Celina proposes lower property tax rate Residents can attend two public hearings on Celina’s proposed property tax rate and city budget for fiscal year 2024-25, which starts Oct. 1. In a nutshell Celina City Council members discussed the proposed budget and tax rate during an Aug. 13 meeting. Here’s a quick look at what is being considered: • $366.34 million total budget, including a $54.32 million general fund budget • $0.598168 per $100 valuation property tax rate The public hearings will be held during council’s 5 p.m., Sept. 10 meeting inside council chambers at 112 N. Colorado St., Celina. Budget breakdown The roughly $0.60 property tax rate is allocated

Prosper readies for future storms Meteorologists from the National Weather Service’s Fort Worth office presented the town’s fourth consecutive StormReady designation to Prosper’s Fire Rescue and Emergency Management team during a July 23 Town Council meeting. What it means The StormReady designation is a process and training opportunity to help com- munities understand how to get weather warnings out to residents and work with other jurisdictions and the National Weather Service. “You look at how you train and you edu- cate people for the next storm,” said Tom Bradshaw, the meteorologist in charge at the Fort Worth office. “There’s always going to be another storm.”

Some residents who attended the July 18 and Aug. 13 meetings spoke against some project details, including a proposed 5-foot gap between fences separating the neighborhood from The Creeks of Legacy. Everything in the neighborhood’s plans are in line with Celina’s comprehensive plan, the city’s guiding document for growth and development, said Rob Daake, an attorney and representative for the project’s applicant, on July 18. City officials and the project’s applicant will continue discussing ways to ease concerns, including making the new neighborhood’s HOA maintain the fence gap.

A new neighborhood development is making its way to Celina. During an Aug. 13 meeting, Celina City Council members approved annexing 58 acres of the city’s extraterritorial jurisdiction into city limits for a 107-acre, 320-home neighborhood. The remaining 49 acres needed for the neighborhood are already inside the city’s boundaries, according to a July 18 Planning and Zoning Commission meeting presentation. Located directly north of The Creeks of Legacy neighborhood and along Doe Branch Boulevard, the development will be split between 50- and 60-foot-wide lots, according

to a meeting presentation. Neighborhood plans also feature some green space, homeowners association amenities and a 12-foot trail along Doe Branch Creek, according to a July 18 meeting presentation. As part of the development, contractors will extend Doe Branch Boulevard from the neighboring Creeks of Legacy to the Dallas North Tollway.

In a nutshell Celina City Council members rezoned 46 acres made up of both city and county land to allow community facilities, which includes schools, during an Aug. 13 meeting. The 46 acres is already owned by PISD and is made up of: • 11 acres from Celina’s extraterritorial jurisdiction • 35 acres inside Celina city limits zoned as agricultural district, or AG Land zoned as AG in Celina is restricted to single-family residential homes and ranching, according to Celina’s City Charter. Collin College to offer 4-year degree paths A new initiative from Collin College will allow students the opportunity to obtain a degree from a four-year university without leaving Collin County. Collin College is partnering with Texas State University and The University of Texas at Dallas to create the Collin College Academic Alliance. The details The program allows students to earn an associate degree and then continue to take courses at Collin College that will earn them a bachelor’s degree from either UT Dallas or Texas State University. Participants could see a savings of about $20,000 on educa- tional costs. The program will begin in the spring semester of 2025.

Celina, Prosper ISD students return to class for 2024-25 school year Prosper and Celina ISD students headed back to school for the first day of the 2024-25 school year Aug. 13 and Aug. 14, respectively. Celina ISD’s fourth elementary school, Tommie Dobie Bothwell Elementary School, welcomed its first group of students this school year. Prosper ISD opened two schools in the 2024-25 school year—Betty Jackson Elementary School and Daniel L. Jones Middle School. Looking ahead Celina ISD expects to open its fifth elementary school in the 2025-26 school year in the Parks at Wilson Creek neighborhood. In fall 2025, Prosper ISD expects to open its 19th and 20th elementary schools, its sixth middle school and its fourth high school named Richland High.

“[The visitors] shop, they eat, and soon they’ll be able to stay,” PEDC Economic Development Specialist Susanne Harris-Barney said. Prosper is on track to see its rst hotels in the next few years. Celina’s sales tax revenue increased over 2019- 23, with the majority of spending done during August-December, with a 230% jump from 2019 to 2023 in overall annual revenue. “Over the last few years, the growth of our business has certainly reected the growth of our community,” Scano said. “I anticipate this trend will continue so long as we continue to provide the level of quality and service Celina has come to expect from us.”

Data shows sales tax revenue has been consistently rising in Prosper, in part due to the overall steady growth of the town but also with notable spikes when the school year and its sports seasons begin. Prosper’s sales tax has grown 106% between 2019 and 2023, according to sales tax records from the town. The sales tax is steady throughout the year, with a peak during PISD sports seasons, such as football that runs from August to December. The sporting events held around PISD generate their own local spending when parents of visiting students stop on their way in or out of Prosper, said David Bristol, mayor and Prosper Economic Development Corporation member.

Prosper ISD's student athlete population

Student participation in PISD’s school sports is growing alongside the district with 2,480 students joining the athletics program between the 2019-20 and the 2023-24 school years. The growth can be seen in the number of events—there were 465 sporting events hosted during the 2021-22 school year and 557 hosted during the 2023-24 school year, according to district data. The district sold 119,101 tickets for all district athletic events in the 2021-22 school year and 140,805 tickets in the 2023-24 school year, bringing in hundreds of thousands of dollars of revenue directly to the district. Similar data was not shared by Celina ISD before this edition’s publish date. Participating in athletics benets the district beyond ticket sales. PISD Athletic Director Je Smith said studies have shown student athletes also see improvements in problem solving, team- work, focus and other traits that then help them in their academics.

For many people, coming into Prosper for local games as a visiting team is their rst introduction to the town, Bristol said. With multiple hotels expected to open in the coming years, the revenue and spending that sports brings to Prosper is expected to continue growing, he said. “That goes directly back into … our sales tax funds that can fund other future development inside the town of Prosper,” Bristol said. Growing cities benet from the shared identity found through sports teams, Scano said. “When community members feel connected and engaged, they’re more likely to support the local businesses,” he said.

Prior to opening The Brass Tap, Sid Patel owned a beer and wine shop in McKinney, but a love of craft beer made him and his brother want to expand their horizons.
