provide congestion relief in the area. Stretching from Hero Way in Leander to Hwy. 29 in Liberty Hill, the 5.3-mile extension will be built within the US 183 median between two existing frontage roads. It will consist of two tolled south- bound and northbound lanes as well as a 7-mile, 10-foot shared- use path. Work on the $259 million project began in 2021, and it is on time to reach completion in 2025. Once completed, the toll road

is expected to save commut- ers time by eliminating four signalized intersections at San Gabriel Parkway, Bryson Ridge Trail, Whitewing Drive/Lark- spur Park Boulevard and Hwy. 29. “It is going to be a huge tra c reliever for the folks that com- mute south,” Williamson County Commissioner Cynthia Long said. TRANSPORTATION UPDATES Liberty Hill to move forward with Loop 332 roundabout project

COMPILED BY ZACHARIA WASHINGTON

UPCOMING PROJECTS

KEY 1 Current entrance

2 Future

Liberty Hill will continue with the project to install a roundabout at the intersection of Loop 332, CR 279 and Munro Street despite sta concerns about increased congestion in the area due to other trac improvements. The addition of a roundabout at this intersection is aimed to increase trac ow and slow down trac through downtown, making the intersection safer, according to city ocials. It will also provide an opportunity for landscaping and green space, adding to the city’s downtown aesthetics. “I just wanted to be sure [of] the timing of this, of moving forward now,” City Administrator Paul Bran- denburg said at the April 12 City Coun- cil meeting. “I’m not opposed to the project at all; I believe the roundabout is needed. My dilemma is does it need to be delayed a little bit until signaliza- tion at Main Street and [RM] 1869 are up to see what that looks like?” The Texas Department of Transpor- tation is scheduled to install four-way trac signals at the intersection of

Brandenburg said the city does not have a timeline for activating the lights. Brandenburg requested a delay in the roundabout project to ensure the intersection signals installed by TxDOT will work for trac control and that the city had a developed plan for trac, detours, trucks and public communication, according to city documents. Without these factors, Brandenburg said the concern is causing more trac issues. Despite this, Council voted in favor of the roundabout project moving forward. The $2.1 million roundabout project will be funded through the city’s general fund budget. The city opened bids May 3 for construction of the project. DEVELOPMENT UPDATES

COMPILED BY ZACHARIA WASHINGTON

Projects underway in the Leander & Liberty Hill area

Nearly 700-acre master-planned community Lariat to bring wave of homes to Liberty Hill

183

Construction on Lariat, a new master-planned community in Liberty Hill, is underway, with homes slated to hit the market in late summer. Developed by Randolph Texas Development, the 688-acre Lariat community broke ground in November 2021. The development will have three home builders: Ashton Woods, Perry Homes and Tri Pointe Homes. Ashton Woods announced in an April 4 news release it will put its rst homes in the neigh- borhood on sale later this year. With a total of 262 lots, including 140 in the initial phase, Ashton Woods will build two home styles and 15 diˆerent ‰oor plans. Located at 3100 CR 214, Liberty Hill, Lariat is north of Hwy. 29 and west of US 183, close to the North Fork of the San Gabriel River and San Gabriel River Brewery. Liberty Hill ISD plans to build an elementary school within Lariat, district o•cials said. Fund- ing for this school is anticipated to come from the 2023 bond, which was on the May 6 ballot. The neighborhood will oˆer amenities includ- ing walking trails, a swimming pool, a pavilion, a dog park, playscapes and a shing pond.

The Brownstone at Northline in Leander is slated to open its rst set of units at the end of the summer, Northline founder and developer Alex Tynberg said. While 17 townhomes will be completed at this time, construction company Novak Brothers is under contract to build a total of 69 units. The Brownstone, located at 931 Pullman St., Leander, is within the Northline development, a walkable district with a mix of commercial and residential uses. Preleasing on units, which have three- and four-bedroom options, is scheduled to open in early summer. Additional multifamily housing is also under construction at the Northline site, Tynberg said. Leander Fire Station No. 2 upgrades to include additional space for county crews The city of Leander recently completed design work for Fire Station No. 2—which is located at 1950 Crystal Falls Parkway, Leander—as o•cials prepare to reno- vate and upgrade the facility in the next year. Through an agreement with Williamson County This addition makes room for a second EMS unit to be stationed in Leander, which will allow EMS to respond to calls more quickly. The upgrades are estimated to cost $2 million.

The city anticipates completing the construction documents this summer and bidding the project for construction shortly afterward. O•cials said while the timeline is not concrete, the plan is to have a contractor agreement by late fall and for construction to start in early 2024.

EMS, Leander Fire Department will construct an addi- tional equipment bay and upstairs sleeping quarters, which will be attached to the existing re station, to hold the county’s ambulance and emergency medical services crew, according to city o•cials.

BUILDING AND MAINTAINING DAMS FOR OVER 65 YEARS

DISTRICT DAMS IN YOUR AREA

PROJECT PLANNING & CONSTRUCTION STILL ESSENTIAL DURING DROUGHT The Upper Brushy Creek Water Control and Improvement District (WCID) was created in 1956 to help reduce flooding and control erosion. The original twenty-three dams were constructed in the late 50’s and early 60’s to protect a mostly rural landscape. Since then, the District has rapidly developed from Leander to Hutto to be home to over 400,000 people with complimentary commercial development. The increase in overland flows and the number of lives and property at-risk make the regional flood protection the dams provide more important than ever. Although the District has been in a drought for several years, it is vital that we continue with our flood risk mitigation planning and projects. As rainfall fails to appear, vegetation is weakened and, in some cases, dies off reducing natural flood protections and often increases flooding as the runoff travels faster. It also means that when the storms return, they tend to be more erosive creating additional risks.

For a full map go to ubcdams.org.

The District projects work on mitigating regional flooding risk and erosion risk to our dams. The design and permitting phase of these large-scale complex projects usually take more time (graphic below) than the actual construction phase. Continuing to plan and pursue construction and rehabilitation projects allows us to be better prepared when the rain and seasonal flooding events return.

ANNUAL UPDATE FROM THE DISTRICT

DIRECTORS

PROJECT HIGHLIGHTS The District will start construction on a new dam (Dam 101) in May of this year. This project will be the largest undertaking since the original dams were built in the late 1950s and 1960s. This dam will mitigate the most flood risk of the three identified projects to address flooding in the Lake Creek watershed. While some of our dams are eventually absorbed into public parks, this dam is located on private property. To find out more about the new dam, please visit our website at www.ubcdams.org/Dam-101 . Estimated completion is Winter of 2025. The rehabilitation at Dam 22 at CR 139 is substantially complete, revegetation is currently in process. This project included draining the existing lake to allow for the reconstruction of the dam and primary spillway conduit. The completed rehabilitation project at Dam 15 at Paloma Lake repaired wind erosion and added armor to minimize future erosion. Lake levels returned to normal with seasonal rains. Rehabilitation at Dam 14 at Meadow Lake has been divided into two phases. Phase 1 will address cracking on the backside of the dam. Estimated completion is Winter of 2023. Phase 2 will protect the auxiliary spillway and the dam from excessive erosion during extreme storms.

Voters approved bond funding in November 2020 allowing the District to develop and complete projects more quickly (and cost-effectively) than cash funding. The District received extremely competitive bids for its first bond issuance securing an interest rate of 2.89% for the initial $51+ million dollars of bonds which allowed the Board of Directors to lower the tax rate to .0175 per $100 of valuation.

PARKS & RECREATION City Park to undergo upgrades; new pool opens Memorial Day

groups, trees, more pavilions, addi- tional bathrooms, and potentially a volleyball or pickleball court. These upgrades would come to the park through a renovation project, the planning for which began in late March, that aims to “amplify and unify the park’s existing amenities,” Higuera said. The city conducted meetings with park stakeholders and launched a survey to receive feedback on the park’s amenities. Higuera said while the survey was scheduled to close June 1, it will likely be extended to garner more responses. Engineering consultant Kimley- Horn will use the feedback to develop design options, which it will present in late June or early July. Higuera said the upgrades will be done in phases. The cost and timeline for construction are not yet known as it is still early in the project.

Liberty Hill City Park’s newest feature—a public swimming pool—is set to open May 29. The Liberty Hill Swim Center, which experienced construction delays due to supply chain issues, will include spraying water features, a tanning ledge with lounge chairs and lap lanes. It is 4 1/2 feet deep and will have lifeguards. Since the pool is not heated, it will only be open during the summer, Parks and Rec Supervisor Jamie Higuera said. Daily admission costs $4 or less, depending on age, and season passes are also available. Located at 255 CR 200, Liberty Hill, City Park has a playground, picnic tables, a full and half basketball court, a pavilion, and soccer ‰elds. Separate from the Swim Center opening, the city is looking to add another playground for diŠerent age
