Prosper ISD opens 4 new campuses

Prosper ISD opened four new campuses for the 2025-26 school year as the region continues to see growth. The new campuses, which opened to students Aug. 12, includes two elementary schools, a mid- dle school and the district’s fourth high school. The district now has 30 campuses with more on the horizon. With the new campuses, PISD also increased nearly 7% in student enrollment when comparing rst days of school from the 2024-25 school year to the 2025-26 school year. “We are enrolling new students every day,” Superintendent Holly Ferguson said in an email. “We expect a combined enrollment of just over 4,500 students across the four new campuses.” The four new campuses include: Thomson Elementary School, Smothermon Elementary School, Moseley Middle School and Richland High School. Richland will oer three unique academies including cosmetology, cybersecurity and electrical engineering. Moseley Middle School shares the same campus design as Jones Middle School. “These specialized programs are a signicant investment in our students’ futures, providing them with the opportunity to graduate from high school as certied, employable professionals,” Ferguson said.

Prosper council calls $192.3M November bond Prosper residents will vote on a $192.3 million bond package for infrastructure, public safety and community amenities. At their Aug. 12 meeting, Prosper Town Council members unanimously voted to place the bond package on the Nov. 4 ballot. Deputy Town Manager Bob Scott said the pro- posed bond is a “no tax rate increase” bond election, meaning it will not raise the town’s current tax rate.

Celina considers May 6 bond election Celina City Council is moving forward with plans to form a bond committee that could recommend a May 2026 bond election. At its Aug. 12 meeting, City Council members directed staff to begin the process, with the committee set to begin work in September. The bond specifics have yet to be determined. The details If the bond goes to the ballot, a variety of projects could be funded across multiple city departments. Projects up for consideration include: • Fire and police stations • An emergency dispatch center • Phases of Wilson Creek Park construction • Reconstruction of downtown square

Breaking it down The $192.3 million bond package includes: • $92.8 million for street and road project improvements, previously $84.3 million • $34.2 million for a new library facility • $29 million for police headquarters improvements • $24 million for parks and recreation facilities improvements • $10 million for a public works and parks service center • $2.3 million for downtown improvements, expanded from only downtown silo renovations

Celina ISD partners with Cook Children’s for health services

Celina ISD is partnering with Cook Children’s Medical Center-Prosper—bringing new health care services to its students. Starting this school year, students at CISD campuses will have access to Cook Children’s Virtual Health program through the school nurse’s office. This allows students to be diagnosed for common illnesses such as fevers, earaches, rashes, sore throat and pink eye, according to an Aug. 6 news release. “Cook Children’s has cared for generations of children across North Texas, just as Celina ISD has shaped their minds and futures,” CISD Superin- tendent Thomas Maglisceau said in the release. “Together, we’re ensuring every student is both well-educated and well-cared for.” Another detail As part of the partnership, primary care pro- viders will receive communication after the Cook Children’s visit with prescription support and visit

summaries. Any necessary prescriptions will be sent to a family’s preferred pharmacy and a school excuse note will be provided by the time a parent arrives to pick up their child, the release stated. The partnership will embed high-quality pedi- atric care into the lives of nearly 6,000 students in one of the fastest-growing school districts in Texas, the release stated. “As two organizations committed to putting children first, this partnership represents a natural alignment,” said Kevin Greene, president of Cook Children’s Medical Center-Prosper. “We’re hon- ored to partner with Celina ISD in our continued promise: everything for the child.” The program is intended to save time for fami- lies, reduce contagious illness spread and subse- quent lost school days as well as prevent parents and guardians from leaving work immediately for a last minute doctor’s appointment or trip to an urgent care, Cook Children’s officials said.

Celina ISD officials set the tax rate for the 2025- 26 school year budget. The district’s board of trustees approved the district’s tax rate of $1.2089 per $100 of assessed value during an Aug. 18 board meeting. This rate is just under a 3% reduction in taxes for the CISD community, Chief of Business Resources Melissa Kelly said. Last year’s rate, which was approved by voters last November in a tax rate election, was $1.2358 per $100 valuation. More details The tax rate is split between two funds. the district’s operational expenses, such as payroll and other day-to-day costs. This rate is $0.7389 per $100 valuation. The debt service, sometimes called interest and sinking, rate goes toward paying a district’s principal and interest on debts. The district’s debt service rate is $0.47 per $100 valuation.

Meet Prosper Education Foundation Executive Director Carrie Thomas Carrie Thomas was named the Prosper Education Foundation executive director last summer. Thomas began her career in education in 2005 as a kindergarten teacher in Richardson ISD. She spent 19 years total in RISD where she served in various roles including as a teacher, instructional coach, assistant principal and later in central oce administration as the director of professional learning and community engagement. She holds a bachelor’s degree in Sociology and master’s and doctorate in Educational Administration from Texas A & MCommerce. Thomas spoke to Community Impact to discuss the role of the education foundation in Prosper ISD and the foundation’s goals as the 2025-26 school year begins.

excellence and open the doors to opportunities that might not otherwise be able to happen. Whether it’s a classroom grant, a teacher grant [or] a stu- dent scholarship, every dollar we invest makes a dierence in PISD. What scholarship opportunities does the foundation provide for PISD students? Each year, we award thousands of dollars in scholarships to graduating seniors. These schol- arships recognize the academic excellence, the leadership, community service and perseverance that these students have gone through in their time in school. Many of the scholarships are funded by our donors, local businesses and even families who believe in investing in the future of the students. We continue this tradition of supporting students as they move on to college or military or a career path or a trade school. We support it all. We also support AP and dual credit scholarships. We help students get credits before college credits before they even walk into a college campus and their next step.

Why was the Prosper Education Foundation formed? It was established in 1996 with a vision to support Prosper ISD in meaningful and lasting ways. It was formed by a group of community members who saw the value in creating a dedicated nonprot that could invest directly in both the success of the students and educators. As Prosper has grown, the foundation has grown as well, and the impact it makes on Prosper ISD. The mission and the goal is to stay true to enhancing educational opportunities for all. What made you want to join the Prosper Education Foundation? As someone that’s deeply passionate about public education and community engagement, joining Prosper Education Foundation just felt like the perfect t. It was an opportunity for me to connect resources, people and ideas [and] to support students and educators in PISD. I love being part of this organization where every eort leads to real, tangible impact in the classrooms and campuses.

What is one of your goals for the Prosper Education Foundation during the next school year? The biggest goal is to deepen our relationships across the district and across the community. We want to increase the awareness of who the foundation is and the impact it has on PISD. As the district grows, we have to grow as well to meet the needs. We want to strengthen donor engagement, launch new initiatives that support the teachers in the classroom and build equity for all student opportunities. If you are part of PISD, we want you to also know how this organization impacts your district and your campus and your students and the teachers that support the students. Why is the Prosper Education Foundation important for Prosper ISD schools? The foundation plays a unique role because it bridges the gap between public school funding … and what our students and teachers truly need to thrive. We all know that there are many school [districts] in decits this year. We are truly that gap that serves to support innovation, celebrate teacher

How can Prosper ISD families support the foundation? There are so many ways for families to support the foundation, whether they want to be a one-time donor or reoccurring donor, or they want to attend one of our events. We have two signature events each year, which is our golf tournament and our Step Up for PEF Gala. We have community volun- teers that read student scholarships and teacher grants, so we’re always looking for people to give time to do that. Every gift, no matter the size, has an impact on Prosper ISD. We truly believe that when the community comes together, amazing things can happen for our schools. Spreading the word and advocating for public education and what we do is really the biggest support.

All four campuses were built west of Dallas Parkway to account for the growth happening on that side of town, which is part of the long- term strategy to manage the district’s growth, Ferguson said. “By establishing new schools on the west side of the district, we can provide students with closer, more accessible learning environments,” she said. “This expansion is also crucial for easing the overcrowding issues at our existing campuses, ensuring that every student has the space and resources they need to thrive academically.” These campuses are not the last to open for the district. Two new middle schools are also slated to open next year along with a new building for Rucker Elementary, which originally opened in 1995 as Prosper Elementary and later renamed. The location of the new campuses were based on demographic studies and student enrollment projections, which showed residential and population growth happening on the west and northwest side of the district.

The campuses are funded through the 2019 and 2023 bond packages, according to staff updates on construction. “These new schools are an essential investment in our community’s future, directly tied to our commitment to managing growth responsibly and effectively,” Ferguson said. The new school year also brought new positions and faculty. About 566 new positions were added partially because of the new campuses that opened, said Kyle Penn, PISD’s former deputy superintendent of district and employee services, during a June 13 board meeting. Penn now works at Allen ISD. Staffing is one of the logistical challenges that goes into opening a new campus along with facility and technology needs, Ferguson said. “Maintaining a strong sense of community while managing rapid growth is a core focus for Prosper ISD,” Ferguson said. One of the new positions is principal for each campus. Kari Roan is the principal at Moseley Middle School and her focus is on a thriving culture on her campus. “To establish our school’s identity and culture from the ground up, we have been working closely with our staff throughout the summer. Our goal is to create a culture that we are all proud of—one that will best serve our staff, students, and the entire Moseley community,” she said in an email.

Throughout the day and into the early evening, athletes of varying ages and levels of athleticism, drive through a gate, down a gravel path and past a menagerie of farm animals to workout with JLAFit Athletics owners Jesse and Lisa LaForgia. The LaForgias opened JLAFit Athletics in Frisco in 2000 then moved the business to their 5-acre Celina homestead in May 2024. “We bought this property with this barn know- ing we were going to eventually move the gym here,” Jesse LaForgia said. The setup Jesse LaForgia designs and coaches all sports performance workout programs oered. In addition to the gym—housed in a barn featur- ing strength and sports performance equipment— there is also a sports performance eld specically designed for the business and a basketball court. Hour-long classes include speed, power and hypertrophy blocks as well as mobility, stability and injury-prevention components. “Hypertrophy is muscle building,” Jesse LaFor- gia said. “If it’s a lower body day, there will be two lower body exercises and in between those will be two correctors. If we do a squat, afterwards there will be a hip mobility exercise—a corrector that pairs with the exercise.” Who it’s for Although there are specic classes for youth,

high school, college and professional athletes there are also general population classes which are open to anyone. Many of the college and profes- sional athletes Jesse LaForgia trains choose to also go to general population classes because they know the training methods are the same. “I coach movement, speed and agility—I’m a sports performance coach. I don’t coach a sport. I coach how to accelerate, how to have multi-direc- tional speed. Their success is my success,” Jesse LaForgia said about the college and professional athletes he coaches. “I enjoy the same thing with my general population folks. They come in after a weekend golng and say they hit the ball much further than they did before. I love that stu.” A homeschool family also works out together at JLAFit Athletics. Jesse LaForgia developed a workout program for them where he coaches the three children while Lisa LaForgia coaches the parents. Quote of note Jesse LaForgia posts his workout programs on a wall in the gym allowing for a side-by-side comparison between schedules for a college and professional athletes’ class to the general popula- tion class; many similarities are visible. “I like taking what I do with my athletes and doing that with the general population,” Jesse LaForgia said. “Because everyone should train like an athlete.”
