Tomball Economic Development Corp. hits 30 years

A $47,614 TEDC grant approved in 2021 helped fund LSC- Tomball Community Library’s teen space renovations.

The Tomball Economic Development Corp. is celebrating 30 years this year. Established in November 1994, the TEDC is governed by a board appointed by City Council. “I feel like it’s really taken 30 years to build our identity,” Executive Director Kelly Violette said. Looking back The TEDC was created pursuant to the Texas Development Corporation Act of 1979, according to its website. Violette said after several citizens spearheaded its creation, the TEDC focused its early eorts on funding infrastructure. The impact The TEDC is funded with a half-cent sales

tax, equating to around $4.5 million-$5 million annually, Violette said. The TEDC’s grants can help businesses lease space or fund projects. Last May, the nal lot sold in the Tomball Busi- ness & Technology Park, a TEDC project that has generated over 500 jobs and more than $85 million in capital investment since 2015, per prior reporting. Going forward The TEDC’s projects underway include a sum- mer youth employment program, the First Baptist Church campus, the South Live Oak Industrial Park and helping fund the city’s alleyway project. “It’s incredible to me to sit back and go, ‘Look at all of this coming together,’” Violette said. “It’s such an exciting time to be in Tomball.”

In AAH’s December 2023 report, researchers cited emissions from 47 industrial facilities in eastern Harris County cost the community more than $313 million annually in asthma-related medical expenses. Harris County is inundated with multiple sources of fine particulate matter, said Inyang Uwak, AAH’s research and policy director. “It affects almost every system of the body,” Uwak said. “It’s a very, very tiny particle. What makes this particle very dangerous to health is when you inhale the particles, it can easily pass through all the protections in your respiratory tract.” Harris County Public Health Director Barbie Robinson said she believes commitment from policymakers, industry professionals and community partners must be made to address these issues. “Leadership from all groups must make a concerted effort to improve environmental conditions and address the health disparities caused or exacerbated by air pollution,” she said.

The U.S. Environmental Protection Agency announced new national air quality standards Feb. 7 that put Harris County in noncompliance along with nine other Texas counties, including in the Austin and Dallas-Forth Worth areas. The new standards require no more than 9 micrograms per cubic meter level of fine particulate matter—a pollution emitted by power plants, vehicles and industrial facilities that federal officials said can have dangerous and costly health effects. The previous national standard required no more than 12 micrograms per cubic meter. Based on EPA air quality data spanning 2020-22, Harris County air was measured to have roughly 11.4 micrograms per cubic meter annually. The county is also being projected by the EPA to not be able to meet the standards by a 2032 deadline. In a 2023 health disparities annual report released by the Harris County Public Health department, officials said the conditions of where people live and work can have significant effects on one’s health and overall quality of life. Air pollution also impacts residents’ health care costs, according to researchers with Air Alliance Houston.

Officials with the Houston-Galveston Area Council are working with the EPA on a 13-county climate action plan, which aims to develop aggressive strategies, programs and policies over the next three years to reduce air pollution, emissions and greenhouse gases in the region. The H-GAC was among entities chosen by the EPA in September to receive $1 million in federal grants for the plan. Harris County Commissioners Court voted at a Feb. 27 meeting to accept roughly 28% of the funds, or $238,750. The final plan was submitted to the EPA on March 1. On March 8, Texas Attorney General Ken Paxton filed a lawsuit against President Joe Biden’s administration to block the EPA’s new federal air quality standards. Paxton said in a news release he believes the federal standards are not based on sound science and will impose economic harm on Texas.

Tomball parks, recreation and trails master plan An action plan included in Tomball’s parks, recreation and trails master plan outlines $108 million in projects.

City Manager David Esquivel said there were not many surprises in the master plan, which he believes included a lot of “exciting concepts.” “It’s really looking forward to the strategic planning with the council to see how we’re going to start implementing this plan,” Esquivel said. In the plan, the recommended projects are broken down into $63.95 million of new projects, $41.7 million of revitalization projects and $2.5 million of enhancement projects. The recommendations include purchasing a property on the west side of Tomball, revitalizing the Depot Plaza and enhancing the Theis Attaway Nature Center. Specific recommendations are also laid out for each of Tomball’s seven parks, which include: • Expanding the walking trail at Broussard Park • Reorganizing the field layout and upgrading signage and scoreboards at Wayne Stovall Sports Complex • Creating individual master plans for Wayne Stovall Sports Complex, Broussard Park and Juergens Park “It’s no different than any other master plan that we have,” Esquivel said. “We’re going to approach it the same way, and so once we have a good refined number and list of projects, then we can identify all the funding sources.” Tomball Little League President Jeanne Foster said she would like to see the Wayne Stovall Sports Complex, where the league plays, revamped and enlarged to provide more fields and amenities for players and their families. “Over the last four years, Tomball Little League’s enrollment has grown significantly,” Foster said in an email. “We have averaged 1,000 players the last couple of seasons, and we anticipate our enrollment to continue to grow.”

At Matheson Park, $2.37 million in improvements are underway on pickleball courts, a splash pad and pool renovations. Assistant City Manager Jessica Rogers said the majority of construction should be completed by May or June. At Juergens Park, construction on Louie’s Together Playground, an inclusive playground, is planned to begin around August. “Our hope is that we’ll get everything wrapped up at Matheson before we move over to Juergens so we’re not doubly disrupting the park area,” Rogers said. Esquivel also said several new projects for the Depot Plaza, near which the city owns an undeveloped tract of land, may be included in the fiscal year 2024-25 budget, for which planning will begin this summer. “There’s really a huge need, especially with our festivals growing,” Esquivel said. “I think that is going to be a focus of ours for this upcoming budget.”

The city of Magnolia is also working on a parks and recreation master plan, hosting a workshop Feb. 22 where residents could provide feedback. Paul Howard, a project manager with Burditt Consultants who is developing the master plan, said the draft is anticipated to be presented to Magnolia City Council in late April or early May. Additionally, last August, Harris County Precinct 3 released its own parks and trails master plan, which recommended more than $758 million in parks and trails investments that include projects such as adding or replacing playgrounds; creating tennis and pickleball courts; and building a commu- nity center at Burroughs and Matthews parks. Esquivel said Precinct 3 was included in the development of the city’s parks master plan. “It is a goal to integrate their efforts with ours so that way they [line] up,” Esquivel said, noting the city has met with Commissioner Tom Ramsey about connecting Matthews and Broussard parks to make them look more like one park instead of two parks.

Annual Montgomery County Fair and Rodeo supports local youth Founded by the Conroe/Lake Conroe Chamber in 1957, the Montgomery County Fair and Rodeo started as Field Days, becoming a rodeo in 1979. “The initial event ... [provided] an opportunity for competition to showcase excellence in your craft of raising livestock and competing with your neighbors,” said Brian Hayes, Montgomery County Fair Association executive director. How we got here Beginning as Field Days, the rodeo moved to various local ranches and farms where dierent activities were added throughout the years. “We called it the Field Days back then, where they would literally bring their cattle to a rancher’s eld and would have their livestock compete against each other,” Hayes said.

As the event expanded, the annual Field Days began to resemble what the Montgomery County Fair and Rodeo is today. Staying local The Montgomery County Fair and Rodeo’s goal to support local youth through scholarships and auctions developed over time, with its mission formally adopted in late February. “It’s really exciting to go into this year with that piece of establishment,” Hayes said. Ready to rodeo Hayes said the rodeo has new entertainment options this season, set for April 11-21. New attractions includes concerts, a classic car show and Extreme Dogs—an event featuring athletic canine competitions. Last year, the rodeo hosted about 80,000 people and gave $1.6 million to local youth, Hayes said. “As our population continues to skyrocket, we anticipate the fair doing the same,” Hayes said. “And I look forward personally to seeing us become a 100,000-person event in the not-too- distant future.”
