Prosper creates funding district along tollway Prosper residents can expect to see a new tax increment reinvestment zone, or TIRZ, aimed at boosting development along the Dallas North Tollway and parts of downtown. At its Dec. 9 meeting, Prosper Town Council unanimously approved the creation of the new TIRZ and its proposed investment plan. The new TIRZ No. 3 generally includes property along Dallas Parkway from US 380 to Frontier Parkway and parts of the downtown area. Zooming in A TIRZ allows a municipality to use a portion of future increases in property tax revenue to fund public improvements within the zone. Prosper currently has two other tax increment reinvestment zones, including TIRZ No. 1 around the Gates of Prosper area and TIRZ No. 2 at Dallas Parkway and US 380.

Celina Parkway to see updates in 2026 A new road construction project is expected to begin soon on Celina Parkway. Celina City Council members approved on Dec. 9 a $1.75 million contract to repair and resurface Celina Parkway. PISD sets middle school attendance zones for 2026-27 With a new middle school set to open in the 2026-27 school year, Prosper ISD officials have set new attendance zones for its middle school campuses. Some context 2026-27 school year, the district plans to only operate Bridges Middle next school year due to current enrollment projections.

CISD plans campus grade level change After considering five potential grade con- figuration scenarios for the next two school years, Celina ISD leaders are recommending the district adjust its grade levels on its elementary and middle school campuses. The plan The district’s Early Childhood School will close and pre-K programs will move to the district’s elementary campuses. Willard Middle School will open with fifth and sixth grade students, while Moore Middle School will hold grades 7-8. The campuses would follow this grade level alignment for the 2026-27 and 2027-28 school years, then return to K-5 elementary schools and grades 6-8 middle schools. The board is expected to take a vote on attendance boundaries in early 2026.

“We are still growing ... but we are not growing at the extreme rates we’ve seen the last three years,” PISD Deputy Superintendent Bill McLaugh- lin said in a November board meeting.

The new units would have about 18 units per acre, while several existing Prosper apartments are closer to 15 units per acre, according to town data. As multifamily development continues, Mayor David Bristol said council’s philosophy is to only approve additional multifamily along Dallas North Tollway, which was reinforced by the new standards. “A developer has to bring us something that the council will see is special, unique [and] something of value to our community that would [warrant us] to go past that [cap],” Bristol said. “It’s the measuring … stick that we’re using for all multifamily development.”

Additional multifamily housing, replacing previously planned office space at the Gates of Prosper, was approved 5-2 by Town Council in August despite a unanimous denial recommendation from the Planning and Zoning Commission. Council members raised concerns about the Gates’ apartment density, quality and alignment with Prosper’s 2024 multifamily development standards. Deputy Mayor Pro Tem Chris Kern voted against the added units and said the increased density doesn’t fit with Prosper’s long-term vision.

Development Services Director David Hoover said the town favors planned development districts, which is a zoning tool that allows officials more time to negotiate project details and standards with developers. Drawing on Prosper’s comprehensive plan, Hoover said the town uses a soft cap of 7,000 multifamily units, a level the town is currently hovering around. Prosper Oaks, a 775-home development off Parvin Road, was approved in October after being tabled several times. Meanwhile Bella Prosper, a proposed 62-acre mixed-use development off First Street, was tabled in November for the second time to

development offers a diverse, vibrant space and a variety of housing options. “[Mixed-use] works really harmoniously if it’s planned and developed correctly,” Underwood said. “Thoughtfully planned communities that reflect the way a city wants to balance their homes … are headed in the right direction.” Cullum Clark, director of the George W. Bush Institute’s Economic Growth Initiative, said the housing density debate is a common issue in North Texas as the region’s population booms. “Developers are going to want to build in Prosper, … and local government is going to see benefits from allowing further growth,” Clark said.

Scott Shipp, director of engineering for Blue Star Land, said during the Gates of Prosper discussions that the need for a variety of hous- ing types is necessary to compete with similar mixed-use developments in the North Texas area. “They have to have a multifamily component, or they’re not being built,” Shipp said. Shipp and Bristol said attracting high-end retail clients, which they said many residents want, often depends on nearby housing density. Q&A: Southlake-based Realtors share guidance, top tips to know when making the move to senior living

Kim McKinnon and Denise Lamanna work together as Realtors on their “Downsizing Made Easy” program at Southlake-based McKinnon Real Estate, which focuses on helping homeowners across the region transition to senior living. Community Impact interviewed McKinnon and Lamanna to provide families additional knowledge while considering a transition. Answers have been edited for length, style and clarity. In your professional experience, why might someone choose to transition to senior living? McKinnon: Ease of life. One thing that we’ve found with our clients is they might be trepida- tious about making the decision to move. But once we get them in the facility, they wish they would have done it ve years before. It’s just the ease of life to them. Lamanna: It’s the emotional pull to stay

where they are even though they know it’s time to move. And once they make the move, it’s a whole dierent feel for them. I don’t think we’ve had one client that’s been disappointed with it for sure. But the reasons really are managing a home and being around other people, having less maintenance. Your daily needs are met when you move to senior living. How can families determine if senior living is a good t for their needs? McKinnon: If someone is having a hard time functioning at home, meaning running errands, being able to get meals prepared. Are they able to walk freely? Lamanna: Are their physical needs being met? We also run into loneliness or their ability to main- tain their home from a maintenance perspective. That becomes an issue a lot of times with seniors.

Mangiamo menu showcases Italian culture in Celina When designing the concept for Mangiamo Italian Market & Deli, father-and-son duo Bob and Jason Algiere not only gathered family recipes for the menu but they also tapped into their New England roots by adding the market and deli. The Algieres opened Mangiamo Italian Market & Deli in Celina on Jan. 24, 2025. On the menu what sub sandwiches are called in New England, Jason Algiere loves it when he hears customers pronounce the word minus the inal ‘r.’ “We’ve had a bunch of New England folks come in and say ‘you got grindahs?’” Jason Algiere said. “Then there’s the whole conver- sation about street names. One lady knew my grandmother.”

Cannolis ($4.95, $9.95) are stued with housemade sweet ricotta, dipped in chocolate and sprinkled with pistachios and chocolate chips.

A variety of meats and cheeses, which are sliced to order, can be purchased from the deli section. The market is stocked with 98% imported items from Italy including wine, pastas, spices and teas. The backstory Prior to opening Mangiamo Italian Market & Deli, Jason Algiere said he worked for his dad in the construction ield for 17 years. However, throughout his life, he spent summers working side-by-side in his large Italian family’s homes and restaurant kitchens in New England. In 2020, when the construction industry signiicantly slowed down, the Algieres started building a new path allowing them to embrace and showcase their heritage. Wielding their years of construction experience, they were able to convert the building that was once a gas station in the 1950s into what it is today. ”Growing up, every meal we’d say grace real quick then everyone said ‘Mangia, mangia’ [meaning] ‘eat, eat,’” Jason Algiere said. “My grandparents said it, my parents said it: ‘Mangi- amo!’ [meaning] ‘let’s eat’.”

Jason Algiere said their doughs, sauces, dress- ings and desserts are all made in house. Pizzas are their top selling menu category with their “Big Pig,” which is like a supreme pizza, being the top requested pie. “Instead of a hamburger or sausage crumble on our supreme, we crumble our house-made meatballs, which are a hamburger-sausage amalgamation,” Jason Algiere said. “It just kicks it over in the most phenomenal way.” Breakfast options, which are available Fri- day- Sunday from 9 -11 a.m., include a breakfast sandwich, bacon taco plate and the Italian breakfast salad—a surprisingly popular dish, created by lead chef Blake Bayne, that changed Jason Algiere from skeptic to believer. “The Italian breakfast salad—when [Blayne] did that one, I thought he was nuts—but it’s insanely good,” Jason Algiere said. “It’s basically the market salad—red onions, olives, all of the good stuff with two over easy eggs and a side of toasted focaccia bread.” When customers order a ‘grinder’ which is
