Several Argyle street projects continue to make headway, near completion As issues with mobility in Argyle persist, the town is hoping to get some clarity on construction proj- ects planned for its two major roads. Denton County has seen massive population growth in recent years, and Argyle has been no exception. According to census data, Argyle’s population grew by 34.16% from 2010-20, while neighboring North- lake grew by over 200% in that time. Argyle has felt the eects of that growth, especially on the roadways. “This is a town that has really severe mobility issues because of the pace of development around us,” Argyle Mayor Bryan Livingston said. “The buildup of population around us has been quite rapid, so interior mobility in our town is really a problem. That’s an issue that we’re trying to cope with.” To help with the trac, plans to widen FM 407 and US 377 are currently in the planning stages. CONTINUED ON 16 BY MICHAEL CROUCHLEY

It also has a location in Richardson. www.jaspersrichardson.com 9 Läderach Chocolatier Suisse , a family-owned premium Swiss chocolate company, will occupy a 42,282-square- foot distribution center in Northlake. The warehouse will distribute Läder- ach’s chocolate to all retail stores in the United States, according to a news release. Operations at the new ware- house are projected to start in spring 2023. Läderach will occupy Alliance were not available as of press time. Existing restaurants, including Scout and Primo’s MX Kitchen & Lounge, will continue to operate until the new concepts replace them, according to the news release. “We feel these new restaurant concepts will really resonate with residents of Flower Mound and the surrounding areas,” said Greg Retz, CEO of RW F&B. “As we redene River Walk Social, we are focused on creating the most exciting dining destination in the region.” Listed below are ve restaurants slated to open at River Walk Social. GOVERNMENT Gov. Abbott to appoint local senator as secretary of state

This is Abbott’s fourth appointee to the oce in four years. Under Texas law, a secretary of state who is appointed outside of a regular legisla- tive session must be conrmed by the Senate during the next session. Scott did not undergo the conr- mation process, because his resigna- tion came before the 2023 session, which will begin Jan. 10. However, Abbott’s previous two picks—David Whitley and Ruth Hughs—did not receive votes from two-thirds of the Senate, which is required for conrmation. Nelson’s experience in the Senate gives her an advantage in the conrmation process. She was praised by various state leaders and lawmakers on social media following the governor’s announcement, including Railroad Commissioner Christi Craddick and Tan Parker, an outgoing state representative.

A longtime state senator from Flower Mound will be nominated to be Texas’ next secretary of state, Gov. Greg Abbott announced Dec. 6. Former Sen. Jane Nelson, RFlower Mound, is the highest-ranking Republican in the Senate. After 30 years in the Legislature, Nelson shared in 2021 she was not seeking re-election and would retire ahead of the 2023 legislative session. Nelson will replace outgoing Secretary of State John Scott, who announced his resignation Dec. 5. After over a year on the job, Scott said he plans to step down Dec. 31 and return to his private legal practice. As Texas’ 115th secretary of state, Nelson will be the state’s top election ocial. She will supervise elections, maintain voter records and enforce campaign nance laws.

Previous experience Elected in 1992, Nelson is the longest-serving Republican in the Texas Senate. She previously served on the State Board of Education for eight years, according to a news release from her oce. “I look forward to this new chapter of public service and appreciate the condence Gov. Abbott has placed in me to serve as secretary of state,” Nelson said in the release. “Voters expect fair elections with accurate, timely results, and I am committed to making that happen. Texans with all political views should have faith in our election system.” Nelson does not have direct

experience with election legislation in the Senate. She most recently served as the chair of the Senate Finance Committee, which writes the state’s budget, and she was the rst woman to do so. She has also lead the Senate Health Committee and passed bills on topics, such as foster care and protections for victims of domestic violence and sexual assault. “Sen. Nelson’s lifelong commit- ment to public service and deep understanding of state government will be assets as she serves Texans in this new role,” Abbott said in a tweet. Abbott did not specify when Nelson will take oce.

Flower Mound Town Council Meets at 6 p.m. Jan. 17 and Feb. 6 at 2121 Cross Timbers Road, Flower Mound. www.ower-mound.com Highland Village City Council Meets at 6 p.m. Jan. 10 and Jan. 24 at 1000 Highland Village Road, Highland Village. www.higlandvillage.org Argyle Town Council MEETINGS WE COVER HIGHLIGHTS ARGYLE The Town Council retained special counsel to help ocials and residents in opposing the proposed routes of Oncor’s Ramhorn Hill- Dunham transmission line on Dec. 19. The council unanimously approved to hire Thomas Brocato and the rm of Lloyd Gosselink Rochelle & Townsend, who have over 30 years of experience in handling energy and utility cases. Town ocials are committed to the preservation of the natural beauty and resources of the community, a mission and goal that is a key element of the Town Vision and Guiding Principles, according to a town news release. Oncor Electric Delivery Company proposed an 18–22 mile electric transmission line through Argyle. The Town of Argyle has worked closely with the Town of Northlake to propose an alternate southern route that would avoid many of the homes, schools, churches and businesses that will be impacted by the current proposed routes. “It is important for all aected parties to quickly send unique and individual comments to Oncor and ultimately the [Public Utility Commission of Texas],” Argyle Mayor Bryan Livingston said in a release. “We support the expansion of electrical capacity in our community. However, we expect that development to be responsible and well thought out, which it has not been so far.”

Highland Village council approves fence funding

Ocials move forward with memorial park FLOWER MOUND The Town Council approved funding for the Peters Colony Memorial Park during its Dec. 19 meeting. The council approved a second amendment to the professional services agreement with Mesa HIGHLAND VILLAGE The City Council entered an agreement to add a fence around the splash pad at Doubletree Ranch Park during a Dec. 13 meeting. The approval included the new fencing around the splash pad and the replacement of some sections of the existing fence at the Highland Village Tennis Center. The agreement is with Viking Fence Company, Ltd. The fence around the splash pad will be used to protect and prolong the splash pad’s life, according to the agenda item. This item comes after the city council approved the replacement of the splash pad surface for $209,153. The new surfacing will need to be Design Associates Inc. for the design associated with the Peters Colony Memorial Park project. The funding for the project is $55,040, according to the agenda. The park will be adjacent to the Flower Mound Public Library. It will include a legacy monument.

Flower Mound renews employee insurance FLOWER MOUND The Town Council approved the renewal of the town’s insurance coverage during its Dec. 5 meeting. The council approved a contract with Blue Cross and Blue Shield of Texas for $1.48 million for reinsur- ance coverage for the town’s Group Health Plan. Rippy Road construction Rippy Road from Pecan Meadows to FM 2499 will undergo construction in the coming year. The project consists of improvements of about 2,500 feet of existing two-lane open section asphalt roadway to a two-lane concrete urban collector, according to project details. A professional services agreement was signed Nov. 21, 2016, and later amended in September 2020. Construction was expected to start in summer 2021, but right-of-way acquisition has delayed the project. Due to material delays on concrete box culverts, which are anticipated to be manufactured in February, a work start date has not been determined. A neighborhood meeting will be held prior to construction. Cost: $9.25 million Timeline: TBD Funding sources: Flower Mound Tax Increment Rein- vestment Zones and water impact fees

GOZONE FARES

The Denton County Transportation Authority rolled out new fare changes at the start of 2023. The change comes as part of the organization’s mission to better meet the transportation needs of Denton County and its residents. This will aect people who use the GoZone and Connect Bus services, though bus services are only available in Denton. The base fare for GoZone, which operates in Highland Village and Lewisville, increased to $1.50, according to the DCTA. The fare change went into eect Jan. 1. The previous fare was $0.75. “GoZone is a huge success story for DCTA,” DCTA CEO Paul Cristina said in a news release. “The service completed more than 620,000 rides in its rst year, and we continue to serve about 70,000 riders a month, so we are very pleased with the way DCTA customers are using the service.” Trips more than 4 miles will have an additional $0.50 charge in Denton only, but there will be no per mile charge for Lewisville and Highland Village. There will be a fare cap of $1.50 in both Lewisville and Highland Village, according to DCTA ocials. GoZone passes will be available to only those with reduced-fare media qualications, nonprot and social services passes, and employee pass program. GoZone,

which is powered by Via, provides riders convenient vehicle transportation for trips across designated zones in Denton County. The on-demand service uses a mobile app, in which passengers book their trips in real-time, and a dedicated eet of branded vans to pick up and drop o riders at virtual stops within the zones. GoZone service launched in September 2021 with promotional pricing at $0.75 per ride. “The popularity of GoZone is not only giving our customers better and more personal transit options, it has also prompted us to look at the impacts on our other oerings,” Cristina said. “In layering an on-call rideshare service over existing bus operations, we knew we would need to examine how the services interact and aect ridership, and then make changes needed to ensure ecient operations across the entire DCTA system.”

Northwest ISD announces Foust is lone nalist for superintendent job Mark Foust is the lone nalist and will be the next superintendent of Northwest ISD. He was chosen during the board of trustees meeting Dec. 12. He will ll the role held by David Hicks earlier this school year prior to his sudden death on Sept. 9. Michael Grin was appointed interim superintendent following the passing of Hicks, who was in his rst year working for the district. The board had three rounds of interviews with candidates before picking Foust. His hire becomes ocial after a state-required 21-day waiting period, and he is tentatively scheduled to start in January, according to the district. “I am honored and excited to become part of the Northwest ISD community,” Foust said in a press release. Foust has held a similar position at Kerrville ISD the past six years. During his tenure at Kerrville, the district implemented new STEM programs, expanded career and tech options, and helped the district pass a $89 million bond in 2018.

LEWISVILLE ISD The board of trustees approved the district’s 2023-24 academic calendar, which includes 177 instructional days. The 2023-24 calendar, which was approved during the Dec. 12 board meeting, will have an Aug. 9 start date with exams for the rst semes- ter to be completed before winter break, which will run from Dec. 16, 2023-Jan. 3, 2024, according to the calendar. Students will have March 11-15 o for spring break. Classes will end before Memorial Day on May 23. The calendar approval comes after the board discussed calendar options in November, and the district gathered input through two community surveys. Four calendar options were considered, which were developed by a committee of students, parents and sta in

ARGYLE ISD The board approved $2.997 million for renovation work at two district locations. The board approved the funding to go toward renovating two district buildings to be used for the transpor- tation and maintenance departments. The funding for the project comes from the 2017 bond. The project will provide additional oce space and a new break room within the current building. It will also provide a completely new space for the maintenance department in the metal building behind Argyle Intermediate School. Several community members spoke during public comment about what this will mean for the district’s archery team that uses the building at the intermediate school. District ocials are working to nd another location for the team to use.

if it’s not done right, we could cause others needing to be relocated. … Our hope is to try and have that done before September so we can get with [the Texas Department of Transporta- tion] on pushing for the [US] 377 proj- ect to go as quickly as possible.” Another thing that may ease some of Argyle’s trac issues is the com- pletion of the Stonecrest Road recon- struction project, which is set to nish early this year. That project’s completion could also have some major benets on the larger projects looming, according to White. “With the condition of Stone- crest, from my understanding, it needed to be redone,” White said. “The question came up whether or not it would be bet- ter done before, during or after the US 377 widening. … Getting it done before is good, because that helps our local users, because they’ll have the alternate route of taking Stonecrest while [US] 377 is under construction.” Livingston added the Stonecrest Road project would have some other safety and quality-of-life advantages. “Because the road surface was just a series of massive potholes and bumps, it had to be replaced for safety reasons,” Livingston said. “But you’ve had people who are losing their driveways for 24 hours or lon- ger, and you’re also dealing with the road being fully blocked by equip- ment. It’s just been hard, because we’re dealing with narrow rights of way in a little bitty town.” Town ocials are also hoping to address some of the thoroughfare issues with an update to its compre- hensive plan. The update process began in December. While the town is taking steps to

US 377 will eventually be expanded to two lanes on either side, while FM 407 will become three lanes on either side. Both projects are a while away from full completion, but Argyle ocials are hoping to see progress in 2023. The FM 407 project will get a head start with a breakout project that will add a lane to a 1.4-mile stretch of the road from Gateway Drive in Argyle to Cleveland Gibbs Road in Northlake. The breakout project will hopefully begin utility coordination around April, with a letting date set for late 2024, according to Argyle Public Works Director Robert White. Livingston said the breakout proj- ect would not be possible without cooperation between all of the com- munities aected by the project. “There’s really had to be a fair amount of teamwork here, and it’s been eective,” Livingston said. “If we weren’t working as a team, we would not have succeeded in getting a breakout project.” As the FM 407 breakout project moves toward utility relocation, o- cials hope the US 377 project will be free of delays caused by its own util- ity issues. Livingston said the proj- ect has seen several delays because “almost a dozen dierent under- ground utilities all operated by dif- ferent owners had to be moved out of the way.” White is hopeful that utilities will be relocated by August. “Because of the utility relocation, [the US 377 project] was spinning its wheels for a while,” White said. “We’re trying to make sure that we not only get our utilities moved o center, but the sewer lines have to t within certain regulations—that means that
