2 Harris County courts to study eviction diversion Two Harris County courts are aiming to fill two new full-time positions by the end of October focused on finding new ways, under Texas law, to strengthen eviction diversion efforts and improve

Harris County officials adopt $2.7B budget Harris County will be operating fiscal year 2023-24 on a $2.7 billion budget, a $500 million increase from last year’s budget, after commissioners unanimously approved the amount on Sept. 19. Digging deeper According to officials, the budget includes the most significant investment in public safety in the county’s history. • $119 million to law enforcement • $5 million to provide body-worn cameras to jail staff • $7.8 million in additional jail medical costs Other countywide funding includes $128 million for Harris County Flood Control District and $888 million for Harris Health.

Funding for the new positions was awarded in September by the National Center for State Courts’ Eviction Diversion Initiative to Justice of the Peace courtrooms covering Harris County Precinct 1-2— represented by Judge Steve Duble—and Precinct 2-2, represented by Judge Dolores Lozano. The joint application by the two judges was one of 10 to be approved nationally for the funding. The courts cover northwest and far southeast Houston. Humble moves forward with $345K Uptown Park renovations

On Aug. 10, Humble City Council approved $345,000 in renovations for Uptown Park set to be completed ahead of the upcoming holiday season. The background Built in 1991, Uptown Park encompasses more than half an acre and features a stage, a gazebo, picnic tables, playground equipment and public restrooms, per the city’s website. What residents should know The project contract was awarded to Bey Com- mercial Construction. The project will involve clearing and remodeling the area to include an updated park space and music area. Council members noted concerns about ensuring the park will be available in time to host the city’s annual Christmas celebration and parade, which is scheduled for Dec. 5. City Manager Jason Stuebe assured meetings with Bey will begin as soon as possible to move forward with the project.

Humble ISD trustees vote to drop tax rate by more than 14%

Humble ISD trustees adopted a significantly lower tax rate than what was proposed earlier this year following the passage of Senate Bill 2 in July. The overview During a Sept. 12 meeting, trustees voted unanimously to adopt a tax rate of $1.1075 per $100 valuation for the upcoming fiscal year, down from last year’s rate of $1.2929 per $100 valuation. According to district documents, the approved tax rate: • Includes $0.7575 for maintenance and oper- ations, which pays for HISD’s general fund balance • Includes $0.35 for debt service, which funds debt service from bonds • Is based on a total appraised value of more than $28.9 billion and a total estimated taxable value of roughly $23 billion, according to estimates provided by the Harris Central Appraisal District

• Is about $0.18 less than the district’s FY 2022-23 tax rate District officials said the 2023-24 tax rate rep- resents a roughly 14.3% decrease from last year’s rate and marks the fifth consecutive year trustees have voted to lower the tax rate. How we got here In June, the district proposed a tax rate of $1.2312 per $100 valuation. However, the passage of SB 2 in July required district officials to adjust the tax rate to account for an increase to the homestead tax exemption, which will rise from $40,000 to $100,000. What’s next Texans will need to approve a constitutional amendment included in SB 2 during the Nov. 7 election for the tax cuts to show up on this year’s tax bill.

Humble ISD trustees opted to keep a contract with the Memorial Hermann Community Benet Corp. that will provide free health care to thousands of students. The board tabled a vote to terminate the contract due to its inclusion of family planning services Sept. 12. Trustees then voted 5-2 in favor of keeping the contract Oct. 17, with trustees Chris Parker and Michael Grabowski dissenting. The contract—initially approved in November 2021—stipulates the district will build a space for the clinic at Humble High School that would then be staed and operated by Memorial Hermann. Due to construction delays, the contract was revisited Sept. 12 with a measure to build a temporary space for the clinic while the permanent location is completed. The state of Texas will invest $142 billion in transportation projects focused on safety improve- ments, congestion, connectivity and road preser- vation over the next 10 years. “This plan will not only connect Texans from every corner of our state; it will also bolster our economic growth and ensure Texans and busi- nesses continue to thrive for generations to come,” Gov. Greg Abbott said in an Aug. 17 news release. The overview The Texas Department of Transportation’s 10-year plan, known as the Unified Transporta- tion Program, is updated annually and includes funding for initiatives across the state. The Texas Transportation Commission unan- imously approved $100 billion for the 2024 UTP during its Aug. 16 meeting—a $15 billion increase over the $85 billion 2023 UTP. The other $42 billion, which will fund develop- ment and routine maintenance, comes from the

How we got here

What you need to know

Following redistricting in 2022, Harris County Pre- cinct 3 encompasses 555 square miles including 4,200 acres of parkland and 3,400 acres of greenway—the most of any precinct countywide. To maintain and improve upon the precinct’s existing green space and prepare for anticipated population growth, Precinct 3 ocials began working on a parks and trails master plan in 2022. As part of the master plan, Precinct 3 ocials completed an outreach phase to assess the needs and desires of the community, which included six meetings and an online survey conducted last fall. “Thank you to the residents who took time to provide us feedback,” Ramsey said. “They know their parks and trails better than anyone, so we’re con- dent in the information incorporated into the plan.” The parks and trails master plan assesses both cur- rent and future needs for the area’s parks and trails network. The analysis will inform the recommenda- tions process that has a baseline framework for the next 30 years, according to plan documents.

The plan divides Precinct 3 into four areas: Cypress, Spring, Humble and Crosby. Recommended parks projects in the Humble service area total nearly $34.5 million and include new facilities, natural features and renovations, according to plan documents. The plan also recommends 48 miles of trail projects totaling $102.5 million in the Humble service area. According to the plan, the Humble service area’s population is expected to grow 95% by 2045, with most of the growth occurring east of Hwy. 59 and west of Lake Houston where the majority of undeveloped land lies. Ocials noted that because intercommunity connectivity was not at the forefront of planning when many of the area’s

“My daughters are everything to me,” she said. “I lost my mom at the age of 17, so I feel like for me it was like, I want to build something for them.” The framework Torres said the idea to create a gown rental business stemmed from her own experience as an expectant mother. She wanted a designer dress that was both elegant and aordable to wear for her maternity photo shoot, but said she was surprised at the limited resources available. “I wanted that fairytale experience of wearing a luxury gown,” she said. Humble-area hospital’s garden helps fight food insecurity

Before the opening of Memorial Hermann Northeast Hospital’s community garden in June 2022, officials said the space where it now resides was a bit of a nuisance. “It was not positively thought about because there was a lot of smoking that went on out there, and it was a main thoroughfare,” said Nikki Roux, vice president and chief operating officer of MHNH. Now, Roux said the community garden not only serves as a tranquil space for hospital staff and patients to enjoy, but as a source of fresh produce for the hospital’s local food bank. A closer look According to Roux, the idea to build the garden stemmed from a community health needs assess- ment that indicated food insecurity as one of the most pressing local needs. “Right across the street, we have a Memorial Hermann Community Resource Center that has a
