The city of Hutto was named a recipient of a $1.4 million grant from the U.S. Department of Transpor- tation Sept. 22, paving the way for additional improvements planned for Hwy. 79. The additional money will fund upgrades to the railroad grade crossing at Hwy. 79 and FM 1660 S., as well as the addition of a right-turn lane from FM 1660 S. onto Hwy. 79. Hutto City Engineer Samuel Ray said the improvements are welcomed, adding they would help improve trac ow and safety at the intersection. “WE’RE TRYING TO ... Hutto City Council hosted a work session Oct. 29 to discuss the trans- portation project and to allow for additional discussion among council members and those wishing to speak during public comment, Ray said. “The only potential impact is maybe a little bit more encroachment onto some parking areas […] of the existing buildings,” Ray said. “[The city wants] to make sure that we’re providing a good benet to the citi- zens of Hutto and being considerate to the business owners that are also very important to the city.” Timeline: The project has an anticipat- ed construction start date of fall 2022, per city documents. However, some owners of area businesses with frontage along Hwy. 79 expressed concerns regarding how the proposed right-turn lane could potentially minimize the distance between their buildings and the roadway. Andrea and Troy Farr, owners of Texas Pawn and Jewelry at 102 Hwy. 79, Hutto, said they are seeking clarication on the expanded roadway upgrades. “What we’re trying to do is to keep our building, our property and our employees safe,” Troy Farr said. Driving improvements Voters in November 2018 approved funding for three FM 1660 intersec- tion improvements. Per the 2018 bond package, the projects were then proposed to include work at FM 1660 and Limmer Loop, Hwy. 79 and FM 1660 N. and Hwy. 79 and FM 1660 S. for a combined total of approximately $6 million. Hutto will work alongside the Texas Department of Transportation and the Union Pacic Railroad, Ray said. In conversations this summer, Ray said the two departments suggested the city pursue the grant to help oset future costs related to the improvements. “We’re very happy to receive funds for this project to help improve the ow of the intersection as well as to

REGIONAL DEVELOPMENT Proposed $1 billion development, 4-acre lagoon coming to Leander

The public-access lagoon will serve as the centerpiece for more than 1 million square feet of com- mercial development that will include a hotel and a conference center, according to the city. “This dynamic mixed-use devel- opment is a game changer for our community,” Hill said in a release. In addition to commercial develop- ment, up to 1,600 units of multifamily residential development are proposed for the project, according to the city. A phasing plan was incorporated into the city’s agreement to require that commercial uses be constructed proportionally with residential uses. “The deal allows us to immedi- ately share in the economic benets on a property that should provide excellent returns if developed to its best and highest use,” City Manager Rick Beverlin said in the release. Leander Springs will qualify for

As part of an economic devel- opment agreement with Leander Springs, the city approved up to $22 million in performance-based tax incentives for the project, which promises to construct a 4-acre crystalline lagoon powered by Crystal Lagoons technology and surrounded by 10 acres of boardwalk and related amenities. The lagoon will be lled only once and will operate in a closed circuit for sustainability.

tax rebate payments once certain commercial development milestones are achieved, and only tax dollars generated from new commercial properties will qualify, the city said. Existing public funds will not be used to nance the project. Leander Springs is eligible to receive rebates from the city on property taxes, sales taxes and hotel occupancy taxes collected as Leander Springs develops. To qualify for the rebates, the crystalline lagoon must be completed by Dec. 31, 2023. No more than 400 multifamily residential units may be developed during Phase 1 and no more than 250 units in Phase 2. For Phase 2, Leander Springs must have 100,000 square feet of

Proposed zoning for Leander Springs was presented to the Leander Planning and Zoning Commission on Oct. 22. PFLUGERVILLE ISD Pugerville ISD’s future Elementary No. 22 will be named in honor of a former teacher who dedicated more than 16 years of teaching to the district, PfISD’s board of trustees revealed Oct. 15. The district’s 22nd elementary school will ocially be named Jessica Carpenter Elementary School following a unanimous board vote. PfISD received a total of 613 name recommendations for Elementary No. 22 and Middle School No. 7, district ocials said Oct. 15, with 117 submissions for Jessica Carpenter. Carpenter served more than 16 of her 20-year teaching career at PfISD, most recently working as a special education resources teacher at Brookhollow Elementary School. Carpenter died Sept. 10 after a four-year battle with Stage 4 esophageal cancer. Aaron Carpenter—Carpenter’s husband—thanked the board and the PfISD community for their kindness and support following Carpenter’s death. Aaron and Jessica Carpenter met in high school and worked together for a community service
