Airport expansion construction, funding terms get greenlight
Work on the proposed commercial passenger service terminal expansion at the McKinney National Airport is expected to move forward after a slate of actions taken by McKinney City Council during a May 6 meeting. The actions come two years after McKinney residents voted against a $200 million bond proposition to fund a larger vision for the expansion. Instead, construction costs approved by council members in May total about $61.36 million. The project, which has varied in size and scope during the planning process, will feature a 46,600-square-foot commercial passenger service terminal along with various supportive infrastructure. Council members approved five resolutions and one ordinance related to the McKinney National Airport expansion project, with council members Justin Beller and Patrick Cloutier voting against some items. Council member Charlie Philips was absent during the votes. The ordinance approved amends the city’s fiscal year 2024-25 budget to allocate funds for the project while the resolutions authorize the city manager to execute project contracts with various firms for services like engineering, materials testing, construction management and more.

The construction contract with Swinerton Builders is expected to cost just under $58 million, Assistant City Manager Barry Shelton said. The remainder of the contracts with firms including Garver, Terracon Consultants, Spinelli Construction and Matador Engineering are expected to cost about $3.36 million.
Before the items were presented to council, Mayor George Fuller said that the city has received more than $88 million from federal, state and county participation in support of the project. The city is pursuing more grant money for the project, which is also eligible for reimburse- ment by the Federal Aviation Administration, Fuller said. “What we build today is for our children and grandchildren,” he said. “A community with access to infrastructure that supports jobs, enhances regional mobility and reinforces McKinney’s leadership in North Texas.” Cloutier said he’s lost sleep over this project and that he wanted the city to secure addi- tional grant money before they voted on the contracts. “It is super important now that the city is committed to this passenger terminal—that we absolutely get this right for the taxpayer,” he said.

Council approves new drive-thru distance regulations The city of McKinney will now require a greater distance between restaurants with drive-thrus and single-family residential zones. The proposed Hugs Cafe Inc. headquarters is set to move forward after McKinney City Council members voted 6-0 to approve the request during an April 15 meeting. Council member Michael Jones abstained from vot- ing because he sits on Hugs Cafe’s board of directors. The $10 million facility will house Hugs Cafe, a nonprofit organization that offers training and employment for adults with developmental disabilities. In a nutshell The new zoning allows for nonprofit trade school uses at the new building, city docu- ments state. The two-story facility will be located at the northeast corner of Andrews Street and Green Street.

City receives tourism friendly certification The city of McKinney was designated as a tourism friendly city by Travel Texas, a mar- keting program within the Texas Governor’s Economic Development and Tourism Office. The Tourism Friendly Texas Certified Community designation was announced April 30. The program was created to encourage Texas communities to pursue tourism as an economic development strat- egy, according to Travel Texas’ website.
Murphy USA Station planned for US 380 gets OK A new Murphy USA fuel station is planned at the northwest corner of University Drive and College Street. McKinney City Council members approved a
zoning request for the fuel station during an April 15 meeting following a round of public comments that saw three residents speak in opposition and one resident speak in support of the project. Council members voted 5-1 to approve the zoning request. Council Member Geré Feltus voted against approval of the request. The specifics The new zoning enables alternative develop- ment standards for the fuel station including reductions in requirements for residential setback distance, street buffer width and distance of passenger vehicle fuel sales from residential prop- erties. Single-family residential uses are located to the north and east while land to the south and west is zoned for commercial use.

McKinney ISD gets ‘B’ rating from state agency for 2022-23 school year

2022-23 school year, 29 campuses were rated and did not include Frazier Elementary because the school did not open until the 2023-24 school year. The A-F accountability rating system was established in 2017 by the state legislature, and the first set of ratings was issued by the TEA in 2018, the release states. The score calculation method was updated for the 2022-23 school year. “What if” ratings, meaning what the district would have scored if the agency had not revamped rating guidelines, were also released for the 2021- 22 school year as a basis for comparison, and MISD received a “B” rating with a score of 85 out of 100. “While MISD understands the need for account- ability, we believe that comparisons to previous school years must be accurate and meaningful,” an email from MISD officials to parents and staff states.
The Texas Education Agency awarded McKin- ney ISD a “B” rating for the 2022-23 school year. The ratings were released April 24 after a two-year delay. The agency could not release the ratings sooner because of a lawsuit that included more than 50 districts. Local districts who joined the lawsuit included MISD, Frisco ISD, Prosper ISD, Richardson ISD and Dallas ISD. TEA is prevented from sharing more recent school ratings from the 2023-24 school year due to a separate, ongoing lawsuit. School performance ratings from the 2024-25 school year are scheduled to be issued in August. Collin College will offer a new baccalaureate degree during the fall 2025 semester. The Bachelor of Applied Technology in software development is the college’s fifth baccalaureate degree program. The program will be housed at the Collin College Frisco Campus and will build on the school’s existing program that offers an Associate of Applied Science degree in software development. Students in the program will learn “real-world software development practices” and modern programming frameworks through hands-on experience, an April 16 news release states. “Graduates of the Bachelor of Applied Technology in software development will be prepared for a rewarding career in this high- demand, high-pay field,” said Diana Hopes, campus provost of the Frisco and Celina campuses, in the release. Officials invest in upgrades, renovation projects at city facilities Projects to upgrade and update city-owned facilities are underway across McKinney. The gist The projects, including some outlined in the city’s Capital Improvements Program, look to improve publicly accessible spaces such as the Roy and Helen Hall Memorial Library and the McKinney Performing Arts Center. The big picture
since the rst quarter of 2023 when infrastructure work began. Annmarie De La Vega, executive vice president and chief brand ocer, said construction will consist of three phases. “All on-site and o-site infrastructure is in place,” she said in an email. “The major components of the project have been delivered and development is progressing in alignment with the original vision and strategy.” Some tenants, including grocery chain Whole Foods, are actively working on interior build-outs.
As the rst phases have opened to the public, so have several businesses, including OrangeTwist, Velvet Taco and Chewy Vet Care. OrangeTwist Center Director Taylor Turano, who has lived in McKinney for 10 years, said the city doesn’t have anything like West Grove. “People are just excited about the development in general,” she said. “It’s been interesting and exciting to see people walking around.” The project comes from Dallas-based De La Vega Development and has been under construction
Less than ve years after receiving initial city approvals, mixed-use development West Grove is welcoming shoppers as businesses and restaurants begin to open their doors. The 52-acre project is currently under construction, with the project’s rst and second phases already open to the public, ocials said. When it’s nished, the development will feature 500,000 square feet of retail and restaurant space, and 55,000 square feet of residences, including luxury apartments.

The location selected for the West Grove project was highly strategic, De La Vega said. “It sits at the front door of [Stonebridge Ranch] and at the center of rapid growth north of [US 380],” she said. “Simply put, the site checked all the boxes.” West Grove was intentionally designed for the community, De La Vega said. Project ocials conducted studies to understand what the neigh- borhood wanted, and development was shaped to reect local character, she said. “Our goal was to create a destination that oers modern amenities, premium dining with expan- sive patios and a park,” she said. “We didn’t want to build something people would pass through— we wanted to build a place for people to gather, stay and connect.” Assistant City Manager Jennifer Arnold worked as McKinney’s planning director when the West Grove development underwent the city planning process.

De La Vega said ocials are planning the third phase with construction expected to begin in 2026. The multifamily portion of the project, which is being developed by Millhouse Residential and will feature luxury units averaging 1,000 square feet, is already under construction with delivery expected in winter 2026, De La Vega said.

“It’s exciting to see that they’ve been able to deliver on the things that were only a vision in [their] head ve years ago,” she said. The general public is now looking for experi- ences when they go out to eat or when they go shopping, Arnold said. The West Grove develop- ment is adding a mix of retail, restaurants and oce space with open space integrated through- out the property, she said. “It creates a space for folks to be able to go do multiple things,” Arnold said.
