Tomball OKs new comprehensive plan
County moves on road bond funding A total of $120 million in bond funds is set to be available for road work across Mont- gomery County by July 24, according to an update presented to commissioners June 10. The details John Robuck, managing director of BOK Financial Securities, and county bond legal counsel Marcus Dietz of Orrick, Herrington & Sutcliffe LLP presented the official timeline for when commissioners would have access to the first wave of bond funds from the $480 million bond issue approved by voters May 3. Robuck said, based on the county’s existing bond rating, the county will be able to get $120 million through the bond procurement process by July 24. “We are seeing the markets stabilize a little bit. Tomball’s comprehensive plan
The comprehensive plan includes several key focus areas, each supported by specific goals and implementation strategies, according to the document. Among the major components are:
During its June 2 meeting, Tomball City Council approved the city’s updated comprehensive plan, which outlines a long-range vision for land use, infrastructure, housing and mobility. The big picture The plan, last adopted in 2019, will act as a policy framework for future development deci- sions, capital improvement planning and zoning updates, per the agenda. The plan acts as the city’s guiding document for the next five to 10 years. Consulting firm Freese and Nichols, Inc. drafted the plan with guidance from city staff, City Council members, community members and focus groups, as previously reported. What’s next City staff will begin using the plan to inform zoning decisions, development review and updates to the city’s Unified Development Code, according to the agenda. The plan will be reviewed annually to track progress and ensure alignment with the city’s goals. Law enforcement pay equity examined Montgomery County commissioners on June 10 authorized the creation of a commit- tee to look at law enforcement pay equity across policing agencies in the county. The committee must report back to commissioners by the beginning of budget workshops—which are currently scheduled for Aug. 12-15—and include: • Gap analysis
Future land use map: Provides a guide for how land in Tomball should be developed or preserved. It includes a new zoning classification for duplex housing. Mobility: Recommends improving local street connectivity and promoting walkability. Housing and neighborhoods: Encourages a range of housing options to meet community needs while maintaining neighborhood character. Economic development: Identifies priority areas such as the Hwy. 249 corridor to support job creation and commercial investment. Downtown Tomball: Reinforces downtown’s role as the city’s cultural and economic core, and suggests steps for improvement. Infrastructure: Addresses stormwater, water supply and green infrastructure. The plan supports connecting parks and drainage features where applicable.

Following an internal restructuring, Mont- gomery County Sheriff Wesley Doolittle told commissioners May 13 that department efficiency, backlogs and call response times have improved. Montgomery County commissioners on May 27 approved Phase 2 of the office’s reorganization. Two-minute impact Doolittle said he restructured the sheriff’s office to a “bureau structure” to provide chain of com- mand guidance and efficiency to commissioners on May 13. The new structure divides the duties of the sheriff’s office under three assistant chief deputies. The specifics Doolittle said he felt the biggest

accomplishment in his first 100 days was the full staffing of the sheriff’s office and the reduction of wait times for calls to the 911 emergency dispatch center. He said 94% of calls to the emergency dis- patch center are now answered within 15 seconds . Additional challenges he said the department will be working to address include replacing inmate transport buses; staff and support space; and pay parities.

TISD OKs balanced budget for FY 2025-26, boosts teacher pay

Tomball ISD approved a $230.3 million balanced general fund budget for fiscal year 2025-26 at its special meeting June 17. The budget includes pay raises for all district employees. Greg Abbott signed House Bill 2 into law June 4, TISD plans to spend roughly $6.3 million on the teacher retention allotment, which will be used to provide perma- nent raises for teachers with at least three years of classroom experience. MISD greenlights raises for all employees in 2025-26 pay plan The Magnolia ISD board of trustees approved its 2025-26 compensation plan at a special board meeting June 10, according to a June 10 news release from MISD. The plan includes pay raises for all district employees. “This year’s plan reflects our board and admin- istration’s appreciation for the dedication of our staff, especially our veteran teachers, and our commitment to maintaining competitive compen- sation across all employee groups,” the district stated in its release. Breaking it down The 2025-26 compensation plan includes: • Minimum raise of 4% for all staff, including nurses, counselors, librarians, administrators and school resource officers
Tomball ISD approves bond-related items Tomball ISD trustees approved items related to the 2025 bond June 3. Current situation In 6-1 vote, trustees approved Lockwood, Andrews and Newnam as the construction and project manager for 2025 bond projects, allowing TISD’s chief financial officer to move forward with pricing negotiations. Trustee Jennifer Kratky voted against based on the company’s financial support of a political action committee. In a 6-1 vote, TISD trustees also approved the selection of Huckabee Architects for the new Tomball Intermediate School, allowing the superintendent to finalize contract negotiations using 2025 bond funds. Kratky also voted against based on the company’s financial support of a PAC.

LSC expects $21M in unallocated funds for FY 2025-26
Lone Star College proposed FY 2025-26 budget highlights
Lone Star College System officials said at a June 5 workshop meeting they will have $21 mil- lion in funds remaining to allocate for their priorities in the 2025-26 fiscal year after other revenue and expenses are accounted for. Officials said that will help to account for uncertainties such as the status of undocu- mented staff and students, and how that could affect the college financially.

The gist LSCS officials are expecting a tax rate of $0.1076, per $100 valuation, which is the same as the previous year. Tuition will not be raised for the 2025-26 fiscal year, officials said. What’s next LSCS trustees will consider formally adopting the budget Aug. 7 and adopt a tax rate Oct. 2.

Gulf Coast Regional Blood Center celebrates 50-year milestone Gulf Coast Regional Blood Center, a nonprot blood center founded in January 1975, celebrated its 50th anniversary this year. Theresa Pina, chief growth ocer for Gulf Coast Regional Blood Center, said with the new mile- stone came memories of impactful testimonies from over the years. “I get to hear the stories from moms that talk about how our blood products help their child get through their leukemia treatment,” Pina said. “I get to hear about people that were in major car accidents or traumas that happen and get to see that they’re living a normal life now.” Two-minute impact The Houston-based community blood center serves 170 hospitals and health care facilities in a
26-county area. It is also the only blood provider to Houston and its surrounding communities that serves 24 hours a day and seven days a week, according to the center’s website. One blood donation can help up to three people who need surgeries, cancer treatments or are enduring chronic illnesses or trauma, Pina said. To meet the community’s needs, the center needs about 1,000 donations a day. One more thing Pina said the center is also looking at the next 50 years and how it can expand the center, such as putting a greater focus on the contributions to research and opening a new building across the street from the center’s headquarters to serve as its new donor room. Pina said the new donor building will open this year. “We want to celebrate the 50 years of who we are going to be and how we can serve bigger and how we can save more lives, not only through saving people with transfusions, but also helping provide cures for medical mysteries that exist today,” Pina said.

Since its formation in 1977, the Montgomery County Hospital District has evolved into a local government entity offering three primary services across Montgomery County: indigent health care, pre-hospital EMS and public health. To meet growing needs, MCHD is expanding both personnel and infrastructure, Executive Director Randy Johnson said. “Just in the EMS program alone, we have about 350 EMTs and paramedics,” Johnson said. “We’re aggressively hiring. ... We’re also paying for some of our younger EMTs to go to school.” Johnson said the hospital district’s five- year plan includes adding four more EMS stations around the county. “They want to be careful and good custodians of the taxpayer dollar, but they also want to make sure that we’re providing a very good mission to the county,” Johnson said. The board members evaluate the budget and make policy for the hospital district to follow, Johnson said. “They’re responsible for making sure that we’re following policy, and ... setting what is the will of the people ... as far as health care and providing indigent care for the county,” Johnson said.
MCHD recently welcomed four new board mem- bers following the November 2024 election, three serving their first-ever term and one returning after a two-year hiatus, Johnson said. The new members are Vice Chairman Bob Bagley in the at-large Position 3 seat; Precinct 2 Commissioner Jackie Williams; Precinct 1 Com- missioner Kelly Inman; and Jason Walker in the at-large Position 1 seat. Each of the new members’ terms ends in December 2028. Johnson said special meetings were held to catch the new members up to speed.

Services, programs available MCHD provides access to training, vaccines and other programs.
As the 911 provider for the county, MCHD works with 12 local fire departments to respond to emergencies and transport patients to hospitals. Its public health division focuses on vaccinations, treating communicable diseases and tracking infections, Johnson said. “We still take care of our mission of taking care of patients who can’t take care of themselves,” Johnson said. “You can go on our website and see if you’re eligible. ... You can’t have insurance or your income can’t be too high.” The hospital district also provides sexually transmitted disease testing and treatment, and tuberculosis testing and treatment, Johnson said. “We’re like an octopus,” Johnson said. “We’ve got a lot of arms out there, a lot of reach.” To enhance public access to care, Johnson said the district has outreach approaches.

“Our health care assistance program is doing presentations ... to better notify people who need care and don’t have the resources,” Johnson said. A partnership with Lone Star Family Health Center is also in progress to provide health care to more indigent patients around the county, Johnson said.

Aging residents are a major driver of medical calls, Johnson said, and MCHD’s main responses include breathing problems, cardiac issues and falls. “When older people start falling, that’s when they begin a decline,” Johnson said. “It’s a lot different than you see on TV.”
Montgomery County’s rapid growth—4.5% to 5% annually—has driven increases in medical demand, Johnson said. Johnson said the call rate has increased at a rate between 10% and 13% per year for the last five years. The district is expanding the ambulance fleet at a rate of about four trucks per year. MCHD also plans to add two radio towers to strengthen communications: one in the

A statewide shortage in nursing faculty has prompted local health care and higher education officials to take action with a program to bring nurses into teaching roles. The Shared Nurse Academic Practice Partnership Initiative, a collaboration between Sam Houston State University and four hospital systems, aims to address that. “There is a nursing faculty shortage in the United States. ... In Texas in particular, it’s acute,” said Devon Berry, director of the SHSU School of Nursing. As Texas sees a shortage of nearly 46,000 registered nurses this year, SHSU is piloting the program to allow students to get hands-on experience led by nurses who’ve worked in the field for years, Berry said. Initially funded by $999,500 from Texas Higher Education Coordination Board’s Nursing Innovation Program Grants, SNAPPI launched in 2024 with a feasibility study showing SHSU was able to reduce reliance on part-time faculty by 10%, Berry said. According to the American Association of Colleges of Nursing, some factors contributing to the nursing shortage include: • Increase in age for faculty • Increase in early retirements • Leaving for better pay in private or clinical settings “Our hope is, by using the SNAPPI model in which we’re effectively sharing a nurse between a clinical and academic setting, that we’re able to continue to reduce this massive gap that we have in nursing faculty,” Berry said. SNAPPI allows nurses to continue to receive clinical pay while providing support as faculty. “Post-pandemic, the difference between what we pay a nurse in academia and what we pay a nurse in a clinical setting can exceed 30%, and you’re getting paid better in the clinical setting than you are in the academic setting,” Berry said. “So there’s a huge economic disincentive to get engaged with education.”

As of March 17, SNAPPI was approved for an additional $999,500 grant to help with scaling through replication, expansion and diversification in Texas, SHSU officials said. The expansion could help increase the number of nursing educators, Berry said. 5 St. Luke’s Health-The Woodlands St. Luke’s Health has awarded $1.5 million in grants to nonprofit agencies serving underserved communities this year, according to a news release. In the Montgomery County area, grants include: April 15: Interfaith Community Clinic, $75,000 April 21: Compassion United, $67,000 May 12: Angel Reach, $30,000 May 28: The Rose, $25,000
6 Texas Children’s The Woodlands The hospital began offering a Behavioral Health Intensive Outpatient Program in 2024 to provide support and serve adolescents age 12-17 who struggle with depression, anxiety, suicidal thoughts and emotion regulation difficulties, according to information from the hospital. Services through this program reflects the needs of adolescents and include skills-focused groups, individual therapy, family therapy, music and mindfulness-based interventions as well as caregiver support, medication management and discharge planning.
The hospital plans to open its Medical Plaza 5 building in July. The first tenants will include the hospital’s The Institute of Rehabilitation and Research outpatient program, hospital officials said. The new facility will provide first floor access for all patients as well as expanded space for services, according to the hospital system. It also includes full pediatric therapy programs and expands neuropsychology services to pediatrics.
1 HCA Houston Healthcare Tomball HCA Houston Healthcare Tomball was redesignated as a Maternal Level II facility in March, per information from the hospital. The facility offers care for mothers and pre-term infants. According to the hospital, it aims to provide care within the community to prevent the need for travel to the Texas Medical Center. In addition, the hospital’s Outpatient Mental Health Program opened in May 2024, which provides tailored mental health services in the Tomball area to treat a variety of conditions.

Hospital leaders are embracing artificial intelligence. Frontline teams are using AI- generated summaries in day-to-day coordination and discharge planning. Officials said this allows clinicians to spend more time with patients and less time on the documentation process. Additionally, virtual ICU technology is complementing bedside support. Cameras in hospital rooms bring virtual care to the admissions and discharge processes.
The hospital system opened the Houston Methodist Comprehensive Care Center in Creekside on April 11 at 26424 Strake Drive, Spring, in a two-story, 32,000-square-foot building. It includes space for specialties such as cardiology, endocrinology, neurology and more. The facility includes a new ambient listening technology, which will be used to help keep track of medical notes so the team can focus on the patient, officials said.
