FROM VICKI: Ten years ago this August, Community Impact published our very first issue in Frisco. At the time, the paper reached 54,000 mailboxes in the city. Today, more than 85,000 households get a paper every month, and many read our website every day. FROM SAMANTHA: August is here, and that means it’s time for back to school. As many students return to the classroom, we take a look at our local public schools with our annual Education Edition. Inside you will find a story by Reporter Alex Reece about how Frisco ISD continues to grow, and with that growth comes more staff and schools (Page 32). You can also read about Prosper ISD’s latest discussions on a bond proposal (Page 26). Samantha Douty, EDITOR

Frisco’s planning board tables plan for former Wade Park site
BY ALEX REECE
• The timeline for building out the 16.5 acres of open space • The materials for fences installed near the townhomes Representatives from developer JVP Management and architecture rm Torti Gallas + Partners as well as city sta were able to work out the nal two items during the meeting. The background Plans for Wade Park ultimately fell through due to nancial issues, leav- ing behind empty space and a large hole where an underground parking garage was never nished. “One of the rst things people talk to me about when they hear I’m on the planning and zoning commission is they say, ‘What are you doing with the giant hole?’” Commissioner Jake Petras said. “This is the rst opportu- nity we’ve had to look at that.”
Frisco Planning and Zoning Commission members tabled plans for The Mix planned development during their July 25 meeting, stating there were still some details the project applicant needed to nish negotiating before commissioners could vote. The Mix is a 128.8-acre planned development designed to ocially replace Wade Park, a failed planned development approved for the space in 2015. The conditions A meeting presentation highlighted ve items in which the applicant’s proposals and sta recommendations did not align. • The timeline for building residen- tial, oce and retail space • The Class A oce building’s height • The designated Tollway District’s minimum building height

The details The Wade Park development was approved in 2015, meaning the area’s existing ordinance does not include more recent city policies regarding the number of multifamily units. Plans for Wade Park included 2,800 residential units, while The Mix is proposing 3,299 units, Senior Planner Jonathan Hubbard said. Other features of The Mix include a Whole Foods, an underground parking garage, more than 16 acres of open space and
multiple oce buildings. The Mix will also include hotels with residential spaces available above the 15th oor. What happens next? The commission will discuss The Mix again at an Aug. 22 meeting. “We want this project to move for- ward,” commission Chair Jon Kendall said. “There’s not a lot of people that can put together a legitimate $1.5 [billion]-$2 billion project.”

Instead, the list published only included the following information: • Patient name, city, state and ZIP code • Patient email, telephone number, date of birth and gender • Patient service date, location and next appointment date Current situation: HCA Healthcare is the parent company for hundreds of hospitals and physician clinics including all Medical City Healthcare locations, of which there are 16 across the Dallas-Fort Worth area. There is a Medical City location in Frisco. HCA Healthcare is also the parent organization for Carenow, which also has multiple clinics in the DFW area. HCA Healthcare has disabled user access to the storage location used in the data theft, according to the announcement. An investigation is underway, and no other “malicious activity” to HCA Healthcare networks and systems has been found, accord- ing to the announcement.

Medical City Healthcare and the American Red Cross North Texas Region are partnering together to host blood drives throughout the Dallas-Fort Worth area this summer. The blood drives, which are sup- ported by Medical City Healthcare’s Black Colleague Network, aim to offset seasonal blood shortages while providing benefits to sickle cell patients, according to a news release. The parent company to hundreds of hospitals and clinics, HCA Health- care Inc., announced July 10 approx- imately 11 million of its patients may have been the victim of a data leak. What’s happening?: Names, ZIP codes, phone numbers, email addresses and appointment dates were among the information stolen. The patient information seems to have been taken from an external stor- age location used for formatting email messages and appointment remind- ers, according to the announcement. An “unknown and unauthorized party” then published a list of 27 million rows of information to an online forum. As its original purpose was for emails, the list did not include any clinical information, such as treatments, diagnoses, credit card

demand we have and we’re staying that way because the construction [is] staying on the conservative side.” Zooming in Only 2021 and 2022 have seen lower construction totals since Weitzman began monitoring the market in 1990. In 2021, construction dropped below one million square feet for the first time in DFW since 1990. The construction climate differs from the 1980s and 1990s when lots of homes and retail spaces were built, Pierce said. On the other hand Despite this, construction is expected to increase in Celina, Anna, Princeton and Prosper over the next decade. Each community has a rapid growing population and major retailers like H-E-B and Costco have purchased land for potential new stores coming to these communities. The report highlighted several new retail projects expected to be delivered in 2023 or later including: • H-E-B McKinney, 8700 Eldorado Parkway

Halfway through 2023, occupancy rates are up and new construction is down in Dallas-Fort Worth’s retail market, according to a July report by real estate firm Weitzman. The details Weitzman reported an occupancy rate of about 94.5% across DFW’s 200 million square feet of retail space. It’s the largest inventory for any metro area in Texas. DFW is also projected to reach a record-low for new construction added. About 641,000 square feet is expected to be delivered by the end of 2023. “It’s what we call right-sized,” said Ian Pierce, Weitzman’s senior vice president of communications. “We don’t have too much space for the

market’s retail inventory and outlook for backfilling those spaces is high due to retail demand. “New tenancy for existing retail centers is occurring throughout DFW in 2023, far outpacing the closings and enabling the market to maintain its record-high occupancy,” the report stated. Updated parking ordinance to hit downtown Frisco FRISCO The Original Town District will soon see new parking condi- tions to meet the area’s “intensive development,” officials said. Frisco City Council members approved an amendment to a city ordinance to adjust a mandated reduction in parking spaces for downtown businesses on Aug. 1. The mandated parking reduc- tion amendment drops the 50% reduction to 30% for any expanding or new retail spaces, according to meeting documents. It also excludes outdoor seating and restaurants from the reduction as city officials look to incentivize more outdoor spaces downtown. An incoming parking garage is expected to ease some parking concerns downtown, Mayor Jeff Cheney said. which is slightly lower than the current $0.446600 rate. Frisco residents will also see higher utility rates from the North Texas Municipal Water District, Woodard said. Frisco residents can attend the city’s public hearings for its fiscal year 2023-24 budget on Aug. 15 or Sept. 5 . FRISCO Site plans for the roughly $265 million project have been approved, putting the new Baylor Scott & White Health center on track to open in two years. Planning and Zoning Commission members approved a site plan for the center during their July 25 meeting. Site plan details include two hospital buildings, one parking garage and one central utility plant split between two lots located on a 37.1-acre northeast corner of Dallas Parkway and PGA Parkway, accord- ing to meeting documents. Baylor Scott & White Health officials said this region is one of the fastest growing in the country, and they have been exploring how to keep pace with the area’s explosive growth for a number of months. Frisco City Council to discuss 2023-24 budget at hearings FRISCO Residents are invited to participate in a discussion regarding the city’s finances Aug. 15 and Sept. 5. Frisco City Council members approved a resolution Aug. 1 sched- uling two public hearings about the 2023-24 fiscal year budget for their upcoming 6:30 p.m. meetings.
What we know: A request to rezone the land for a hospital first appeared on the commission’s agenda in June 2022 and was later approved by City Council at a July 5, 2022, meeting. “Any time we can get expansion of medical uses in this capacity, it is always a big win for the citizens of Frisco and the region,” Mayor Jeff Cheney said in 2022. Stay tuned: A Texas Department of Licensing and Regulation listing estimates the new facility will be completed by mid-2025.
