A third-party investigation into misconduct allegations found sucient evidence that former Pugerville Police Chief Jason O’Malley brandished a rearm and threatened a lieutenant within the department, according to a case summary and news release from the city of Pugerville on July 30. The report details an incident in which O’Malley threatened to shoot a former Pugerville lieutenant, Michael De La Rosa, in the foot while inside a police oce. Two other ocers, including Sgt. Commander Makeba Lewis, were also present. Probe alleges misconduct by police chief

Lewis and former Commander Jared Thyssen also resigned from the department during the investigation. The city is reviewing policies and training following the investigation, according to the release, and “remains steadfast in its commitment to maintaining a safe and respectful environment for all employees.” “While the actions in question did not endanger the public, they did not align with the expectations we hold for leadership in our police department,” Pugerville City Manager Sereniah Breland said. Stephen Grith was named interim police chief while the city searches for O’Malley’s replacement. Grith has over 33 years of law enforcement experience and over 10 years in city management.

The report determined that the incident, which took place on April 23, was the primary cause for the investigation. However, it also stated that O’Malley had “a pattern of unprofessional conduct,” including lack of weapon safety and professionalism. O’Malley retired during the investigation, which was initiated on April 29 following a complaint made by an employee during an exit interview.

Hutto police chief revisits plan for new justice center Hutto Police Chief Jeffrey Yarbrough presented a history of the city’s police department facilities, identifying a need for upgraded infrastructure, at a July 17 City Council meeting.

To meet the needs of the city today, Yar- brough said that the team would need at least a 26,000-square-foot facility. The breakdown Yarbrough laid out three concepts for a justice center facility at the July 17 meeting. These options range from $50 million to $65.3 million and include a 45,914-square-foot main police facility.
The city of Hutto and developer Wolver- ine Interests resolved a series of lawsuits in July that started in 2019 and centered around the Perfect Game mixed-use devel- opment project. The details Perfect Game, a baseball scouting com- pany, planned to relocate to Hutto as the anchor tenant in a $800 million mixed-use development led by Wolverine Interests. Hutto filed a petition against the devel- oper claiming breach of contract and seeking restitution. Wolverine Interests countered with its own claim. The amicable settlement officially resolves all existing disputes between the two parties. Additionally, the development site is now free for future projects.

Pflugerville projects $20 increase to utility bills The average Pflugerville resident could see a roughly $20 increase to monthly utility bills next year, according to a presentation on utility rates for the fiscal year 2025-26 by Pflugerville Finance Director Tracy Waldron. Digging deeper “We’ve been looking at the rate model every single year,” Waldron said. “[We] want to make sure that we have the most accurate data in that model.” In addition to growth in demand, debt service and impact fees—a charge to new development to fund infrastructure costs—also affect residents’ utility rates. Although the rates are lower than what city staff projected for future budgets during last year’s budget planning, the rates are still an increase from the FY 2024-25 budget.

Demographic report shows latest PfISD home construction, sales data
The latest data shows home construction in Pflugerville ISD is slightly higher than last year, but annual closings are slowing. Bob Templeton with Zonda Education provided the board of trustees with a first quarter 2025 demographic update during the June 27 board meeting, which included housing data for the district. The overview According to Zonda data, PfISD ranks 10th out of 20 area districts such as Austin, Hutto and George- town ISDs in annual closings. HISD starts construction to turn Ninth Grade Center into second high school
Site work is underway for an expansion and conversion of the existing Hutto Ninth Grade Center to the district’s second compre- hensive high school, Hutto ISD contractors said in June. Pflugerville’s Downtown East sees progress The city of Pflugerville finished asbestos removal and demolition operations on the Down- town East site July 11 as part of the larger project to develop the Pfluger Tract and build a new city hall and recreation center. The update Most recently, the city removed and disassem- bled the historic gin due to asbestos and structural deficiencies that rendered the building unin- habitable for many years. The removal will also accommodate the future extension of Main Street. Materials salvaged from the gin during the demolition process will be repurposed in downtown projects to preserve its history, according to the city. About the project Downtown East will create a new city center on about 29 acres of land located at the northwest
Incentives approved to bring Sprouts Farmers Market to Hutto Hutto City Council approved an incentives pack- age July 17 to bring a Sprouts Farmers Market to the corner of Hwy. 79 and SH 130, where a nearly 14-acre retail development is in the works. What happened Adam Zimel presented the details of the proposed development on behalf of Endeavor Real Estate at the meeting. The development plans to have Sprouts as its lead tenant. Endeavor’s plans include a 23,000-square-foot building to house Sprouts. Another 24,000 square feet would be dedicated to multi-tenant space, including “fast-casual” restaurants and other services. The development as a whole would cost around $28 million. Council voted 5-2 for the city to provide a

Texas State University recently unveiled a major expansion to transform its Round Rock campus to support a student enrollment of 10,000 by 2030. The plan includes projects for academic buildings, student housing and more, with an emphasis on building communal spaces. The campus reached an enrollment of 2,193 students this spring—a 21% increase compared to spring 2024—driven by the campus’s rst-ever freshman class admitted last fall. The school previously served only upper-level students. Julie Lessiter, TXST’s vice president of the Round Rock campus, said a combination of growth in Williamson County and the absence of universities oering freshman through graduate options in the area has the site “perfectly positioned to be the Texas State northern frontier.” Texas State aims for 10K enrollment

To make room for 7,500 students, TXST will need to build upon the rst phase of the master plan by adding more academic buildings and, for the rst time, student housing—200 beds—in the second phase. “You’re friends with the people in your classes, but you sometimes wish you had a strong bond and relationship with them,” said Ana Ramirez, a TXST Round Rock sophomore. “I denitely think adding these residence halls will really help with that.” The master plan’s future layout organizes student growth around a cross-pattern of quads and open spaces. Along side the campus’s rst quad, TXST’s next academic building would include “an iconic arch” that would mirror Trauth-Human Hall in San Marcos, Lessiter said. “[Students have] all said we really need some

With space available, the plan for the Round Rock campus includes a long-term development scenario to accommodate 15,000 students. Lessiter said the school’s degree programs for health professions could draw more students outside of the Austin metro, such as from Houston, Dallas and San Antonio, and ultimately lend to the university’s 15,000-enrollment mark. The outline includes expanding the campus southward across the property, with a network of quads made up of academic buildings. This would require upgrades to utilities, water infrastructure, technology and parking, according to the plan. While enrollment milestones could be years in the making, growth at TXST’s Round Rock campus will continue this fall with its second-ever class of incoming freshmen. TXST President Kelly Damphousse said at a May board of regents meeting that after the campus welcomed its inaugural freshman cohort of roughly 80 students last year, more than 200 are enrolled for the upcoming fall semester.
