Data from the Texas Education Agency between 2008-18 highlighted dou- ble-digit growth in Round Rock, Pugerville and Hutto ISDs’ bilin- gual and English as a Second Lan- guage enrollment, increasing 33.8% in RRISD, 87.1% in PfISD and 67.1% in HISD, respectively. As it stands, 92 languages other than English are spoken in Round Rock ISD, 53 in Pugerville ISD and 17 in Hutto ISD—a trend, ocials from each district said, that is only expected to continue. The rst of three new yovers connecting SH 130 and Toll 290 opened the weekend of Jan. 11— eight months ahead of schedule for the project’s contractor, Webber. The project had antici- pated opening the southbound SH 130 to western Toll 290 y- over in August. Drivers using the yovers will pay 61 cents when using an electronic toll tag or 92 cents by mail. “The Mobility Authority is proud to deliver this critically-needed connection ahead of schedule,” said Bobby Jenkins—the chairman of the board of directors for the Central Texas Regional Mobility Authority, which is overseeing the project—in a statement. “It’s extremely rewarding to see all of the improvements that have tak- en shape at this intersection since 2015 when the need for greater

mobility was rst identied. Many of our stakeholders comment on how quickly the work is progress- ing, so we’re glad to be on track to substantially improve two of Central Texas’ most heavily- traveled highways.” The $127 million project rst began construction in November 2018 and is expected to nish in late 2021. The Mobility Authority is funding two of the three y- overs: one going from northbound SH 130 to westbound Toll 290 and one going from southbound SH 130 to westbound Toll 290. Both yovers will be tolled. $41.1 million using toll revenue from the Central Texas Turnpike System to build the eastbound Toll 290 to southbound SH 130 yover, which will not be tolled. sure its completion before the start of the 2020-21 school year. The construction process is anticipated to take approxi- mately four months, Ray added. Alongside the Limmer Loop intersection project, two other FM 1660 improvements were included in the November 2018 bond. The first involves work on the intersection with North Hwy. 79, and the second at the intersection with South Hwy. 79. Ray said Jan. 2 that those two projects are expected to be completed simulta- neously to help ease the construction process. Ray estimated design plans will be roughly 60% complete by the end of January. Following the completion of its design phase, the city will work with the Texas Department of Transportation and Union Pacific Corp. for approval before beginning right of way acquisition and utility coordination processes.

The city of Hutto is progressing forward with intersection improvements at FM 1660 and Limmer Loop, with design work expect- ed to be completed in late January. Senior City Engineer Sam Ray presented updates to Hutto City Council at a Jan. 2 meeting, ad- dressing the status of the upcoming project. Ray said the city is currently coordinating with the developer and adjacent property owners on upcoming construction plans as well as evaluating drainage considerations for the project. Following completion of its construction design, Ray said the city will begin the right of way acquisition process, which he said typically takes between four to six months. Ray also said at council’s Jan. 2 meeting that the process could be expedited to help progress the construc- tion on a faster timeline. The city, Ray said, is looking to break ground on the project in April to help en-
