Several recent updates paved the way for ongoing development and infrastructure investments in the South Central Waterfront district. LONG-TERM PLANS June 2016: South Central Waterfront Vision Framework Plan is approved, laying out community goals for the district. May 2018: 401 S. First St. 3 planned unit development (RiverSouth/Snoopy PUD) is approved December 2021: City Council establishes South Central Waterfront Tax Increment Reinvestment Zone to fund local improvements September 2022: City Council rearms district regulating plan goals December 2022: 305 S. Congress Ave. PUD (305 South Congress/Statesman PUD 7 ) is approved; South Central Waterfront TIRZ amended Spring 2023: Anticipated completion of South Central Waterfront regulating plan to set local development baselines

through the city review process and could bring additional high-rises. A PUD from real estate rm Tish- man Speyer at 311-315 S. Congress Ave. centers on a residential tower up to 400 feet, or up to 40 stories, tall. A separate PUD from Garwald Co. Inc. at 200 E. Riverside Drive would bring a pair of oce towers up to 410 feet tall.
Surrounding redevelopment plans are also in the works. On top of all the private activity in the area, a key piece of Austin’s aordable housing goals could be fullled through the redevelopment of the city-owned One Texas Center oce tower at Barton Springs and South First Street. Ocials have eyed that property for conversion into
aordable living, although no project details are yet in place. The district is also set to become a transit hub for South Austin and downtown. Both of Project Connect’s downtown rail lines are meant to be serving the area by the late 2020s, with a dedicated Blue Line stop planned adjacent to 305 South Con- gress and an Orange Line stop near
Auditorium Shores. “An important goal is to make sure Austinites of all income levels [and] backgrounds are able to, to the highest quality, live, work and play,” Qadri said.
