have a substantial interest in unless the member abstained from the vote, City Council agreed the contract is in the city’s best interest, and the vote passed with a three- quarters majority. City Council unanimously voted to postpone the second and nal reading to July 11. Pearland City Council will meet at 6:30 p.m. July 11 and July 25 at 3519 Liberty Drive, Pearland. Harris-Brazoria Counties Municipal Utility District annexes new Pearland planned development
PEARLAND Harris-Brazoria Counties Municipal Utility District No. 509 has added more land to its service area. Pearland City Council at its regular meeting June 13 unanimously passed a resolution that greenlights the annexation of a planned development at the intersection of Hwy. 35 and Bailey Road into Harris-Brazoria Counties Municipal Utility District No. 509. “This will add the 110-acre residential planned devel- opment at Hwy. 35 and Bailey Road that was recently approved,” Deputy City Manager Trent Epperson said. “There’s not a city rebate for this annexed area as a part of the MUD.” The planned development needed a zone change, which was granted at the March 28 City Council meeting. The property from Hwy. 35 to the Burlington Northern Santa Fe Railroad along Bailey Road was rezoned from heavy industrial to a planned development district. The project, which is expected to add 450 residences to the area, is moving forward, and groundbreaking is anticipated to take place by the middle of 2023, LJA Engineering Project Manager Katy Harris told Community Impact Newspaper in an April email. According to City Council agenda documents, the land needs to be annexed into the Harris-Brazoria Counties
Municipal Utility District No. 509 because there is not an adequate waterworks, sanitary sewer or drainage system in place for the population expected for the residential homes in the planned development. Harris-Brazoria Counties Municipal Utility District No. 509 will be tasked with constructing and maintaining those systems. The cost of extending those services is roughly $13.32 million, agenda documents said. Harris-Brazoria Counties Municipal Utility District No. 509 was rst created in 2007 to support development of Riverstone Ranch near Hughes Road and has expanded to several developments since, Epperson said. News from Alvin ISD & Pearland ISD

Friendswood ISD will meet at 5:45 p.m. July 19 at 402 Laurel Drive, Friendswood. Alvin ISD will meet at noon Aug. 3 for a workshop and 7 p.m. Aug. 9 for a regular meeting at 301 E. House St., Alvin. Meeting recordings are posted to the district’s YouTube channel. MEETINGS WE COVER OTHER HIGHLIGHTS PEARLAND ISD The board of trustees at its June 14 regular meeting approved the fiscal year 2022-23 budget in an unanimous vote. PISD is expected to see $236.06 million in total revenue, $128.7 million of which comes from local sources. Additionally, the estimated tax rate, which will be finalized at a future meeting, is $1.2931 per $100 valuation, Chief Financial Officer Jorgannie Carter said. PISD expects to have $243.43 million in expenditures for the 2022- 23 school year. The district will end with a deficit of $7.37 million for the school year. Some $170.78 million of the district’s expenditures is designated for payroll costs, Carter said. The trustees in April approved a 2% raise across the board for the 2022-23 school year.
Alvin ISD seeks tax reduction for first time since 2018-19 school year ALVIN ISD The board of trustees held its annual budget and tax rate public hearing June 14 to approve the fiscal year 2022-23 budget and tentative tax rate. Chief Financial Officer Daniel Combs presented a budget report to the board as the culmination of the six-month budgeting process. The projected FY 2022-23 tax rate is $1.3777 per $100 valuation. This is a $0.02 decrease from the approved tax rate for the previous three years: $1.3977. In 2018, the board committed to maintaining a tax rate at or below $1.45 per $100 of valuation. Under the new tax rate, the owner of a $250,000 home would pay $3,444.25 in property taxes to AISD compared to $3,494.25 under the FY 2021-22 rate—a savings of $50. While the budget and projected tax rate were unani- mously approved by the board, the tax rate is not final. “Many people don’t understand this: [The Texas Educa- tion Agency] calculates Alvin ISD’s annual tax rate, not the Alvin ISD board,” Combs said. The rate will remain tentative until further notice from the TEA. According to the presentation, the TEA will send a maximum compressed tax rate to the AISD board in August, and the rate is anticipated to be adopted in September. According to Combs’ presentation, the total projected budget for the upcoming school year is $339.85 million,

a 6% increase from the previous school year’s budget of $320.40 million. The general fund expenditures budget, or how the budget is projected to be spent, shows 61.8% of the budget will be geared toward instruction. According to Combs’ presentation, this is higher than the FY 2020-21 statewide average of 58.9% of district budget spent on instructional services. Compared to the FY 2021-22 budget, an additional approximately $3 million will be allocated toward the main- tenance of district property, and an additional $556,000 will be spent on police. The board previously approved a 3% raise for all staff for the 2022-23 school year and a starting salary for teachers at $61,100. These items are included in the budget.

A lot of the times when the shingle is about to end its cycle, when it rains or you have heavy winds, it’s starting to release a lot of granules, and it’s coming down in the gutters or the side of the house. … That’s when you know you’re getting close to the end of the life of the shingle. Look for wind damage, I would say, all the perimeter around the house. … Just anything that looks lifted a little bit. Sometimes the wind drifts in and then just lifts up some shingles or edge metals or even your pipe jacks or bands. Anything that just looks suspicious and lifted. … Sometimes it looks like the shingles might be OK, but because they’re being lifted, they’re breaking under, and now the roof is actually exposed to the next heavy winds.
HOW OFTEN SHOULD A HOMEOWNER INSPECT THEIR ROOF? Around the month of May they should do one inspection. … Homeowners don’t really check their roof until they realize that something is either missing or slapping on the roof. In hurricane season, when you get the high winds and rainy days and stu, I think it should be paid more attention. HOW SHOULD A HOMEOWNER SAFELY INSPECT THEIR ROOF? Well, I don’t recommend homeowners to get on their roof. Basically, just [a] visual inspection walking around the house and just looking at the shingles as close as they can from the ground. WHAT SIGNS SHOW THE NEED FOR REPLACING SHINGLES? By looking at your shingles you can see

TEXAS LAW CHANGES Two recent law changes benet new and longtime bills by allowing homeowners to acquire exemptions earlier and increasing how much value is withheld. homeowners’ property tax
As of Jan. 1, 2022, a qualied homeowner can claim a homestead exemption as of the date they own and occupy the property so long as the previous owner did not claim a homestead exemption in the same year. The change allows homeowners to benet from a homestead exemption, including the cap, earlier. Texas Tax Code change Homeowners had to wait until Jan. 1 of the following year they purchased the home to claim a homestead exemption. They would not see a cap on their property appraisal until Jan. 1 after the year they bought their home.
If residents who purchased a home in 2021 have been granted a homestead exemption this year, they will see withheld value from various taxing entities in 2022, but their homestead value will not be capped at 10% growth until 2023.
State propositions 1 & 2 The homestead exemption for each school district across the state was $25,000 .
Texas residents voted in May in favor of a proposition upping the school district exemption to $40,000 . Texas voters also approved a separate proposition to potentially reduce tax rates for school maintenance and operations for homeowners with a 65 or older or veteran exemption.
