The downtown district is also a tax increment reinvestment zone, or TIRZ, meaning some property tax revenue is reallocated to this district to fund public infrastructure improvements similar to those proposed in the update. City staƒ said this could be one way the plan is funded. Construction is also expected to begin on the City Center and parking garage this spring.
