The cost
The project is expected to cost $72 million, which will cover the cost of constructing the terminal building and other supportive infrastruc- ture. Funds from the Texas Department of Trans- portation, the Federal Aviation Administration and the city’s Tax Increment Reinvestment Zone are expected to ll the $14.3 million funding gap.

City ocials are in negotiations with two airlines interested in bringing passenger service to McKinney, a city news release states. Initial plans include estimates of 200,000 passengers annually and an average of three daily departures. The terminal could see as many as 1 million passengers served annually by its fth year of operations.
McKinney’s airport will see the addition of a commercial passenger terminal. McKinney City Council members expressed support for a site plan for the planned expansion during a Jan. 7 work session meeting that was approved Jan. 14 by the McKinney Planning and Zoning Commission. The terminal will include three gates with the ability to expand to ve gates and ground- loading for passengers, the release states. Other planned features include a quick-service concessions stand, a rental car lot, fuel storage

Performing Arts Center to see $5M renovation The McKinney Performing Arts Center will see a number of upgrades as part of a planned $5 million renovation project, according to city documents. McKinney City Council members unanimously approved two items related to the project, includ- ing a budget amendment and a contract for design and architectural work on the renovation, as part of the consent agenda at a Jan. 7 meeting. The specifics The McKinney Performing Arts Center is located in the center of the downtown McKinney square. The building has various offices, event halls and the Courtroom Theater, a 435-seat performance space. The renovation planned for the building will include interior upgrades such as replacing and updating equipment and flooring as well as improvements to dressing rooms and restrooms. Exterior renovations planned include repairing
Downtown overhaul negotiations continue Negotiations between city officials and developers M2G Ventures are continuing for a downtown project that will see four city- owned properties redeveloped into a hotel, residences and other uses. The gist The term sheet negotiation period for the downtown redevelopment project has been extended to June 30, 2025, according to city documents. McKinney City Council mem- bers unanimously approved the extension as part of the consent agenda at a Dec. 17 meeting. This is the second extension of the negotiation period for the project. The term sheet agreement being negoti- ated will determine the acquisition of prop- erty and redevelopment process for four buildings and tracts of land in downtown.

Looking ahead A proposal from Architexas details a 6-month process for the schematic design, selection of a construction manager at risk and development of construction documents. The proposal also estimates an eight-month construction period for the renovation project.

MISD sees rise in bilingual students
enrolling for school. The English as a second language, or ESL, program is meant to develop students’ skills in listening, speaking, and writing in English, according to MISD. Approximately 2,200 students are in the ESL program and over 50 languages are spoken amongst the district’s bilingual students. What else? Molly Hovan, MISD’s executive director of elementary school leadership, said there is a waiting list for students seeking to learn Spanish to enter the district’s two-way dual language program. The Lower 5 Plaza and SH 5 reconstruction projects in East McKinney will come to fruition later than expected. The project timelines have been extended as a result of changes to the SH 5 redevelopment initia- tive by the Texas Department of Transportation, Director of Engineering Gary Graham said at a Dec. 3 McKinney City Council work session meeting. The gist Timeline shifts for SH 5 reconstruction, Lower 5 Plaza project 399],” Graham said. “We will then have a little bit of delay, and then TxDOT’s proposed letting date starts mid-2028 for [SH] 5 through the city, so we’re going to see [SH] 5 construction for a long time.” TxDOT has prioritized other projects in the area as well as other portions of this project, Graham said, causing the timeline change. “TxDOT has been focusing on the [US] 380 bypass and Spur 399 extension, so it’s caused this project to slip a little bit,” he said. TxDOT is working to redevelop SH 5 through parts of Collin County, and extend Spur 399 in McKinney. The first phase of the Spur 399 extension project is expected to go to bid in December, Gra- ham said, and begin construction early next year. The proj- ect will include TxDOT designing, constructing and funding the bridge that will enable the Lower 5 Plaza project, according to the presentation. “We will see construction for three years on [Spur
The Lower 5 Plaza project includes a bridge at ground level on the existing SH 5 as well as a park that extends under the roadway and on either side of the bridge between East Virginia Street and Louisiana Street. The project will serve as both a public park and safe pedestrian crossing. The project was initially expected to begin construction in 2026. Work on the project is now not expected to begin until 2028.

Roadwork continues around new city hall Infrastructure improvements on roadways around McKinney’s new municipal complex are underway, with some portions nearing comple- tion, city staff said. The specifics The $13 million project includes improvements to various elements of infrastructure along East Virginia Street and Throckmorton Street. The scope of work includes street, drainage, utility, pedestrian and lighting improvements, Capital Improvement Projects Manager Blake Sills said. The intersection of Throckmorton and East Virginia Streets will also see the addition of a single-land roundabout. The project, which was funded entirely by the city, was a result of recommendations of a street and traffic study completed as part of the prepa- rations for the new city hall. Construction on the
Railroad project gets $3.1M federal grant A project to create a grade separation at a railroad crossing in north McKinney has received a $3.1 million grant from the Federal Railroad Administration, a Jan. 10 news release states. The details The award includes up to $3,139,500 for a grade separation project on McIntyre Road, where it crosses Dallas Area Rapid Transit railroad tracks, which would include creating a bridge over the existing tracks. The project was selected due its alignment with the program’s goal of enhancing safety and connectivity while also reducing future incidents at railroad crossings. Over $79 million was awarded to six Texas projects through the Railroad Crossing Elimination Grant Program.

Crunch Fitness, specialty grocery store coming to west McKinney
A $25 million mixed-use development is coming to west McKinney, The Eldorado Neighborhood Shops project, an initiative by commercial real estate development firm SLX Capital, will feature a gym, a specialty grocer and a mix of other uses, Ahsan Daredia said, a partner at SLX Capital. A groundbreaking was held for the project on Dec. 2. The specifics The roughly 14.5-acre project will be anchored by a specialty grocer that has not yet been announced, Daredia said. The project will also see a variety of other commercial uses including restaurants and a daycare, and an additional pad site in the project will also be developed for possible medical or office uses. “We’re excited to bring more retail for consum- ers, job growth for residents, and taxable revenue for the city of McKinney,” Daredia said in an email.

Medical Director Chibuike Okoro explains IV hydration therapy Intravenous hydration therapy, a popular well- ness trend, involves the direct infusion of fluids, vitamins and minerals into the bloodstream. While it can provide rapid rehydration, its long-term health benefits remain largely unproven, said Dr. Chibuike Okoro, medical director of Hospital Medi- cine for Baylor Scott & White Medical Center-Irving. Okoro spoke to Community Impact about how IV therapy works, the potential risks and what indi- viduals seeking this treatment may need to know. Responses have been edited for length, clarity and style. How does IV therapy work? IV therapy is essentially a quick infusion of water in the form of saline, associated with some elec- trolytes, vitamins and other minerals, but it goes
directly into the bloodstream. It’s typically used for rehydration in the outpatient setting and has a variety of uses in the hospital. Are there health benefits to IV therapy? What are they? There is no research that really supports that IV vitamin hydration provides clear health benefits. Overall, there’s been an increase in interest in wellness, alternative medicine and fitness, and IV hydration has found its landing place within that. Why do you think IV therapy has become increasingly popular in recent years? The marketing behind it has been huge. You see a lot of celebrities doing it, and I think in general, there’s an increased interest in wellness, fitness and alternative medicine. Most commonly you see IV therapy promoted right after drinking alcohol or right after excessive exercise, and so it can really help with the symp- toms you feel from dehydration, fatigue, lethargy [and] headaches.
The McKinney Fire Department is working to improve the community’s cardiac arrest survivability. The department has implemented the GoodSam app, a platform that connects medically trained community members with people needing medi- cal assistance during a cardiac arrest. The details The app, which launched in McKinney on Dec. 1, is intended to quickly get help to individuals in need, Battalion Chief Ben Jones said at a Dec. 17 McKinney City Council meeting. First responders and individuals with CPR train- ing can register with the app, which will alert users of cardiac arrest emergencies occurring within a few hundred yards. Verified users will serve as cardiac arrest volunteers, and are able to provide chest compression or defibrillation to victims before emergency responders arrive. “By introducing the GoodSam app, we’re

The department has also worked to increase the community’s cardiac survivability through other means, including by decreasing the hold time for the city’s emergency dispatch, Jones said. The dispatch hold time indicates the time between dispatch receiving a call and emergency response crews leaving to respond, Jones said. The department worked to streamline the dispatch process and saw a roughly 45-second month-to- month decrease in hold times as a result. Department officials have also worked to increase the number of automated external defibrillators, or AEDs, throughout the city. The city had 82 defibrillators, and through a partner- ship with AVIVE, was able to add 150 more, Jones said.
