Marialyn Barnard voted against it. “It is not customary of the court that there is a hostile precinct adoption,” Calvert said. As for Comal County, cities around I-35 will remain within Precinct 2. However, with a population increase of 41,173, Comal County did redraw lines moving part of the west end of Precinct 2 into Precinct 1 to better bal- ance representation. Statewide redistricting was also completed in 2021. Under new con- gressional changes, some cities have shifted districts and are now under new representation. However, law- suits brought across the state are chal- lenging the new boundaries arguing

that new districts hinder minority voting power. According to one law- suit, for Bexar County, census data and the American Community Sur- vey citizenship data indicate that the redrawn House District 118 has a Latino Citizen Voting Age Population concentration of 57.5%, 10.6 percent- age points less than the current plan.
