Grand Park to break ground as Exide cleanup continues

After two decades of planning, construction crews are set to break ground on Grand Park in 2026. A ceremony is planned for the week of April 13, Play Frisco Director Shannon Coates said at a Jan. 15 City Council work session. The details Grand Park will be 1,011-acres along the Dallas North Tollway. It will be built in phases: • Civic Park: community gathering spaces centered around Arrowhead Pond • Adventure Play: a children’s section with tree houses, playgrounds and a picnic area • Sports Park: facilities for baseball, pickleball, tennis, soccer, basketball and more • Botanic Garden and Nature Area: gardens featuring a labyrinth and water feature Civic Park construction is set to begin this year. It will include an amphitheater and pond.

How it’s going Voters approved funding for Grand Park in a 2006 bond election but construction has been delayed by cleanup eorts around Exide Technologies. The old treatment plant on the Exide site is gone, and contaminated soil in the former North Landll has been removed, Frisco Engineering Services Director Jason Brodigan said. When the city of Frisco bought the land around the Exide site, $25 million was placed in a trust for cleanup costs, Frisco Chief Financial Ocer Derrick Cotten explained. The city contributed an additional $14 million to the fund, for a total of $39 million. At the Jan. 15 work session, Cotten said the original $39 million budget will not be enough, which he expects to increase by roughly $20 million. There should be enough currently to continue clean up eorts through 2027, when ocials can ask for state funding again.

Frisco PD to spend over $1M on vehicles The Frisco Police Department will spend over $1 million on equipment and technol- ogy, largely focused on updating its fleet of vehicles. Frisco City Council approved the spending at its Jan. 6 meeting. Zooming in The department will draw funds for the purchases from its operating budget. Planned expenditures include: • $188,449 for in-car video systems • $109,843 for two Chevrolet Tahoes • $285,503 for mobile and portable radios • $1 million to upfit vehicles As part of the upgrades, Frisco police will fit two Chevrolet Tahoes with Grappler Police Bumpers, a device that can be used to stop fleeing vehicles by trapping their rear tire.

Frisco OKs $38 million for Kaleidoscope Park Kaleidoscope Park is on track to get a new 1,100- space parking garage. Frisco City Council approved up to $38 million for the project at a Jan. 20 meeting. The Frisco Economic Development Corp. will also contribute $7 million toward construction costs for the park updates as long as the project, which includes the parking garage and a potential office development, is complete by June 2028. City Council originally approved plans for the garage at a March 2025 meeting alongside a $14 million expansion of Kaleidoscope Park funded by the Frisco Community Development Corp. and the Hall Group, the developers behind Hall Park. • Outdoor video screen The project The garage will replace an existing two-story parking garage, and 100 of the 1,100 new spaces will be reserved for Kaleidoscope Park visitors, accord- ing to documents from the March 2025 meeting. The garage is designed to serve as the base for a planned office development. The office building, which would be at least 12 stories and house at least 100,000 square feet of office space, would sit on top of the parking garage.

Ann Anderson wins race for Frisco City Council Place 1

Ann Anderson won over Mark Piland in the race for Frisco City Council Place 1, according to unocial election results from Denton and Collin counties. The special election was called after seat holder John Keating announced he was running for mayor in the May election, leaving the seat open to a newcomer to the council. Anderson will com- plete the remaining term of oce for the vacated position, which expires in May 2027. Zooming in Anderson received 4,052 votes, or 50.66% of the votes during the Jan. 31 special election. Piland garnered 3,946 votes, which is a dierence of 106 votes. Anderson owns a local insurance agency in Frisco. “I am running to ensure Frisco remains safe, smart and connected as we grow,” she said when asked why she was running for oce. “My

leadership will focus on planning with purpose, supporting public safety, improving mobility and strengthening community partnerships so our city continues thriving for generations, while honoring the small-town feel we all value.” Her top priorities while in oce is to focus on protecting quality of life, ensuring infrastructure and trac solutions keep pace with growth, supporting public safety through data-driven planning, practicing responsible budgeting, and strengthening transparency and community engagement so residents feel informed, heard and connected, she said. Piland is a public safety consultant and former Frisco re chief. Collin County saw a 5.37% voter turnout while Denton County saw 6.92%. What’s next? All results are unocial until canvassed.

The Railhead is a new 80-acre, mixed-use development turning dirt in Frisco. The $3 billion development broke ground in 2022 and will bring multifamily housing, a park, office space and retailers near Wakeland High School between Dallas Parkway, Legacy Drive and Avon Lane. It has already completed construction on two multifamily projects, including Jefferson ParkHouse and Jefferson Railhead complexes. A 5-acre park within the development is also completed with trails, Heady Investments partner Annabelle Heady Garces said in an email. Frisco city officials first approved plans for The Railhead in 2017. In the years since, the project and its developers have entered into an incentive agreement with the city to build a 10-story office tower. includes 36,000 square feet, she said. “We have deals working with both local and national best-in-class restaurant groups,” she said. “There will be a mix of upscale and trendy casual dining. We have rooftop opportunities overlooking the park that two of these groups are exploring. We are also trading paper with some wellness groups, including a Pilates concept, medspa and elevated hair salon.”

The project is in Phase 1 of retail, and two of the three phases of multifamily development have been completed, Heady Garces said. Two seven-story class AA office towers are being marketed for the project currently, and each tower brings about 200,000 square feet of space. A 200-key hotel is also slated for the project, though a hotel brand has not yet been announced, Heady Garces said. As for retail, the first phase

Office space

The addition of office space could be beneficial for Frisco as local leaders see a move back to the office. Frisco is running out of building stock, said Jason Ford, Frisco Economic Development Corp. president, at an April Frisco Chamber of Commerce 2025 Development Summit event. At the event, he mentioned several developments including The Mix, The Railhead, Firefly Park and others that are bringing in office space. “Frisco’s success in part has been because of brave developers … [who] have built office build- ings,” Ford said. These developments are expanding “The Plat- inum Corridor,” Ford said. The Platinum Corridor runs along the Dallas North Tollway from US 380 to SH 121 and is named for its dynamic develop- ment, according to the city’s website. The Railhead overall will bring 1.5 million square feet of office space to Frisco. The first phase of office space construction will bring approximately 400,000 square feet.

The hotel, which will contribute to the city’s tax revenue when open, does not have an opening date. “Frisco is rapidly becoming the fastest- growing, most desirable, and safest top tier city,” Heady Garces said.

Stonebriar Centre surpasses 25 years in Frisco

2,000 people a year on average, Barnett said. The majority of retailers at Stonebriar Centre are national chains whereas a minority are mom and pop shops. The outlook When Stonebriar Centre opened in 2000, Pres- ton Road and SH 121 was a four-way stop, Barnett said. He points to the Dallas North Tollway’s expansion as one of the driving forces behind northern development. “If Stonebriar was going to be built today, I don’t know that you would pick a dierent site,” Barnett said. “[SH] 121 and DNT are adjacent to us. There’s this north growth that’s happening, but we’re still in a great area for our market.”

Stonebriar Centre, a GGP property, opened in August of 2000 in Frisco. The 1.7 million-square-foot center was anchored by Nordstrom, Macy’s and JCPenney, which are still open today. Multiple non-anchor tenants— including Chick-l-A, Starbucks and Abercrom- bie—have also surpassed the quarter-century mark at the mall, said Randy Barnett, Stonebriar Centre senior general manager. What’s happening When Stonebriar Centre is fully leased, there are approximately 175 tenants. This number uctuates based on the amount of space tenants occupy, Barnett said. A top-selling menu item is Avo Smash, an avocado toast served on sourdough with cherry tomatoes and pomegranate, and the breakfast pizza, featuring house-made pesto, roasted bell peppers, scrambled eggs and cheese. The Aussie Grind co-owner Lui Monforte said the café attracts a strong number of Australian and New Zealand customers. 4 Italian restaurants now open, coming soon Several Italian restaurants have opened or are slated to open in Frisco. Three restaurants opened late last year and early this year with another slated to open soon. Slice House by Tony Gemignani is the most recent to open. The fast-casual pizza franchise offers pizzas sold by the slice or whole. Beyond pizzas, Slice House offers pasta dishes, including a gemelli pasta with vodka tomato cream sauce, sal- ads and various Italian desserts, such as spumoni, cannoli and gelato. Mio Gusto Italian Cuisine opened in December and offers antipasta dishes, including house-made beef meatballs, baked clams and bruschetta, along with salads and soups. Pasta dishes include lasa- gna, ziti al forno, penne alla vodka and spaghetti, according to its online menu. Pizza O’ Pizza offers pizzas, pastas, burgers, wings and more in northwest Frisco. The restau- rant serves classic pizzas such as Margherita, vegetarian, four cheese and pepperoni. Its menu also features fusion pizza including tandoori, tikka, butter chicken, palak corn and more, accord- ing to its website. Coming soon in Frisco is MoMo’s Pasta. The restaurant will bring Italian cuisine to Stonebriar Commons. The Dallas eatery offers various Italian dishes, including pasta, pizza, risotto and other lunch and dinner plates. MoMo’s Pasta has brunch, lunch and dinner menus. Menu items include parmigiana di melanzane, tortelli di formaggio and Margherita pizza.
