Southlake set to make landscape changes at SH 114, West Dove Road During a Jan. 16 Southlake City Council meeting, an advanced funding agreement with the Texas Department of Transportation for city landscape improvements was approved for an amount not to exceed $516,545. In a nutshell The TxDOT Green Ribbon Program improve- ments change a concrete-dominated landscape by planting trees and other native vegetation, according to city ocials. This plan will take part in at least three phases, depending on funding, according to city documents. Intersection improvements are planned along SH 114 and: • West Dove Road • North White Chapel Boulevard

Grapevine restricts short-term rentals An ordinance restricting the operation of short-term rentals in Grapevine to exclu- sively multifamily zoning districts was adopted Jan. 16. The adopted regulations will restrict the operation of short-term rentals to certain zoning districts for multifamily housing. Operators of a short-term rental within an allowable district would be required to register for a conditional-use permit and an additional short-term rental permit through the city’s planning department, Director of Planning Services Erica Marohnic said. The permit fee for a short-term rental is $500 and would be valid for one year, per city documents. Individuals who have a permit revoked would be unable to apply for a new permit for two years.

New mural signals revitalization eorts at shopping center

Tara Village Shopping Center in Colleyville received a new look thanks to muralist Ariana Chariton, who is a Grapevine resident. The owner of Ariana Lee Creative LLC was commissioned to design a mural at the shopping center located at 1009 Cheek-Sparger Road. She started in July but was delayed due to permitting issues with the city. Once that hurdle was cleared, she said work restarted on Nov. 1 and nished Nov. 17. The mural, on the outside wall of Dance Axiom, reads “Welcome to Colleyville, Texas.” The background Tara Village Shopping Center changed owners in March. The new owner, Structure Commercial’s, Head of Leasing Jake Burns said the plan was to revamp the center. “The new owners wanted the mural to be the kicko of revitalizing Tara Village into a vibrant destination in Colleyville where residents can eat, play, shop and create memories with families and friends,” Burns said. A gazebo within the shopping center is a pop- ular area for photos, Burns said. Because of that, synthetic grass replaced the grass in the fall due to foot trac. He said the shopping center could hold musical events in the future, perhaps in the summer of 2024. Burns said the mural adds to the shopping cen- ter, providing another draw. He pinpointed Anna’s Mexican Grill and Cheeky Monkeys as anchor tenants that will help the center grow. “We want places you can go and hang out,” Burns said. “We think a shopping center can be more than a place where you get your dry

cleaning. We believe it has the ability to not be such a transactional retail center but a place to linger, and the mural is spearheading that theory.” The inspiration Chariton said she came up with some ideas and shared them with the development company to get feedback. She said her initial design was based on the Colleyville city logo, but she gave it a few twists. “It gave an older-town feel and I wanted to give it a little bit more color,” she said. She added bluebonnets and the gazebo in the

shopping center to her mural. The wall was 48 feet by 13 feet and her painting takes up 320 square feet, she said. “It feels really exciting and nice to do a commu- nity project,” Chariton said.

Grapevine-Colleyville ISD calls $150M bond election for May 4 Members of the Grapevine-Colleyville ISD board of trustees voted 6-1 to approve the recommendation of the district’s bond advisory committee for a $150 million bond package at their regular meeting Jan. 22. The specifics According to district documents, there will be no increase to the interest and sinking, or I&S, tax rate. The current debt portion of the GCISD tax rate is $0.1957 per $100 of property value. According to district officials, that rate is expected to remain at $0.1957 following the bond election. Board approves employing chaplains as counselors Carroll ISD trustees approved Dec. 18 a resolution that permits the district to hire or accept volunteer chaplains. Senate Bill 763 passed in 2023 and allows districts to employ chaplains as counselors without State Board for Educator Certifica- tion. The bill also mandates districts take a record vote about the policy. Board President Cameron Bryan said the district is not hiring chaplains to serve as such nor is it replacing counselors. “If somebody is a chaplain and they have the same qualifications and meet the standard of CISD counselors, they are more than welcome to apply for an empty seat,” Bryan said.

Work to begin on Jackson Road Bridge The Texas Department of Transportation is undertaking a new road project in Colleyville. Crews will reconstruct Jackson Road Bridge crossing over Little Bear Creek to widen the travel lanes to 12 feet, provide new 4-foot shoulders and include 5-foot sidewalks on both sides of the bridge. The $1.75 million project will require the complete closure of the roadway at the creek crossing. Work was expected to start in January and end by late summer 2024.

Progress made on bridge replacement project Crews have been busy installing parts of the new storm drain and water line for the Kirkwood Branch Bridge replacement project in Southlake. The details Work began in July on the project, which will raise the elevation of the roadway and construct a pedestrian pathway on the west side, accord- ing to city documents. The project’s scope also includes roadway, bridge, sidewalk and water line improvements. Crews have removed the previous crossing marks at the bridge, which enables the use of structures crews have implemented to enhance stormwater and drainage management. The $6.9 million project is expected to be com- pleted over 18 months. It is funded by the city’s capital improvement program.

John, trustee for Place 2, was concerned about how the bond will be financed should property tax appraisals not increase at the annual 6% rate that district officials are projecting. In addressing St. John’s concern, Alison Long with BOK Financial Securities, a firm that provides bond election consultation, said if the district doesn’t hit the 6% tax rate, that taxes could potentially go up. “That’s something that we will have to discuss on an annual basis,” Long said.

TEXRail experienced record ridership in 2023, with Nov. 20 being the highest-ever single day of ridership for the line. This was also the day Grape- vine’s annual Christmas tree lighting celebration, Carol of Lights, took place. “We see huge ridership numbers for a lot of the Grapevine festivals,” Lanham said. McCallum said the Near Southside stop will not only give Grapevine residents access to this new area, but it also will open up a new batch of poten- tial riders. They will be able to take the train and enjoy the festivals and attractions in Grapevine. Dan Weinberger owns Weinberger’s Deli on Main Street near the station in Grapevine. He said he saw an immediate boost in revenue once TEXRail began operations in 2019, and rail expansions should only continue that trend. “I can tell you when there has been an excep- tional explosion in business, and the train was one of them,” he said. Citywide sales tax revenue is up 22% since 2020, with businesses within a 5-minute walk of the station, like the deli, seeing even higher gains.

The new station will be located in the Fort Worth Medical District and called the Near Southside Station. Destinations in this area include Baylor Scott & White All Saints Medical Center, Cook Children’s Hospital and independent medical clinics. Officials estimate the medical district employs about 50,000 people, some of whom could potentially make the commute on TEXRail instead of driving their own cars. Reed Lanham, Trinity Metro’s vice president of rail, pointed out the variety of restaurant and shopping options in the area, which could also

The Spice & Tea Exchange also puts together local sample packs that pair three avors, such as the Taste of Grapevine, which uses merlot and chardon- nay sea salt and Mantazas chili. The blend is tailored to the Grapevine community, paying homage to Grapefest and the chili cooko, Wells said.
