Lower tax rate approved in Argyle Argyle residents will see a lower tax rate in fiscal year 2023-24 as the Argyle Town Council approved the tax rate and budget at the Sept. 18 meeting. Council approved a tax rate of $0.343111 per $100 valuation—a 6.09% decrease from the tax rate from the preceding year of $0.365347, according to the Town Council agenda. Zooming in The maintenance and operations rate is $0.246157, and the interest and sinking is $0.096954. The average value of a home is $617,339, and the average bill would be $2,119, up from $2,040 last year. The average value of a home last year was $554,599. The budget has $7.06 million in revenue and $6.89 million in expenditures, according to town officials.

Most residents in Flower Mound give the town high ratings for quality of life and its economy, according to a survey released by town officials after discussion at the Sept. 18 Flower Mound Town Council meeting. Flower Mound residents give high marks in survey
The details The survey showed 96% of respondents rate the town as a good or excellent place to live. Ninety-five percent of residents rated the overall economic health of Flower Mound as excellent or good, and about 9 in 10 residents praised the overall quality of business and service establish- ments in the town. Safety also ranked high with survey respondents, with 98% rating the safety in the downtown/commercial areas as excellent.

Flower Mound residents, officials discuss sewers Flower Mound resident Shirley Smith said she likes her septic system and doesn’t envision connecting to any sewer line system within the town of Flower Mound. Smith lives on Sunrise Circle and said she doesn’t want any change, as town officials contem- plate creating a sewer line extension to her area where people use septic systems. “There’s no reason to put that [extension] because most of the people out there can’t afford to hook into it,” she said. “It would take so much money for them to hook into it. A lot of people out there get such small amounts of [Social Security] money a month.” Smith and some other Flower Mound residents, including those who live on Sunrise Circle, met with town officials Oct. 5 at a public hearing to discuss the issue. Highland Village replacing waterlines A project replacing old waterlines within the city of Highland Village is expected to last approximately 180 days, according to City Manager Paul Stevens. Project specifics include replacing the old drain lines with new PVC waterlines on Sandero Drive, Bexar Drive, Victoria Drive, Malibu Drive and Inca Place, Stevens said in a press release sent out on Oct. 6.

Paving underway in Highland Village
GoZone funding approved for 2024 GoZone ride service will operate in Flower Mound, Argyle and Highland Village for another year. The Denton County Transportation Authority board approved a $10.4 million contract extension with Via for continuing its GoZone service through 2024. The gist The rideshare program will be available through at least September 2024 as one of two one-year extensions available under the contract awarded in 2021. The details Operations are expected to cost more than $9.8 million. The contract assumes about 234,895 hours of van service estimated to cost about $42.11 per hour.

Progress is being made on 10 residential roadways in Highland Village initially approved for reconstruction earlier this year. The first phase of the city’s 2023 Street Improve- ment Project was approved in May. The gist Paving is complete for Glenmere Drive, Camden Drive, Turpin Drive and Lamesa Drive. Medina Drive, Catlin Circle, Catlin Terrace, Ranney Drive and Lakeland Drive were funded in the first phase, and work on Moran Drive is also underway. Highland Village City Manager Paul Stevens said work on Lakeland will take “significantly” longer, pushing the final completion date of the entire project to early 2024. “It will most likely take a few months [to finish Lakeland] since there will be two holidays and some weather delays while they rebuild,” he said.

Argyle ISD officials attend special legislative session Argyle ISD Superintendent Courtney Carpenter and trustees John Westrom and Leigh Ann Artho represented the district Oct. 9 during a special legislative session. The three AISD representatives publicly testified in front of the Senate Finance Com- mittee, with Carpenter calling this a “critical step” in potentially getting Senate Bill 2, which would provide a minimum increase of $75 to the amount of per-student funding that is provided to districts, passed. Zooming in District officials are expecting significant fund- ing challenges of $3.5 million per year beginning in 2024. A release from the district states a special session is the only way for Argyle ISD and other districts in the state to find a long-term solution for their funding issues.
Lewisville ISD talks construction, health The Oct. 2 Lewisville ISD board of trustees meeting included construction and student wellness updates. Argyle ISD is still subject to losing approximately $250,000 via the Robin Hood formula of “recapture.”

New student initiative underway at MSU Midwestern State University’s Dillard College of Business Administration is establishing the Dillard Success Initiative geared toward improving student retention rates across the university. The background The initiative began this fall on the heels of a $600,000 donation in August pledged over a three- year period from the Dillard Family Foundation. Gifts from the foundation have historically allowed MSU to elevate the student experience by provid- ing funds for programs that would otherwise be precluded, said Je Stambaugh, dean of the Dillard College of Business Administration. A major factor that contributes to students with- drawing from the university is their struggle making the transition to college along with maintaining academic and social engagement, Stambaugh said. “They need somebody to encourage them. TWU launches new aeronautics program Texas Woman’s University is carving a pathway for women into aviation after the establishment of the Doswell School of Aeronautical Sciences. “TWU is uniquely positioned as an educational institution because they’re a woman’s university,” said Clint Grant, dean of aviation, business and logistics at Tarrant County College. “I don’t know of any other woman’s university in the U.S. that’s doing anything like this.” Grant was recently selected to direct the program at TWU starting Oct. 23. What to expect The professional pilot track is targeted to stu- dents interested in commercial piloting and cer- tied ight instructor training. The management track is intended to certify students as commercial pilots while teaching ight operation management skills rather than instructor training.

The Dillard Success Initiative aims to help fresh- men and sophomores be more successful, enjoy their college experience and get them onto a better academic footing. Achieving these in conjunction should help with retention rates, Stambaugh said. What to expect The initiative is divided into two main com- ponents. The rst is a supplemental instruction program for courses students struggle with that oers guided tutoring sessions to aid students with homework, test reviews or explaining dicult concepts each week, he said. The other component is a mentorship program that will pair rst-semester students with more seasoned students to help introduce them to the university as well as ensure they are involved in activities and forming relationships. This can help ease the transition to college and ensure students are a part of the MSU community, which has a direct impact on their success, Stambaugh said.

Prior to the COVID-19 pandemic, enrollment at NCTC’s Flower Mound campus hit 4,355 students in 2018—the highest n campus history. Enrollment is rising since the 2020-21 school year, Senior Marketing Specialist Elizabeth Abu said; the number of in-person students jumped from 494 in 2020 to 1,684 in 2023 as students returned to classrooms following a statewide easing of COVID-19 restrictions. Expanding a community footprint will be key to future in- person enrollment in Flower Mound, Abu said.

NCTC also oers a health science program that attracts a high number of enrollees; between 2018 and 2022, the Texas Higher Education database reported that a combined 12,937 students took courses related to health professions at the seven NCTC campuses—the second-highest total behind Liberal Arts Studies.
The Flower Mound campus partners with several local businesses and organizations, as well as the nearby Midwestern State University satellite campus. Both colleges are located in Flower Mound’s Parker Square and share degree- and tuition-matching graduation programs. “Our commitment to improvement is evident in the ... projects undertaken across our campuses, specically focusing on enhancing graduation and completion rates for our students,” said Brent
NCTC ocials are making a point to expand their community footprint in Flower Mound by partnering with local chambers and businesses as campus ocials hope to address the lower enrollment numbers seen since 2020. “Together, we’re building a stronger, educated future for Flower Mound,” said Lori Walker, Flower Mound Chamber of Commerce president. NCTC is now an ocial Lewisville ISD sponsor and made a donation to the district prior to the 2023-24 school year. NCTC also had representatives at Flower Mound’s SmokeFest, a barbecue festival. These actions serve to bolster the college’s presence in Flower Mound, Abu said. “Our plan is to be out and about more in Flower Mound in the coming year,” she said. Flower Mound’s namesake is already recovering from a sweeping grassre that hit Sept. 19. More than a month after re crews extinguished a re caused by nearby construction at The Mound—a giant prairie o of Flower Mound Road—the area is regrowing, said Diane Weathersbee of The Flower Mound Foundation. “A re, even an intense re like the one that hit, doesn’t really do any harm to the actual growth—if anything, it revives The Mound,” she said. “That’s why we always do these prescribed, practiced burns. Really, it’s business as usual for us going forward.” Weathersbee said the roots of the plants that make up the vegetation on The Mound—bluestem grass, switchgrass and Indian grass, among others—are between 10 and 12 feet deep, which preserves the plant’s life when res hit. It’s why planned res are a “natural part” of maintaining The Mound, Weathersbee said. Prairie regrows following re

Following an investigation, Flower Mound o- cials determined a town-contracted construction crew sparked the re while cutting rebar near the southeast corner of The Mound. Minor damage from the re was contained to a small area of cedar fencing surrounding The Mound, the fencing behind two homes o War- wick Avenue and a deck to one home o Warwick Avenue, according to a town release. No homes were damaged. “Because we’ve done [controlled burns at The Mound] so many times before, it was like calling a familiar play from our playbook,” said Flower Mound Fire Chief Paul Henley. “The incident com- mander on scene already knew exactly where he should be placing his resources.... Our reghters knew how to contain the re quickly and safely, because they’ve done it in a controlled scenario many times before.”

Going forward
The Flower Mound Fire Department has a program in place called Ready, Set, Go—The Wildland Urban Interface Fire Prevention Program that explains anti-grassre measures residents can take, Weathersbee said. But community vigilance is important, she said, even with fail-safes in place. “Our neighbors have a responsibility to be re wise,” she said.
Crews with The Flower Mound Foundation have used the time following the burn to clear out more wood-heavy plants, like small trees and bushes. Weathersbee said there is “little” the foundation or the re department can do to prevent “unplanned burns” at The Mound, especially during a burn ban. Something as small as throwing a cigarette into the prairie could cause a grassre, she said.

Lost Colony brings fresh Tex-Mex twist to Highland Village Matt Whiteley, director of brands for Tex-Mex restau- rant Lost Colony, said he and owner Mark Hulme fell in love with the “beachy jungle vibe” when they went to Tulum, Mexico. The duo then opened Lost Colony in Highland Village in November 2021. “[Tulum] is kind of like a small enclave that’s built the greenery hanging from the ceiling. One of the two patios, called the No Embargo Patio, is for guests age 21 and over with TVs mounted on the wall, Whitely said. Also of note

Horse riding, life lessons taught at Willow Creek Sarah Ward said she started riding horses when she was about ve years old. As she grew, so did her love for all things equestrian. “My parents couldn’t aord horses so the best way I could gure out to be around horses was to basically live at the farm,” she said. “My trainers aorded the opportunity to me to be able to work at the farm.” One of her rst jobs was sweeping the tack room oor when she was only eight years old. She then started riding and showing customers’ horses and became an assistant trainer. When she was older, she spent four years working for a veterinarian where she was an equine anesthesiologist and vet technician. Zooming in Ward opened Willow Creek Equestrian Center in 2014 in Aledo, Texas and relocated to Flower Mound in 2022. She said this location was particularly appealing because it was already established as a hunter/jumper rider facility. She leases the 22-stall barn, there are also two outdoor arenas, a fully enclosed indoor arena, pasture, and paddock space on site. As the sole owner of the business, she handles all aspects of the operation including daily stall cleaning, medical treatments, turnouts, bookkeeping and more. “They are surprised that when they are greeted by someone and given a tour of the facility they’re speak- ing with me, going over questions with me directly not just somebody who answers the phone, “ Ward said. “They are talking to the owner and the trainer.”
