Pedestrian bridge variance granted for regional trail project in Richardson A variance request allowing for the construction of a pedestrian bridge and ood mitigation mea- sures was approved by Richardson City Council. The request approved during the Sept. 25 meeting

The proposed alignment of the trail will closely follow the Silver Line track running from Shiloh Station in Plano to Grapevine. The pedestrian bridge will run under the existing rail bridge that crosses over US 75, Herrig said.

In a nutshell Mobility and Special Projects Manager Daniel Herrig said the project will use similar ood miti- gation measures to those along Spring Creek near US 75, which is about 175 feet downstream from the proposed bridge. There will be minimal impacts to the creek, according to city documents. The new pedestrian bridge will provide a con- nection between the Cotton Belt Regional Trail and existing city trails, namely the Spring Creek Trail. The bridge will continue the regional trail’s access

Richardson ISD adopts lower tax rate Richardson ISD officials adopted a new tax rate of $1.1431 per $100 valuation for the fiscal year 2023-24. David Pate, assistant superintendent of finance and support services, said it’s the district’s lowest tax rate in 33 years. The details The RISD board of trustees voted Sept. 21 to adopt the new tax rate. In FY 2022-23, the total tax rate was about $.017 higher than the newly adopted rate. Pate said nearly $0.11 of the decrease can be attributed to Senate Bill 2, which is intended to send money to school districts so they can cut taxes. Voters will see it on their ballots in November. The proposed tax rate was calculated assuming the passage of all the constitutional amendments, Pate said, adding that school districts are required to calculate tax rates that way.

Local districts join lawsuit against TEA Richardson and Plano ISDs joined other districts in a lawsuit against the Texas Education Agency over changes made to the accountability ratings system. What’s happening? Both boards of trustees voted Sept. 14 to join over a lack of transparency and timely notification about changes made to ratings calculations. Districts use the ratings to address educational priorities, and many families use them as a measure of quality. District officials said the new system would effectively lower A-F performance ratings for the 2022-23 school year in an unlawful way by calculating them retroac- tively. The lawsuit seeks to block the release of the new ratings.

The background The local ordinance, which had been in place since 1994, mandated curfew hours for those under age 17. The move came ahead of House Bill 1819, which was passed by the 88th Texas Legislature. The bill prohibits cities from enforcing ordinances that impose a curfew to regulate the actions of minors unless it is for emergency management purposes. According to a city memo, the bill is aimed at lessening adverse youth interactions with police that could result in a criminal record early on.

While the new tax rate marks a 1.03% decrease from the previous fiscal year, county officials expect the average homeowner to see an increase to their bill by 10.85%—or about $62 annually—due to the taxable value on the average homestead increasing by 12% in the county, according to budget documents. The increase in tax revenue for the county is expected to be nearly $81.4 million. The new budget and tax rate went into effect Oct. 1 and ends Sept. 30, 2024.

Residents seek preservation of Como Motel

A group of Richardson residents with support from across North Texas are looking to preserve what’s left of an iconic piece of the city’s history. In June, when rumors were circulating that the Como Motel could become a parking lot, resident Lindsey Sherritt began the Save the Como preser- vation campaign, which has garnered more than 5,200 signatures in support. “You have to think about what it stands for, what it used to be and what it can be in the future,” Sherritt said. Now the group is waiting to hear the fate of the formerly longest-running motel in the city from its new owners, Pappas Restaurants. Pappas Restaurants ocials did not respond to requests for comment prior to publication. How we got here Built in 1956, the formerly 35-room Como Motel once sponsored Little League baseball teams and broke racial barriers at the time by allowing Black kids to swim in the pool during summer, according to a since-deleted post on the Richardson Chamber of Commerce’s website shared by Sherritt. The motel closed in July, according to the Save the Como campaign’s petition. “It’s really kind of the last of the great, old road- side motels that are actually still standing in Dallas County,” said Reid Robinson, owner of Beyond the Bar and supporter of the campaign.

As of June, The Como Motel was still open. The next month, the property was sold to Pappas Restaurants.

What’s next? Sherritt and Robinson said that when the Save the Como campaign started, they hoped the prop- erty would be restored into a boutique-style hotel. Since Pappas Restaurants bought the property in July, ocials with the company have signaled a willingness to engage with Sherritt, she said. “We thought about dierent adaptive reuse ideas for the property, [so] it can possibly be part motel, part community space,” Robinson said. Options presented to the company include keeping part of the property as a hotel and using other parts as a restaurant and communal space. Sherritt said she has not heard back from Pappas Restaurants ocials on her proposals and does not know when that might happen.

Richardson City Manager Don Magner said a number of uses for the property would be allowed due to its commercial zoning. “[The Como] is part of the history of the ber of Richardson,” Sherritt said. “I think that’s why we should care. It speaks to a time that is gone. ... It is still useful; it still has a purpose.”

The expansion of the water pressure zone—an area of a city that receives consistent water pressure from a water storage tank—is part of Richardson sta’s plan to increase its water infrastructure capacity in the 825 Water Pressure Zone to allow for future growth. Located in the northwestern portion of Richardson, the project includes plans to build a new pump station, an underground storage tank, a new intake pipe from the North Texas Municipal Water District and new city water lines. The nal portion of about $11.6 million in funding for the 825 Water Pressure Zone project was approved by City Council at its Sept. 11 meeting. The water district’s intake pipe that will deliver additional water to Richardson has been factored into the district’s long-range planning for water needs, Public Communications Manager Kathleen Vaught said.

Part of the added capacity will also help service the nearly 3,000 apartments included in the upcom- ing Points of Waterview development that will bring additional residential and commercial water users. “With all of the growth we’ve experienced with [The University of Texas at Dallas] and [Texas Instruments] ... the 825 project is absolutely crucial to be able to provide the water that’s going to be needed for all that growth in that sector of Richardson,” Richardson City Council member Ken Hutchenrider said.

City Manager Don Magner said he envisions the 825 Water Pressure Zone eventually expanding to handle more of the areas directly east served by the 767 Water Pressure Zone once construction nishes. He added that once completed, it could accommo- date future city growth until full build-out. “The council and community have spent a lot of time creating visions for [the undeveloped land at UT Dallas], so this project was important because it creates the infrastructure that is needed to support those visions,” Magner said.

Hutchenrider said the project will help provide backup if other water infrastructure is inoperable and cover the increased demand in the city due to ongoing growth occurring in the 767 Water Pressure Zone. The work will also help accommodate more development expected along the Dallas Area Rapid Transit Silver Line corridor, Magner said. “Without the [extra] capacity … we would have to be mindful of additional growth,” Magner said.
