Eyeing erosion

Brazos River erosion projects gain state, federal funding

Design is underway on several projects in Sugar Land aimed at tackling erosion along the banks of the Brazos River. The erosion—which happens when ood waters reach a high enough ow rate to wear away the riverbank’s soil—was exacerbated by oods in 2015, 2016 and Hurricane Harvey in August 2017, Sugar Land City Engineer Jessie Li said. This can be seen at the 150-acre Sugar Land Memorial Park, where portions of trail near the riverbank are fenced o, with a sign asking visitors not to cross due to erosion. “We lost about probably 300-400 feet of riverbank after several [ood] events,” Li said. After years of funding eorts, the city of Sugar Land and Fort Bend County will receive millions from the state and federal govern- ment to address critical erosion points along the river as part of the Brazos River Riverbank Erosion Mitigation Project, also known as Project Brazos. A 2018 study showed that if Brazos River’s erosion was not addressed, parts of the banks could wash away further, causing billions in damages and potential loss of life due to the impact to infrastructure and homes.

Erosion-control measures are planned for Sugar Land Memorial Park, where several hundred feet of riverbank have eroded away after several years of heavy rain events.

What happened The $581,322 payment was the last in a series of costs listed in the economic incentive agreement. Trustees vote to audit bond after $132.6M cost increases At the Feb. 5 meeting, officials outlined strategies to address the current budget shortfall as well as for future bond measures, including using funds from other district sources, delaying some projects and deferring some cost overruns of current projects to future bond initiatives. Fort Bend ISD trustees voted unanimously Feb. 26 to begin meeting with a third-party auditor to see what the district might do about the projected $132.6 million shortfall in its May 2023 bond program—which could run 11.8% over budget. During the previous Feb. 5 meeting, district offi- cials identified factors they said led to the shortfall, including inflation and other economic factors. However, officials also said district personnel failed to disclose the projected shortfall in November before the district closed for winter break, and thus they were late finding out about the new projections. Remember this? The district’s $1.26 billion bond package included $1.18 billion for construction, security and other projects. The audit would reassess the construction cost overruns associated with the bond projects—particularly the seven largest, which amount to $93.6 million.

Fort Bend County commuters can now take a bus from Sugar Land into Downtown Houston for $4 one way with Fort Bend Transit’s new route that was set to launch March 4, after press time. The gist The “highly requested” Downtown Commuter Service joins other commuter routes the county’s public transportation department oers into Houston, including routes to the Texas Med- ical Center and Greenway Plaza area, said Perri D’Armond, director for public transportation for Fort Bend County. “The downtown service has been requested by our riders and employers for years, and it is, by far, probably our most highly requested route,” she said. While the COVID-19 pandemic slowed down the bus procurement process, the department can now kick o the new service, she said. Two erosion studies identified 13 points along the Brazos River deemed the most critical for the erosion already seen and the projected erosion rate, officials said. Since then, officials have sought grant funding to tackle these 13 projects, said Mark Vogler, the Fort Bend County Drainage District general manager and chief engineer. Of the 13 critical sites, four locations are in the city of Sugar Land, Li said. However, one site near the New Territory neighborhood at Hwy. 99 is already under construction by a levee improvement district. Now, county and city officials will partner to tackle the remaining three within the city limits, and city staff will also take on an erosion site near the Riverstone community—not included in the 13, officials said. The four projects the city is working on include: • Riverstone community near LID 15 • Eastern bank north of the Hwy. 59 bridge • Western bank south of the Hwy. 59 bridge • Sugar Land Memorial Park near LID 14 Additionally, Hwy. 59 over the Brazos River serves as an evacuation route for not only Fort Bend County but Brazoria and Galveston counties, Li said. The U-turn road under Hwy. 59 was destroyed by erosion; the Texas Department of Transportation has plans for a project to stabilize the bridge, officials said. “It is highly unlikely that we’re going to get a fully functioning turnaround back in that area, but there is work that needs to get done to stabilize the area underneath the bridge still,” Precinct 4 Commissioner Dexter McCoy said at the Feb. 13 Fort Bend County Commissioners Court meeting.

Finding funding Sugar Land and Fort Bend County will receive funding to begin various erosion-control projects in the city limits.

Project funding came from Texas’ 2023 legislative session and funding from the U.S. Department of Housing and Urban Development through the Texas General Land Oce, city and county ocials said. On Jan. 16, Sugar Land City Council voted to approve a $28 million grant application to the Texas Water Development Board to go toward ero- sion mitigation near the Riverstone community. Li said the funding was set aside for the city via House Bill 1 in the 88th Texas Legislature, and the city should have access to funding in March after the TWDB approves the allocation. Meanwhile, funding from the GLO should be made available in June, Vogler said. However, to help get started on the design of the other joint city and county projects as soon as possible, Vogler said the county will fund up to $12.45 million toward the Brazos River projects. “The county is fronting money to get this thing moving because, as with any grant, there’s
