TOWNSHIP FROM THE BOARDROOM At the October Township Board meetings, several recognitions and departmental updates were presented highlighting acts of heroism, community engagement and environmental initiatives. President and CEO Monique Sharp commended two Township employees, Martin Gantt of Covenant Administration and David Hernandez, Parks Facilities Foreman, for their courageous actions on September 8. The pair rescued a driver from a burning vehicle after witnessing a collision at Woodlands Parkway and Lakeside Boulevard. Their quick response and teamwork exemplified outstanding public service and dedication to the community. The Board issued proclamations recognizing Veterans Day on November 11 with a ceremony scheduled at Central Fire Station at 4 p.m., and The Woodlands Recycles Day on November 15. The latter highlights the Township’s long- standing commitment to recycling through events like the 3R Drive-Thru, bicycle and electronics collections and a new year-round battery recycling program recently launched at Central Fire Station. Discussion was held on the Grogan’s Point Nature Trail Pathway Bridge replacement, approving a $407,797.17 repair project that includes erosion protection, permitting and new concrete piers with a projected completion of nine to 12 months. An update was provided on Water Renewal The Woodlands, a collaborative long-term infrastructure plan by Woodlands Water, the MUDs and SJRA to modernize aging water and wastewater systems. The Community Working Group continues to serve as a key link between residents and agencies to ensure transparency and engagement. The Board also received a law enforcement update and celebrated National Night Out 2025, which featured 289 parties, participation from 9,100 homes and collaboration among multiple public safety agencies. No. Trailers, trailer homes, recreational vehicles, mobile homes, boats and other similar vehicles or

equipment may not be parked 48 consecutive hours or more on any street or on any lot where visible at ground level from a street or adjacent property. Farm-

type tractors, semi-truck tractors and trailers or other similar vehicles ar not permitted to be stored on any street or on any lot where visible. Parking on lawns, ditches, open-space areas or other dirt, gravel or grassy areas is not allowed. It’s also good to know that a disabled vehicle can be kept on your driveway, if it is properly covered with a fitted vehicle cover that is in good condition and in a muted, earth-tone color (such as tan, gray or brown). This helps maintain the neat appearance of our neighborhoods. Please note that tarps, blankets or makeshift coverings are not permitted as vehicle covers. These classic gifts promote healthy, outdoor fun and are safer for use on the pathways. Please remember motorized vehicles are not allowed on The Woodlands Township pathways except for accessibility or maintenance purposes.

Partnership targets human trafficking

The outlook

The DA’s office is now working to gather human trafficking data from Montgomery County for HTI as part of the agreement, officials said in October. The partnership began with a two-day training for regional law enforcement entities in September. “Our office has already engaged in training,” the DA’s office said in a statement. “Our office has also participated in operations directed at targeting human trafficking in our area.” Through this partnership, HTI and Montgomery County aim to continue holding informational and technical training sessions to increase awareness and assess key areas for enforcement, according to information from the partner agencies.

A new partnership underway in Montgomery County will bring additional training and resources to local law enforcement agencies to curb human trafficking, officials said. Montgomery County is one of five counties in Texas to form a multiyear partnership this fall with the international Human Trafficking Institute, which aims to increase prosecution of offenders, said Tyler Dunman, vice president of programs with HTI Texas. The HTI Texas program formed this year. The change in leadership in the Montgomery County DA’s office, which leads the partnership, will not affect these plans, according to a statement from the DA’s office. Brett Ligon resigned from the position to run for state Senate District 4 in 2026, he announced Oct. 2. While the program will target both human and adult trafficking, the Texas Department

Arts center prospects face rising costs

Looking ahead

The board is considering all options before committing to build the arts center, which could even include a private partnership if that proves feasible, Heiser said. “It’s the last piece, really, of The Woodlands that [founder George Mitchell] had intended for us to have as an amenity. So we’re in year 50, and I think that is really what got the discussion started,” Heiser said. In November 2024, the board approved $43,090 for a cost analysis for construction and operation of a performing arts center that did not produce a viable scenario. The board has requested another study and will further discuss the timeline for the performing arts center early next year, Heiser said.

The Woodlands Township board of directors is still exploring the possibility of building a performing arts center—but it may pursue a private partnership due to rising costs, township officials said. A large part of determining the feasibility of the project has been finding a location for a building, board member Cindy Heiser said. While no location has been identified, the board has talked about three potential sites, she said. A memorandum of understanding developed between the township and the Pavilion in 2019 proposed a 1,500-seat venue. The project was estimated to cost $71 million at the time, according to official documents. Since then, the median estimated cost has grown to about $200 million—and the board is now looking at the potential for a smaller facility, Heiser told Community Impact .

Committee rejects Goodwill applications as ‘warehouse’ use

A committee in The Woodlands unanimously rejected applications for a Goodwill store at Cochran’s Crossing Village Center Nov. 5, stating the site would be a warehouse use, which is prohibited at the center. Lauren Bottonari, vice president and market officer for Regency Centers, which leases the property, said on Nov. 6 the company has a lease with Goodwill and is reviewing the information presented at the meeting. What happened The Woodlands Township’s Development Standards Committee, which heard the proposal, enforces standards governing residential and commercial property use, according to informa- tion from the township. Goodwill and Regency proposed an 8,640-square-foot location at 4747 Research Forest Drive, Ste. 450, The Woodlands, that would include a donation center entrance in the back and

space inside the facility for sorting. The site was a former CVS location. About 20 people spoke during the public comment, citing concerns including safety and the potential impact on other charitable organizations. The outlook The DSC unanimously voted to turn down the application based on its interpretation that the Goodwill, as described, was a warehouse use. “When you have a space this size and you bring items in and you sort, you may bring it to the front, but we heard if it doesn’t sell, it’s going back to the warehouse,” DSC Chair Arthur Bredehoft said. “That’s a warehouse-type of operation.” The matter will now go back to the applicant, Bredehoft said. From there, they could ask the development company, Howard Hughes, for a determination on whether the Goodwill falls out- side the “first-class uses” required by the general warranty deed it holds on the property.

$70M allocated to county road bond projects Montgomery County commissioners have allocated almost $70 million to road bond projects, which is more than half of the rst $120 million issuance from the county’s $480 million road bond, according to an update presented during the Oct. 28 Commissioners Court meeting. The breakdown Ocials said they are preparing for the next round of the bond issuance to provide more funding for road bond projects. Per the October nancial report, Precinct 2, which includes a small portion of the north side of The Woodlands area, has the largest allocation in the rst round of funding among the four precincts at $31 million. Precinct 3, which includes most of The Woodlands and south Montgomery County, has the second highest allocation at $17.6 million. As of October, the county reported $129 million in total income from the 2025 road bond pro- gram—$128 million in bond proceeds and about $1 million in interest earnings—according to the October nancial report. Plans advance for new court launch Montgomery County commissioners on Oct. 28 approved a plan for the addition of a new criminal district court, which is set to begin operations Sept. 1, 2026. The impact The proposal creates space for the incoming 523rd District Court while freeing up two additional courtrooms in the existing courthouse.
