GCISD’s new policies cover books, critical race theory, other issues

BY HANNAH JOHNSON

district policies referencing biological sex require students to use what is listed on their birth certicate or other government record. All of the policies were considered together as a single agenda item and were approved in a 4-3 vote. Trustees Becky St. John, Coley Canter and Jorge Rodríguez voted against the policies. The policies covering classroom materials and library books were recommended by the Texas Edu- cation Agency on April 11. Several districts across the metroplex, including Carroll ISD in Southlake, have adopted the split-book policy to have classroom and library books fall under dierent criteria. GCISD’s policies presented Aug. 22 were created “over the course of several months” by a board-ap- pointed policy ad hoc committee, the district’s internal policy review

Applause broke out after the 197th speaker nished out public com- ments at 11:17 p.m. Aug. 22 during Grapevine-Colleyville ISD’s school board meeting that saw the approval of a set of policies on a range of issues, including library books, con- troversial topics and bathroom use. The majority of the commenters spoke about the board’s vote on eight policies: selecting library books, selecting instructional materials, prohibiting the promotion of critical race theory, designating district bathrooms and changing facilities based on the person’s biological sex, dening how teachers should teach controversial topics, designating participation in UIL activities based on the student’s biological sex, the distribution of nonschool literature by students and the distribution of nonschool literature by others. committee and the district’s legal counsel. Superintendent Robin Ryan said Trustees Kathy Florence Sprad- ley, Casey Ford and Shannon Braun were on the ad hoc committee. The board vote came after nearly four hours of public comment. Braun made a motion to amend discussion rules for the item. Each trustee had three minutes to discuss and ask questions about the policies and could only speak once. St. John, Canter and Rodríguez cited concerns about teachers’ handling of the policies and possible

legal action against the district as their reasons for voting against the changes. “None of these policies are good for GCISD,” St. John said. Voting in favor of the policies were Trustees Braun, Ford, Spradley and Tammy Nakamura. They said the policies protected children and were a reection of community values. “I ran on the promise of ending these assaults on our children,” Nakamura said. “I’ve kept the prom- ise of my candidacy and will continue to do so.”

DISTRICT HIGHLIGHTS CARROLL ISD The board of trustees approved an increase to lunch plate prices at its July 11 special workshop. Lunch prices are $3.75 for elementary schools and $4 for secondary schools. Previous prices for elementary and secondary schools were $3 and $3.25 per plate, respectively. CISD’s cost to make a lunch plate is about $3.60 while the national average is $3.82, according to synopsis to the board. The total projected revenue for school lunches is more than $1.24 million, which is $220,699 more than last school year’s revenue, according to the district. Costs for the food industry have increased from 30%-40%, and prices are expected to stay high for the next two to three years, according to a presentation to the board. CISD’s child nutrition department is also facing challenges due to staffing shortages, the need for alternate ingredients because of supply issues, limited availability of paper goods and equipment repair costs. GRAPEVINE-COLLEYVILLE ISD The board of trustees voted Aug. 22 to change the district’s policy related to electing trustees. The new policy, approved in a 4-3 vote, replaces the requirement for candidates to win their place seat in a majority vote. The new policy states board members will be elected based on having the most votes in a particu- lar race. The new policy will eliminate the need for runoff elections. The policy goes into effect for the May 6, 2023, election. Carroll ISD Meets at 5 p.m. Sept. 26 2400 N. The board of trustees is proposing a property tax rate that is nearly $0.15 lower than the existing rate after assessed values came in higher than expected. At the Aug. 22 meeting, the board discussed a proposed rate of $1.1308 per $100 valuation for fis- cal year 2022-23. The FY 2021-22 tax rate is $1.2751 per $100 valuation. “The funding is based on a formula that is really not in our control,” GCISD Chief Financial Officer DaiAnn Mooney said. The FY 2021-22 tax rate was $1.2686 per $100 valuation. “We continue to excel,” Superintendent Lane Ledbetter said. “The things that we do financially are important within challenging times.” For homeowners whose property values did not change from last year, their property taxes would be reduced by about 3.93% under the new rate. District adopts new policies for reviewing books for classrooms, libraries

CARROLL ISD The board of trustees approved a split policy for reviewing books and instructional materials in a 5-0 vote at its July 25 meeting. Trustees Sheri Mills and Eric Lannen were absent from the meeting. The split book policy separates instructional and classroom materials,

known as EFA, and library materials, known as EFB, under two policies. The Texas Education Agency released the new policy options for districts to follow in April. The policy states library books must not include “harmful books,” and provides guidelines for that.

Whenever a book is challenged, a committee from the district has 10 days to review the material. A book challenged under EFA would be taken out of rotation for a year before recon- sideration. Books challenged under EFB must be removed from rotation for five years.

which will line portions of SH 26, are part of the city’s eort to beautify Colleyville Boulevard. Plans for the Colleyville Gateways began under for- mer Mayor Richard Newton, who was rst elected to the position in 1992. Mayor Bobby Lindamood said Newton’s idea was to brand where Colleyville began and ended. He said people driving through town often do not know whether “they are in Grapevine, North Richland Hills or Bedford.” The Gateways will help with that, Lindamood said. The city is constructing three gateways: the Pasto- ral Gateway at John McCain Road, the Main Street Gate- way at Main Street and the Creekside Gateway near Brown Trail. The Pastoral Gateway will have a Col- leyville identity sign, a tower, stone walls, agstone and a native meadow, accord- ing to city documents. The Main Street Gateway and Creekside Gateway will also have the tower elements as well as landscaping. Lindamood said Colleyville has high standards when it comes to construction, and the city demands a high level of quality when working with contractors and companies. “That’s what makes Col- leyville unique,” Lindamood said. “We actually care for those open spots and that hometown feel.” Lindamood referred to Main Street as having been a “sore spot” in the city for several years with businesses
