The increased student enroll- ment resulting from interdistrict transfers supports the district through funding received from the state for student attendance, which totaled about $6,200 per student in the 2025-26 school year, Spaulding said. Looking ahead
McKinney ISD’s Choose McKin- ney—a program allowing out- of-district transfer students and facilitating other transfer types— has generated about $1 million in revenue during the 2025-26 school year, district officials said Choose McKinney allows kin- dergarten through eighth grade students outside of the district to attend MISD. The overview McKinney ISD offers transfer options for intradistrict—or resident—students; interdistrict— or nonresident—students; and programmatic transfers. When the Choose McKinney program launched in early 2025, the focus was to attract interdis- trict transfers, Assistant Super- intendent of Communications Shelly Spaulding said. The district currently has about 150 total interdistrict transfer students in the 2025-26 school year, Deputy Superintendent Mel- anie Raleeh said. As the program progressed, Spaulding said district officials saw programmatic transfers increase as students transferred within MISD to access programs such as aviation, health sciences and the Caldwell Dual Language Academy, she said. The program became a “reten- tion tool” for district officials, Raleeh said, offering more options

As construction work progresses on a $20 million renovation project at McKinney’s Roy and Helen Hall Memorial Library, city officials have seen an increase in activity at the city’s other library, John and Judy Gay Library. The city’s library system has seen less than a 10% decrease in circulation since the closure of Hall Library in June, which is less than the projected impact, McKinney’s Director of Libraries Spencer Smith said. Grocery stores surge in North Texas

New grocery stores are opening due to pop- ulation growth and active competition, Palmer said. The first Dallas-Fort Worth location of H-E-B debuted in Frisco in 2022. Since then, more stores have opened in McKinney, Plano, Prosper, Alliance and Allen. “For the last three or four years—almost exclu- sively—the growth in the retail market has been grocery-anchored centers,” he said. “That’s H-E-B coming into our market in a big way, and that’s Kro- ger following suit and Tom Thumb following suit.” John Votava, corporate affairs director for Kroger, said Kroger officials consider growth when determining sites for new stores. Kroger wants to meet demand for grocery services in growing neighborhoods. “We’re just following the rooftops—where you see communities springing up out of the dirt,” he said. Kroger officials also examine demographics when determining what products the stores serve. For instance, 42% of the community surrounding a new Kroger store at 9617 Coit Road in Plano is Asian, Votava said. As a result, officials decided to increase the number of products that cater to the Asian demographic, he said. The new Plano store opened in January with 123,000 square feet and serves as an anchor store for the Coit Marketplace. It’s one of two stores opened by Kroger in 2025. The second opened in Fort Worth. More Kroger stores are under construction in Little Elm, Anna and Sendera Ranch, a neigh- borhood located in north Fort Worth, Votava said. Another Kroger store, located along the Prosper-McKinney border is expected to start construction in 2026.

“In the late teens and first couple years of this decade, there weren’t many new grocer-anchored centers that developed, but population continued to grow,” Palmer said. Since 2020, Collin, Denton and Tarrant counties have seen increased population growth. Collin County has grown by nearly 17%, Denton County by just over 14% and Tarrant County by more than 5%, according to U.S. Census Bureau data.
Nakia Rohde, Trader Joe’s public relations manager, said in a statement to Community Impact that since opening its first Texas store in 2012, the company has grown to 23 locations statewide, with two more potentially planned in McKinney and Frisco. Palmer said the Dallas-Fort Worth area’s population growth and continued migration will keep driving grocery store development as retailers work to “catch up” with demand.

Roadwork is underway in southeast McKinney to expand Spur 399 with a vision to eventually extend the highway around the city. The Texas Department of Transportation broke ground on a $157 million project this summer to expand the existing Spur 399 from four to six lanes. The project is one of three separate segments that aim to connect Spur 399 to US 380, TxDOT Public Information Officer Madison Schein said. Construction of the extension is estimated to cost $983 million in total to “address the congestion and improve mobility” in eastern Collin County, she said in an email. The second and third segments will construct an eight-lane freeway with frontage roads along McKinney National Airport’s east side. Officials expect to award a construction contract for the second segment in a few years, Schein said. Council member Justin Beller, whose district includes East McKinney, said construction is moving fast on the first segment. “They are aggressive with it, which is a good thing and a bad thing for those that live around it and those that have to drive through it,” he said. “But it means that they’re working to get this done as quick as possible, which will be a big relief for all of us who have to deal with the effects.”

Any city can ask TxDOT to turn over a roadway to the local jurisdiction, Graham said. Once the roadway is reconstructed, the city could potentially pull SH 5 off TxDOT’s highway system and locally maintain it, though that process would come later, city officials said.

The Spur 399 extension is funded by a mix of federal and state money, including a portion of funding from the state’s Clear Lanes fund, Schein said. The fund supports projects that are address- ing traffic congestion. TxDOT officials are also planning a $52 million project to reconstruct SH 5, which will include reconstruction of the existing road and sidewalks. McKinney Engineering Director Gary Graham said the city is completing utility relocations, and that project is expected to be awarded for con- struction in 2028.

The first Spur 399 segment is expected to be completed in summer 2029, Schein said. Several traffic shifts are expected as construction crews expand the road, with the first in spring 2026. Design is still underway for the second and third Spur 399 construction segments, with no construction start date set.

Independent-living communities cater to older adults with limited care needs. Most include amenities, such as fitness programs, housekeeping and communal meals. Assisted-living communities specialize in providing care and supervision. These facilities frequently offer a full range of amenities as well as limited medical assistance.
